Sarah Gordon is an Associate Professor in the Department of Health Law, Policy, and Management at the Boston University School of Public Health where she co-directs the BU Medicaid Policy Lab. She is a health services researcher with expertise in health insurance, access to care, and Medicaid policy. She has successfully served as a PI on multiple federally and foundation-funded projects focused on informing policy to improve access and quality in the Medicaid program. Her research has been published in high-impact scholarly journals, including JAMA, Health Affairs, and Obstetrics & Gynecology; covered by national media outlets, including The New York Times, CNN, and PBS; and cited in federal legislative testimony. Her research applies econometric and causal inference-based methods to assess the impacts of state-level health care policies on low-income populations. She has experience analyzing state and national Medicaid claims data and all payer claims databases to conduct cross-state policy comparisons. She is Principal Investigator of a K01 Career Development Award from the National Institute of Mental Health studying the effects of postpartum Medicaid policies on maternal mental health care. She co-founded the Medicaid Data Learning Network, a national consortium of Medicaid data users focused on best practices for using national CMS Medicaid claims data. She has significant experience working to translate research into policy through direct partnerships with state Medicaid programs and as a Senior Advisor on health policy in the Office of the Assistant Secretary for Policy and Evaluation in the U.S. Department of Health and Human Services from 2021-2024. She is the recipient of multiple awards, including the Excellence in Research Early Career Award from the Boston University School of Public Health, the Methods Paper-of-the-Year award from Health Services Research, and the 2020 Outstanding Dissertation Award from AcademyHealth. She currently serves as a Senior Associate Editor at Health Services Research. She received her doctorate in Health Services Research (health economics track) from the Brown University School of Public Health and an MS in Social and Behavioral Sciences from the Harvard T. H.
