Add a project for gradle lint checks
Set up to run on projects with type GRADLE_PLUGIN.
Bug: 319114735
Test: EagerTaskConfigurationDetectorTest runs from studio. Checked that the lint runs on a gradle plugin by undoing one of the changes from the preceding CL and verifying lint fails.
