[merge M87][blink scheduler] Enable OptOutZeroTimeoutTimersFromThrottling by default. setTimeout(..., 0) can be used to schedule a continuation. Opting out these timers from throttling reduces latency to receive notifications on some background pages and does not significantly affect speed or resource usage. Full cleanup will happen after the 1% Stable Experiment is complete. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
