Delete comment from: Google Operating System
I set up a Google corporate Apps domain thing.
I created a bunch of users and found that one of them did not have the POP/IMAP setting. Read all the above and had her change her language from English (UK) to English (US).
Sure enough changing the language to (US) gets the IMAP to work.
