About us

We develop state of the art knowhow and technology for digital societies, and produce digital solutions to make people’s lives easier, safer and more convenient. This involves the creation of technically complex and large scale development projects. Cybernetica has unique experience in building the world renown digital society in Estonia, but also in other countries. Cybernetica’s driving factor is that our work is meaningful and has a wide impact. Essentially, we use transformative technology and cutting edge knowhow for the greater good. Today, our tech is used by governments and organisations in more than 35 countries; from the Caribbean to Ukraine, Greenland, USA, Indonesia and Japan. In addition to e-governance and information security, we also operate in the defence industry, for example, our border surveillance systems form an integral part of the security of the EU and NATO. We are the go to company for essential, secure, integrated processes, mission-critical software and systems with a proven track record. For example, we have developed unique digital identity, secure data exchange, and i-voting solutions, each with rigid security measures. Our engineers were responsible for developing the Estonian national data exchange layer, X-Road, that forms the backbone of the Estonian advanced digital society. We have also worked on several other complex and mission critical systems, like tax and customs or cyber threat intelligence for the Estonian state. Team Cybernetica consists of personally and professionally motivated people, working at the top of their fields. The culture is task oriented, self guiding, and with a large degree of autonomy. A desire to engage with the world’s big problems is what attracts people to come and work at Cybernetica. We focus on future digital solutions for the challenges of tomorrow. This is the birthplace of foundational technologies which enable secure and smart e-government ecosystems.

  • 🎓 Secure data exchange isn’t just for governments. In fact, cross-institutional interoperability can benefit any sector where data about the same people is scattered across many organisations. That was the case for a group of Catalan universities. Many education processes were still manual, and they wanted to improve information sharing across institutions. We were brought in to: 🔗 Help deploy CAMINS, a secure interoperability platform that lets their systems exchange data automatically. 🧩 Build a custom adapter connecting CAMINS to ViaOberta, Catalonia’s public-sector data aggregator, so existing information could be reused. 🤝 Provide technical training and ongoing support as the universities develop new services. The potential reaches beyond Catalonia: aligned with EU standards, CAMINS can scale to support the broader digitalisation of Spain’s university system. • The Future Cryptography conference is going international. After several editions in Estonia, we're taking the conversation to the heart of Europe. Future Cryptography 2026 comes to Brussels for its first-ever international edition, hosted at the Permanent Representation of Estonia to the EU. One day. Policymakers, technologists and researchers in one room. One shared question: how do we build digital trust that works in the age of AI and quantum? Speakers and programme to be revealed soon. Stay tuned! 📍 Brussels | 7 December 2026

  • 🇧🇼 No government can fund every digital transformation initiative at once. In January 2026, Botswana's government and EU project stakeholders faced a hard question: where would the next investment have the greatest impact? Its digital transformation strategy had singled out several priority initiatives, including a novel e-Residency concept. All of them mattered. The real question was which ones were ready for investment now. Cybernetica was brought in for an independent assessment. The team ran structured workshops with the people who operate these systems, from agency leadership to technical teams. Each initiative was then evaluated against the same criteria: readiness, tangible impact and feasibility. 💡The outcome went beyond the initiatives assessed: a ranked, evidence-backed set of options, and a way to approach the next investment decision without starting from scratch. • Our colleague Klaus-Eduard Runnel is speaking at Driving the Change, hosted by Digit Conference, on 9 October 2026 at Kammivabrik in Tartu. Klaus-Eduard is a Software Architect at Cybernetica, working on our Minerva cybersecurity products after 20 years in healthcare information systems. An early experimenter with language models, he now focuses on integrating AI agents into daily workflows with guardrails that fit the task. His talk, "Throwaway code, lasting architecture," asks what's worth making durable when AI can implement fast but review time hasn't kept pace, with a concrete list from a live MVP project of what held up, and what didn't. 📍 Kammivabrik, Tartu 🗓️ Friday, 9 October 2026, 12:00–12:35 PM 🔗 https://digit.dev/

  • 🎉 Cybernetica has been named the 3rd most attractive employer among IT students in Estonia. The ranking comes from Instar's 2026 survey on attractive employers, which evaluated 326 companies. Among IT students specifically, the top 5 most attractive employers in Estonia are: 1. Wise Europe Estonian branch 2. Pipedrive OÜ 3. Cybernetica AS 4. Bolt Technology OÜ 5. Nortal AS Speaking at the recognition event, Oliver Väärtnõu — CEO of Cybernetica and Chairman of the Estonian Chamber of Commerce and Industry — pointed out that as competition for great people intensifies, employer attractiveness matters more than ever for companies: "A great person is a competitive advantage for a company. They give us capabilities our competitors don't have, solve problems we couldn't solve before, and bring knowledge or experience that changes how we run our business." We're proud that the people, mission and culture at Cybernetica continue to resonate with Estonia's next generation of IT talent. Thank you to everyone on the team who makes that true, every day. #Cybernetica #AttractiveEmployer #ITtalent #EstonianTech #EmployerBranding

  • 🪐 For decades, spacecraft cybersecurity was someone else's job, handled down on the ground. 🛰️ That assumption doesn't hold anymore. As satellites become nodes in interconnected networks, drawing on commercial cloud infrastructure, shared ground stations and multi-operator command chains, they inherit the same exposure as any networked system on Earth. And an intrusion into a spacecraft's on-board computer can be irreversible. 💡 We've now entered the third phase of the Minerva project with the European Space Agency - ESA, under the GSTP programme and running until 2029. After five years of joint research — first de-risking machine learning for cyber situational awareness, then building a working software prototype — this phase moves the technology from the ground onto the spacecraft itself. 💬 "Space is no longer a domain where isolation provides security," says Sander Valvas, Head of Cybersecurity at Cybernetica. "Bringing real-time threat detection on board is an essential next step."
