aug-2001 libstdc++ outstanding

hopefully month summaries will start again. june,july still need to 
happen, a lot of stuff got dropped.

I'm pretty sure that this patch is wrong. I remember talking to Nathan 
about this when I first started on the stringstream code, and distinctly 
remember the current behavior as being what was intended. (I believe 
other vendors also implement similar semantics.)

That's not super-authoritative though, so perhaps somebody can research 
this. I thought this had come up on the library list or as a NAD defect 
report.
