[PATCH] specs changes for libstdc++ debug mode

Here's the patch that enables linking against libstdc++-debug (the 
libstdc++ debug mode library).

Tested on i686-pc-linux-gnu and powerpc-apple-darwin; no regressions. 
ChangeLog follows.
