I'd like to go and do a comprehensive io exceptions proposal, as stated
previously. I'd thought I'd get around to it at the end of this week but
once again, am behind. I'll post details and drafts on this list.

After that, I'll start looking at the streamoff for 64bit and related
fpos issues.
