Come to jesus moment for the doxygen markup with respect to quoting.
Current eclectic mix of <em></em>, @a, and naked quoting ""
standardized.
Had tap-danced around this 2009-11-06.
Updates to doxygen style guide in manual to follow. In the meantime,
the simple rule is don't quote in a doxygen-ified comment. Use italic or
emphasis.
In the process of installing a debian image so I can use lintian to
check this stuff for myself.
