Ease of Contributions and Repo Maintaince

Thank you for your hard work maintaining the repo. I would like to suggest and propose a few items which I believe will help ease future contributions to the repo and create a bit of structure around contributions in the future.

If our goal is to complete previous commitments laid out in issues, we must allow and facilitate PRs with good easy CI and tests.

• Fix CI From Travis or Replace it with Github Actions Convert previous Travis yamls to Github Actions #272
  • I created a PR for the github actions here; Github Actions + new PR Template #274

Other Nice to Haves

• Add a PULL_REQUEST_TEMPLATE.md which will populate the PR description and provide a structure that facilitates communications for PRs.
  • I added a basic template in this PR Github Actions + new PR Template #274
• Dockerize the project for uniform development / test environments in containers.
• Add a CONTRIBUTING.md or How to Contribute section to the README.md
  • also for long term, a Contributor Code of Conduct is an ideal but practical structural changes are more important at first.
