OOM from diode_client if underlying host unhealthy

From Exo -> our ec2 node running diode socksd had an underlying network failure (started to fail aws health checks). Reviewing logs after rebooting it shows that 2 hours after the network failed, diode socksd had consumed all the memory and was OOM killed.
