So it does work for with '=' operator now, However the USE='...' is feel very strange, does not meet current emerge experience

Root cause: The resolver was ignoring the version selected by the SAT solver and loading the latest version instead.

Fix: Added LoadPackageVersion() method to properly load the exact version from the solution.
