Run All Steps needs to bail properly on lack of OpenAI key errors

Steps to repo:

• Create a notebook with two or more prompt steps
• Make sure you don't have an API key
• Use the Run All Steps button

Result:

• You'll get browser error modal for each step flagging that you don't have an API key. Annoyingly, you have to click through each one.
