Focus Terminal won't scroll to the command if the command is still running

There is a long running command in chat terminal, if I click the focus terminal button, it won't scroll to the command and display a blue border.

Not sure if this is by design or not :)

It was known when we added this as a button is better than no button. @meganrogge let's try fix this in November for in progress commands, not sure if it's being tracked.
