Process dependent tasks in parallel

The VS Code Build task, when run via agent, checks `Core` and `Ext` sequentially. It would be better to do these in parallel.

Mentioned initially in https://github.com/microsoft/vscode/issues/266292, but I've been noticing it more recently.
