What are GitHub Seats? How do I determine how many seats I have and who I've issued them to? #150715

Select Topic AreaQuestion BodyI am one of the GitHub Administrators for my agency. And I happen to also be one of the Visual Studio Administrators. Typically, when we get a new employee, I'll issue him/her a Visual Studio license with GitHub Enterprise. That's great, for developers. But there's this other thing called "seats". Whenever I assign someone like a project manager or a business analyst to a repo within one of our GitHub Organizations, then they'll take one of the "seats" that are available. We used to have 35 seats, but now we're down to less than 10. I don't understand what GitHub "seats" are except that they don't take any of the Visual Studio licenses, so here's my questions about that:
