In a CI/CD pipeline using GitHub Actions triggered by a Pull Request, how can I design a workflow that ensures a job runs only if the pull request title starts with a specific prefix (e.g., "FEAT:") and is not a draft PR, without using a custom action? This can be solved by placing a single conditional expression on the job itself, using the built-in context provided by the pull_request event.

Relevant Workflow Property:

The conditional expression is set on the job using the if keyword.
jobs.⟨job_id⟩.if

The Full Conditional Expression:
if: ${{ !github.event.pull_request.draft && startsWith(github.event.pull_request.title, 'FEAT:') }}

• !github.event.pull_request.draft: Checks the Pull Request object for its draft status. The ! (NOT) operator ensures the condition is true only when the PR is not a draft.
• startsWith(..., 'FEAT:'): This is a powerful built-in function that checks if the string (github.event.pull_request.title) begins with the required prefix.
• The && (AND) operator ensures that both conditions must be true for the job to execute.
