Copilot Chat stuck in indefinite "Reasoning..." loop when approaching quota threshold. The multi-shot generation framework or background workspace-indexing agent enters a broken loop state. The backend appears to be waiting for internal context/tool parsing that never completes, while the frontend UI remains completely frozen in the "Reasoning..." state. Switching the model selector to "Auto" or basic models while the thread is active does not break the freeze.

I’ve seen similar behavior when Copilot Chat gets stuck during the reasoning step. A few things that may help:

• Reload the VS Code window
• Sign out and sign back in to GitHub Copilot
• Update VS Code and the GitHub Copilot / Copilot Chat extensions
• Try switching to another model, then switch back
• Disable other extensions temporarily to check for conflicts
• Check the Copilot Chat output logs for errors

If it keeps happening, it would help to share:

• VS Code version
• Copilot extension version
• OS
• Whether it happens in all workspaces or only one project
• Any errors from the Output panel

This may be a backend or extension-side issue if the request never finishes.
