No. The benefit of the program is the new program rate card. While high quality is generally a factor in Play Store success, this program does not affect store ranking.

Yes, you can join the program any time after the program launches. September 30, 2026 is the earliest date the rate card becomes available against spend in these regions (US, UK, EEA, AU). If developers integrate all required guidelines any time after that date, their integrated title will become eligible for the rate card starting from integration validation and approval.
Non-recurring transactions: These include paid apps, paid games, and in-app purchases. Recurring transactions: These are subscription-based transactions.
Google Play will use the time that an app is first installed from Play or first updated from Play, if the app was not originally installed from Play, to determine the first-time “install date”. If that “install date” is on or after the date at which the new fee structure is launched in a region it will count as a “new install”. More details can be found here
For annual earnings up to $1M (USD), the service fee will continue to be 10% (+ billing fee, if applicable). This 10% (+ billing fee, if applicable) also applies to recurring transactions. The program rate card applies only to earnings generated after an app surpasses the $1M threshold annually.

No, it's not mandatory. You can join the program if it's a right fit for your app, and if you wish to access the program rate card. The program proposes guidelines designed to support partners in delivering excellent app experiences that delight Play users.
Starting this September, you can submit your app through Play Console to verify your compliance with all Apps Experience guidelines at once. If your app qualifies and is approved, transactions with the qualified app are eligible for the program rate card.
Each app must meet all the guidelines to enroll in the Apps Experience program. Once successfully enrolled and qualified, transactions associated with the qualified app are eligible for the program rate card.
