  Yes, all packages have been compiled under Cygwin (host), with Mingw as target; see http://gnuwin32.sourceforge.net/compile.html
  But I think that most packages may also build with Microsoft Visual Studio.

I downloaded minwg to compile the tool I needed.
I did not have cmake, so I had to change the makefile some to run it with nmake.
also there were some libs missing, in particular make sure you get zlib from mingw.
