When to build RDA?

Suggesting it as a target module is right in theory, but I may have been too
hasty.  For instance, a --target=arm-elf now tries to build RDA.  It fails;
newlib doesn't have a struct sockaddr in its headers for this target (pretty
unsurprising).  So just building a --target=arm-elf toolchain doesn't work
any more; it automatically builds RDA after newlib, and chokes.
