insight/gdb build failure

I am trying to build insight and am getting an error in the sim
directory.    I This is from current sources checked out of 
CVS.
  Doesn't anyone know why I might be getting this error. 
BTW, I even
did a fresh install of cygwin to make sure I was up to date.
