Notification of configure and configure.in change

As stated in toplevel MAINTAINERS file, binutils and gdb should be
notified of this following change

        * configure.in: Remove target-libgloss from noconfigdirs for
        bfin-*-*.
        * configure: Regenerated.

, which has been committed[1] as part of adding bfin port to newlib[2].
