The billing choice program gives you the flexibility to offer your users more ways to pay. By enrolling, you can integrate your own billing system or guide users to your website for purchases using external web links. Regardless of which option you implement, users should be given a choice between Google Play Billing and either alternative billing within the app or external web links. Additionally, you have the option to use your own user choice screen as an alternative to having Google Play render one for you.
Review the requirements below to confirm your eligibility and begin the enrollment process before offering these alternative payment options to your users.
User market availability and enrollment
Only offer billing choice to users in available markets, currently:

Requirements
Developers participating in the billing choice program must comply with the following requirements:
- Only offer alternative billing systems within the app or guide users to your website for purchases through external web links by implementing and enrolling in this program
- You must offer users a choice of Google Play Billing alongside with either alternative billing within the app or external web links
- Comply with the Payment Card Industry Data Security Standard (PCI-DSS) (if handling credit and debit card data).
- Comply with all applicable laws and regulations, including but not limited to those related to payments and the protection of minors and children.
- Provide customer support for users of the alternative billing system (including any products sold using the alternative billing system or on your website), and the alternative billing system must provide a process to dispute unauthorized transactions.
- Offer refund methods for users completing transactions outside of Play, unless the user was clearly informed that the transaction is non-refundable before completing the purchase.
- Provide link(s) that allows users to see their order history, manage any subscriptions sold via alternative billing systems, and initiate customer service and refund requests.
- If choosing to use your own choice screen instead of letting Google Play render it for you, your choice screen must adhere to the UX guidelines and you must specify your preference in Play Console.
- If you are intending to offer external web links, you must update your external web link preferences in Play Console before linking users out of your app.
- All external web links must meet the following destination requirements:
- Can only direct users to your owned offers.
- Must inform the user about the destination page and its purpose in the app before linking out.
- Must not contain a user’s personally identifiable information without sufficient security / encryption techniques in order to protect the user’s data.
- Must not redirect or mislead users to a different destination page than presented in your external link, or present other false or deceptive information.
- Pay Google the applicable service fees.
- Integrate the billing choice APIs, which surface the one-time information screen, enable parental controls, and facilitate transaction reporting.
- Submit any changes to your app enrollment, choice screen rendering, or external web link preferences via Play Console in advance of updating your app.
Service fees
The fees associated with the billing choice program reflect the value provided by Play and support our continued investments across Android and Play. The applicable service fee will be determined by whether the transacting user's install is "new" or "existing", with the regional rollout date serving as the effective date:
- New Installs: A transaction from a user whose first-time install or first update of the app from Google Play occurred on or after June 30, 2026 for users in the EEA or UK.
- Existing Installs: A transaction from a user whose first-time install or first update of the app from Google Play occurred before June 30, 2026 for users in the EEA or UK.
For transactions of in-app digital features of services completed through an alternative billing system in the app:

Integrating with billing choice APIs
If you would like to offer billing choice, you must complete the following steps:
- Review the requirements on this page to determine if your app(s) meets the eligibility criteria.
- Open Play Console, go to the Billing choice page (Settings > Billing choice) and complete any onboarding steps required to enroll in the program.
- Complete the integration of the billing choice APIs as described in this API integration guide.
- Manage your Play Console billing choice settings to opt in/out each of your apps, specify your choice screen preference, and provide subscription & order management URLs.
- Report to Google Play all authorized transactions from users within 24 hours using billing choice APIs.

The following fee rates apply to transactions made via billing choice through June 30, 2026:
- Alternative billing: A 4% discount is applied to the standard service fee for developers.
