Enrolling in the billing choice program

The billing choice program gives you the flexibility to offer your users more ways to pay. By enrolling, you can integrate your own billing system or guide users to your website for purchases using external web links. Regardless of which option you implement, users should be given a choice between Google Play Billing and either alternative billing within the app or external web links. Additionally, you have the option to use your own user choice screen as an alternative to having Google Play render one for you.

Review the requirements below to confirm your eligibility and begin the enrollment process before offering these alternative payment options to your users.

Service fees

Transactions completed using the billing choice program remain subject to the current service fees until these updated service fees take effect starting June 30, 2026.

The fees associated with the billing choice program reflect the value provided by Play and support our continued investments across Android and Play. The applicable service fee will be determined by whether the transacting user's install is "new" or "existing", with the regional rollout date serving as the effective date:

  • New Installs: A transaction from a user whose first-time install or first update of the app from Google Play occurred on or after June 30, 2026 for users in the EEA or UK.
  • Existing Installs: A transaction from a user whose first-time install or first update of the app from Google Play occurred before June 30, 2026 for users in the EEA or UK.

Frequently asked questions

For which types of products can I offer users an alternative billing system or external web links?

Alternative billing systems or external web links can be used for digital content and services, such as in-app purchases and subscriptions.

Is this a required program?

No, this is an opt-in program. If you do not wish to offer users an alternative to Google Play’s billing system or guide users to your website using external web links, no action is required.

Where can I learn more about the upcoming availability of the billing choice program in other markets?

For the latest updates on the program's expansion into new markets, please monitor this help center page.

When will the new apps and games programs be available?

More details are coming soon. Initially, the new apps and games program is expected to be available for users in AU, EEA, UK, and US starting September 30, 2026. For the latest updates on the new apps and games programs, please monitor this help center page.

How will Google Play define a "new install" for the purpose of the new service fee model?

Google Play will use the time that an app is first installed from Play or first updated from Play, if the app was not originally installed from Play, to determine the first-time "install date".  If that "install date" is on or after the date at which the new fee structure is launched in a region it will count as a "new install".

Until the updated service fees take effect on June 30, 2026, what are the current service fees for the billing choice program?

The following fee rates apply to transactions made via billing choice through June 30, 2026:

  • Alternative billing: A 4% discount is applied to the standard service fee for developers.
  • External web links: A 10% fee is charged for all auto-renewing subscriptions and, for eligible developers, the first $1M (USD) of annual earnings. Other digital content purchases made in-app are subject to a 20% fee.

Does this mean that I will need to start reporting transactions and paying a service fee for the Alternative Billing in the US and External Content Links programs in the US?

No, there are no changes to the US programs at this time. Any changes will be communicated on the alternative billing in the US and External Content Links program pages.
