TQ for Heat Treatment Method Change

The document is a technical query submitted by MSET Engineering Corporation regarding a proposed change to the post-forming heat treatment method for the top head of a pressure vessel. The original scope called for normalizing the top head per PTS 12.20.01 after cold forming. The revised scope proposes stress relief instead of normalizing due to concerns about sensitization of the carbon steel and stainless steel cladding material at the normalizing temperature. Stress relief at 610-625°C for 2 hours is suggested to minimize sensitization effects as per the applicable ASME code, while still providing the necessary stress relief, as sensitization could lead to intergranular corrosion if the material is exposed to corrosive environments

DESCRIBE ALL CLARIFICATION, USE ONE SUBJECT and ONE DISCIPLINE PER QUERY,

ORIGINAL SCOPE

POST FORMING HEAT TREATMENT (NORMALIZING) FOR PRESSURE VESSEL

TOP HEAD AS PER PTS 12.20.01

REVISED SCOPE / NEW SCOPE

PROPOSE TO CHANGE THE METHOD OF POST FORMING HEAT TREATMENT

OF TOP HEAD FROM NORMALIZING TO STRESS RELIEF.

JUSTIFICATION / PURPOSE

BASED ASME SECTION VIII, DIV 1 2013 ED, CLAUSE UCS-79, HEAT
TREATMENT SHALL BE PERFORMED TO ALL PARTS THAT HAVE BEEN COLD
FORMED WITH FIBER ELONGATION GREATER THEN 5% FOR CARBON STEEL
MATERIAL. POST FORMING HEAT TREATMENT (STRESS RELIEF) SHALL BE
PERFORMED AT TEMPERATURE 610C - 625C FOR 2 HOURS HOLDING TIME
(MINIMUM).

(include deviation/waiver)

WHILE IN PTS 12.20.01 CLAUSE 5.2.4.i MENTION THAT HEAT TREATMENT

(NORMLIZING) SHALL BE PERFORMED TO ALL PARTS THAT HAVE BEEN
COLD FORMED WITH FIBER ELONGATION GREATER THEN 5% FOR CARBON
STEEL [Link] SHALL BE PERFORMED AT TEMPERATURE
OF 910C WITH 10 MINUTES HOLDING TIME.
SINCE THE MATERIAL OF TOP HEAD IS CARBON STEEL CLADDING (SA 516
GR 60N +3.5MM SS316L), WITH EXPOSING TO TEMPERATURE ABOVE 425 C 870 C FOR SUFFICIENT TIME WILL LEADS TO FORMATION OF CHROMIUM
CARBIDE AT AUSTENITE GRAIN BOUNDRIES WHICH CALLS SENSITIZATION
EFFECT. INTER-GRANULAR CORROSION WILL OCCURS WHEN A SENSITIZED
MATERIAL IS EXPOSED TO SUFFICIENTLY STRONG CORROSIVE MEDIUM
FOR A LONG ENOUGH TIME.
INORDER TO MINIMIZE THE EFFECT OF SENSITIZATION, MSET PROPOSE TO
MAKE A DEVIATION ON THE REQUIREMENT OF POST FORMING HEAT
TREATMENT FROM NORMALIZING TO STRESS RELIEF.
