2. Any industry which is desirous of having a separate feeder can be permitted to have it
provided the industry agrees to bear the cost of such feeder including that of terminal

In partial modification of the instructions issued in the reference second cited, the
following shall be adopted in respect of provision of separate feeders to H.T. and L.T. consumers
at their request.
i) The estimate for provision of separate feeder chargeable to the consumer should
include the cost of the line alone and not the cost of the terminal equipments.
However in the case of EHT/HT supply where the consumer requests for a duplicate
feeder and also in respect of works like drought relief where the cost of separate feeders is met
by the Government in full, the cost of terminal equipments also is chargeable to the consumer.
ii) Instead of a separate feeder, a fourth wire may be provided at the consumer’s cost, if a
fourth wire is technically feasible.
iii) The cost of the feeder/ fourth wire should be collected in advance in one lump sum.
iv) If the request is from a group of consumers it can be considered provided any one of
the signatories comes forward to take the responsibility of remitting the estimated amount in
advance and dealing with the Board in all matters concerning the separate feeder and if the
amount is accordingly remitted in advance in one lump sum.
v) The order sanctioning the estimate should specifically stipulate that the Board reserves
the right to connect any other consumer(s) on the separate feeder at any time. An undertaking
agreeing to this shall be obtained from the consumer making the payment along with the
payment.
2. The Regional Chief Engineer/ Superintending Engineers should take immediate
action as above, for the provision of separate feeder/ fourth wire at consumer’s request.

Proceedings:
Whenever the Highways Department, Local Bodies, etc. take up schemes of widening of
roads which involve the shifting of poles, cables, lines, etc. belonging to the Tamil Nadu Electricity
Board, the Board has been treating such shifting as a deposit contribution work and collecting the
expenditure on the same from Highways Department or the local body as the case may be. The
Board has now re-examined this matter in the light of certain references from the Government
and the following instructions are issued.
i) Whenever the Highways Department or Local Body proposes to widen a road and the
proposal involves the shifting of lines, cables, poles, etc. belonging to the Electricity Board, a joint
inspection should be mad by the officers of the Electricity Board with the officers of the Highways
Department or Local Body, as the case may be, so that agreed decisions could be taken on the
need for such shifting and, if the shifting is necessary, shifting done at the least cost to the Board
and without giving room for further shiftings at a future date. If there is any difference of opinion
in the matter between the officers of the electricity Board and the officers of the Highways
Department or the Local Body, as the case may be, the matter shall be referred to the Board for
being taken up with the Government for a decision.
ii) As a result of the joint inspection, if it is agreed to shift the Board’s lines, cables, poles,
etc. the expenditure on the same shall be borne by the Board.
iii) Wherever payments have already been collected from the Highways Department or
Local Body concerned towards such shifting in accordance with the procedure followed hitherto,
no refund will be made.

In continuation to the Memo. cited, the following instructions are issued regarding
preparation of estimates for shifting of lines/structures etc., at the request of the parties.
i) The Instructions issued are applicable for all cases of shifting viz., poles, lines,
transformers, structures, etc., made at request of the parties.
ii) Estimate for shifting made at the request of parties shall be prepared as usual, making
provision for all materials to be used for the works involved, labour charges etc.,
iii) The estimate shall contain a separate working sheet, under the head ‘chargeable to the
party’ which shall include only the cost of items mentioned in clause 6 (f) (ii) of the Terms and
Conditions of Supply.
iv) The amount chargeable to the party only should be collected from the parties before
taking up the work.
v) An undertaking to the effect that the extra expenditure, if any incurred over and above the
estimate amount, will be paid by the party shall be obtained from the party before taking up the
shifting works.

The following instructions are issued on preparation of estimates for shifting of lines,
structures, equipments etc. as per the request of the consumers/public, duly superceding the
orders issued in the two references cited.
1. An estimate for erection of new lines, structures etc. at the new site with
complete new materials to be drawn from stores ( treating the whole work as a new work) should
be prepared as per the cost-data in vogue. The estimated amount shall be the Gross amount.
2. The credit for the materials released shall be taken as 50% of the cost of such
materials as per the cost –data in vogue irrespective of the year of erection of such lines,
structures etc.
Original erection charges at 10% and centages at 15% of the cost of the
materials released shall be added for working out the credit estimate for erection works outlined
in para (1) above.
(a) Dismantling charges at old site which shall be at 5% of the full cost of the materials
released except the cost of equipments.
(b) Transport charges from old site to new site which shall include transporting of
new materials from stores to new site and transport of released materials from old site to stores.
(e) Overhead charges : This item shall cover the overhead charges and centages on the
works carried out with new materials except the equipment which are released and reused as
shown below.
ii) Establishment and supervision charges at 16.5% for re-erection works with new
materials, and
iii) Centages at 15% of the full cost of materials used for re-erection works.
(f) Cost of new materials :- As the guiding principle is that new materials are provided at the
new site and the old materials are released as second-hand materials in Board’s work
elsewhere, no item may have to be charged to the consumers under this item. However if any of
the materials like RCC Poles etc. can not be re-used, due to breakage during the normal course
of dismantling or transport etc. full cost of such items alone should be charged to the consumers
under this category. These charges shall be in addition to the depreciation charges for scraps
outlined under (d) above.

(g) cost of irretrievable materials: Full cost of the materials which could not be
retrieved such as base plates shall be charged to the consumers under this category.
i) the new lines, structures etc. are provided with new materials . Old ones are straight away
released and devoluted to stores and equipments are released and re-erected at the new site.
ii) Entire transport charges for transporting the new materials to the new site from stores and the
released materials from old site to stores and labour charges for all erection , re-erection works
are entirely charged to the consumer.
iii) The consumer has to bear the depreciation charges at 90% (as per the latest cost-data) for all
the materials condemned and treated as scrap.
iv) The entire overhead charges for all the works done as well as centages on the new materials
used and on the equipments released and re-erected are chargeable to the consumer.
v) Full cost of materials damaged during the normal course of dismantling/ transport is
chargeable to the consumer. Cost of new materials drawn from stores and utilised is not
chargeable to the consumer on the ground that the released materials except those damaged,
condemned or those could not be retrieved are beneficially utilised elsewhere in Board’s works.
vii) In toto, the entire expenditure incurred for such shifting works is borne by the consumers and
in addition storage and centages are also charged to them.
5. An estimate has to be prepared for erection of new lines and structures with new
materials and credit is to be given for the materials released. The works are to be carried out as

Board undertakes execution of certain works, like the ones mentioned below on Deposit
Contribution basis.
a. Shifting of poles, stays, transformer structures, service etc. on the request of the
consumers/public.
2. In all these cases, the entire cost of the work is charged to the person/agency on
whose behalf the work is undertaken and the person/agencies have to deposit with the Board, the
entire estimated cost of works before the works are undertaken. In many cases, the actual cost of
works exceeds the amount deposited either due to escalation in cost or due to change in scope of
work depending on the site conditions and other unforeseen reasons and the person /agencies
are asked to remit the extra amount either during the execution or thereafter. The delay in
payment of additional deposit leads to delay in execution of work and further cost escalation.
(i) The estimate should be prepared in detail, after a careful investigation so that there is
no scope for change in the quantum of work involved. Also care should be taken to adhere to the
instructions issued from time to time on which portion of works should be charged to person/
agency concerned and which portion should be charged to the Board.
(ii) The time required for completion of the work should be assessed properly, taking in to
account, the time required for sanction, the time required for the party to remit the deposit and
availability of materials.
It should also be made clear to the person/agencies that the amount of the deposit has
been estimated on the assumption that the person/agency will comply with their part of obligation
(like depositing the amount, making available the site, drawings etc.) according to time schedule.
If there is going to be any delay on their part in fulfilling their obligations and depositing the full
amount, the estimate is likely to undergo revision.
In the case of major works like construction of sub-station etc. a careful assessment is to
be made whether the required materials are available in stock or could be procured in time within
the estimated cost. While every effort should be taken from Board side to complete the work as
per schedule, Board cannot be held responsible for any delays or escalation in the estimate
caused by circumstances beyond the control of the Board. All these aspects are to be made
clear to the party concerned.
(iii) In respect of the works, which can be completed with in a year from the time of
preparation of estimate, the estimate may be prepared based on the cost-data applicable at the
time of preparation of estimate.
(iv) In respect of works, which cannot be completed within a period of one year,
provision for escalation in cost may be provided at the rate of 10% per annum.
(vi) It should be made clear to the persons /agencies concerned that the estimated cost
intimated to them is provisional and they have to bear the entire expenses. An undertaking
should be obtained from the persons/agencies concerned agreeing to deposit further amounts
during the course of execution of the work, if the earlier deposit is found to be inadequate as
explained in (viii) below.
(vii) The work should be commenced only after the payment of deposit in full.
(viii) The executing officer should monitor the expenditure closely and in case he
anticipates that the actual cost will exceed the estimated cost, he should intimate the person(s)/
agencies concerned, the revised cost and arrange for payment of the balance amount and at no
point of time , the expenditure should exceed the deposit amount.
(ix) Except in circumstances beyond the control of the Board, there should not be any
necessity in the actual expenditure in excess of the estimated cost. In case such an excess has
occurred the provision contained in Tamil Nadu Electricity Board Manual Para 554 (3&%) should
be followed and interest collected.
Sub: Shifting of lines, structures, equipments etc. on the request of the consumers
public – preparation of estimate and execution of work – further instructions –
issued.
In the memorandum cited above, instructions with guidelines were issued for preparing
estimates for Deposit Contribution Works for shifting of lines, structures etc. Certain doubts have
been raised in estimating the cost of shifting. After careful consideration, the following
clarifications /amendments are issued on preparation of estimates for shifting at the request of the
consumers/public.
(i) As per para 3(d) of the instructions issued in the memorandum cited above, 90%
of the cost of materials as per prevailing cost-data shall be charged to the consumer for the old
materials released but not used elsewhere in Board’s works irrespective of the year in which such
materials were erected.
The intention of the order is that wherever old materials that can not be reused
but are to be condemned are replaced by new materials and where the cost of such new
materials is charged to the consumer as he is already charged for the new materials is charged to
the consumer, then the depreciated cost of the said old materials need not be charged to the
consumer as he is already charged for the new materials required for the work.
Hence, it is clarified that, if the cost of any of the new materials is charged to the
consumer then the depreciated cost of such materials released and not used elsewhere in
Board’s work shall not be charged to the consumer.
There are cases where the parties who apply for Temporary Supply, Permanent Supply,
Shifting of service connection, Deposit Contribution Work etc., do not avail supply for some
reasons or the other even after the remittance of the estimated amount and subsequently request
for the refund of the advance paid by them. Though the amount paid by them is refundable, the
question that arises for consideration is whether charges towards services involved in preparing
the estimate after due investigation and stationery and other incidental charges are recoverable.
Taking into consideration the work involved at every stage i.e. for inspection of
the premises, preparation of estimates, issue of work order, receipt of cash and postings in the
ledger, making refund after correspondence with the field and the consumer till the refund is
effected besides stationery and incidental expenses involved, the recover of just a nominal
amount is found to be inadequate.
The above procedure will come into force from 01—04—1990. The past cases
need not be re-opened and the action already taken will hold good.

Apart from its own works, The Tamil Nadu Electricity Board is taking up for
execution, the works of other organizations/undertakings, private consumers etc., on deposit
contribution basis. The estimated cost of the works is usually collected in advance before taking
up the works for execution. A rate of 16.5% is being adopted in the estimate for such deposit
works towards Establishment and General charges, as per the Board’s Proceedings read above.
2. As modification of the percentage specified in the B.P. read above, the Board
after careful consideration, directs that a rate of 22% be charged towards Establishment and
General Charges for all the Deposit works being executed by the Board.
3. The above orders will come in to effect retrospectively from14—03—91.*

In the B.P. read above the Board directed that an enhanced rate of 22 % be
adopted towards Establishment and General Charges for all Deposit Contribution Works being
executed by the Tamil Nadu Electricity Board, retrospectively with effect from 14—03—91.
3. The Board after careful consideration directs that, in partial modification of the
B.P. read above, the enhanced rate of 22 % towards establishment and general charges for all
deposit contribution works be levied from the date of the proceedings cited under reference
i.e.10.04.92.
In its letter under reference cited, the Board Office Audit Branch had suggested to
provide in the estimate 10% on the cost of materials required for ‘DCW’ works to cover the cost of
escalation as estimates for some of the ‘DCW’ are prepared before the issue of cost -data for the
current year.
After examining the above suggestion, the following instructions are issued for guidance.
1. The estimate for Deposit Contribution Works may be prepared with the available
current year cost –data or the previous year cost-data if the current year cost-data is not issued.
A revised estimate may be prepared on completion of works, based on the latest cost-data and
got sanctioned from the competent authority.
4. If no other means is available to recover the difference in cost of estimates, then only a
provision of 10% may be made in the original estimate itself. The excess payment if any found
on completion of works arises, then it may be refunded to that consumer/ applicant.
All Officers of the Distribution area may ascertain the intending applicant/ consumer’s
status with respect to the items 3 and 4 above on receipt of application from them.
Since the shifting of service (H.T./ L.T.) is based on application and also involves the
procedures of technical feasibility and other technical works more or less similar to that of giving
new service connections, the registration fees for shifting of services have to be collected at the
rates applicable for H.T./L.T. applications for new service connections as specified in clause 9.0
“Registration fee” of [Link].94 dated 30.03.1994.

made by the party, while refunding the amount in backed out cases prior to taking up of work

Instructions have been issued vide reference (1) on preparation of estimates for shifting
of lines, structures, equipments etc. as per the request of the consumer/Public.
Of late representations have been received that the amount charged to the consumer/
public on the basis of model estimate exhibited in the Memo. under reference (1) does not reflect
the actual expenses and hence requesting to examine the estimate and issue fresh guidelines.
The Chief Engineer/ Distribution/ Madras Region is of the view that the transport and
labour charges, centage charges, collected on equipment and released materials are on the high
side, when viewed from the quantum of work involved. He has also stated that the cost of
underground cable and accessories being very high, the charges worked out on percentage basis
are very high compared to actuals.
Under the circumstances, the model estimate is examined and the following revised
instructions are issued.
(1) the estimate for erection of new lines, structures etc., at the new site with
complete new materials to be drawn from stores(treating the whole work as a new work) should
be prepared (excepting equipment) as per cost data in vogue. The estimate amount shall be the
gross amount.
(2) the credit for the materials released shall be taken as 50% of the cost of such
materials as per cost-data in vogue irrespective of the year of erection of such line, structures etc.
plus 10% for original erection charges included for working out the credit estimate for erection
works outlined in para (1) above. The centage at 15% of the 50% of the cost of materials as per
the model estimate given earlier is dispensed with.
Note : In the case of Underground cables since the cost of cables and accessories is high, the
dismantling charges at 5% may not be realistic. Hence in the case of Underground cables
actual rates adopted in the Region for dismantling may be taken, if the same is not available in
cost data (plus 22% Establishment charges and supervision charges).
( c) Re-erection charges:-
This shall include
(i) Labour charges for erection of new lines, structures etc. at the required new
location as per the latest cost –data book in vogue plus 22% Establishment and Supervision
charges.
(ii) In the case of underground cables actual rates adopted in the Region for laying
may be taken and if the same is not available in the cost data plus 22% Establishment and
Supervision charges.
(iii) Labour charges for erection of equipment shall be as per the cost-data in vogue
with 22% Establishment and Supervision charges. Wherever value not available in cost-data, the
anticipated cost may be adopted.
Note: Centage at 15% of the cost of equipment in vogue is dispensed with.
(d) Overhead charges:
This shall include
(i) Storage at 3% of the full cost of materials utilised for re-erection works excepting equipment.
(ii) Establishment and Supervision charges at 22% of the cost of new lines, structures etc. and
storage charges.
As the guiding principle is that the new materials are provided at new site and the old
materials are released and used as second hand materials in Board’s works. Hence, no item
may have to be charged to the consumer under this item. However, if any of the item like RCC

consumer/Public duly showing the amount chargeable to the consumer/Public is enclosed.

Some of the field officers have pointed out that in certain cases of Deposit
Contribution Works, such as shifting of stay set etc. the total estimated cost (Nett) may be very
much less than Rs.500/- and in such cases, collection of registration fee of Rs.500/- as per
memo. cited above appears to be not reasonable as the registration fee is comparatively higher
and suggested to revise the amount.
The registration fee of Rs.50/- may be collected for petty Deposit Contribution
works, where the total estimate cost of works will be less than Rs.500/-

Sub: Electricity- D.C.W. – closure of Work Order based on standard cost as applicable
to the period of issue of materials—Regarding.
The Board Office Audit Branch had remarked that the instruction issued vide 13.05.96
does not appear to be correct as the revised estimate has to be prepared based on revised cost
data only and not based on the issue rate as per the priced requisition. Only for the purpose of
closing the Work Order the standard cost has to be adopted.
3. However, while closing the DCW work orders the Superintending Engineers/
Electricity Distribution circles are requested to adopt the latest standard rates of materials
applicable for the work from the date of actual issue by proposing adjustment requisitions and
devolutions. If necessary so as to avoid any revenue loss to the Board (i.e.) the difference in cost
may be collected from the consumer in case of amount originally collected is in deficit or and to
the party in case of any excess amount is collected.
Receipt of this memo. may be acknowledged.

PROCEEDINGS
Numerous proposals have been received for shifting of poles/lines due to widening of
roads etc., and are pending execution due to non-payment of shifting charges by High Ways/
Local Bodies. It had been reported that the charges collected are high and requests put forth for
consideration.
The proposals of shifting of poles /lines and the charges to be collected from
Highways/Local Bodies were examined by the Board.
The Board herein directs that the Establishment and Supervision Charges hitherto
charged at 22% may be reduced to 15% in the items under Data I, II, III of the above instructions
dt. 09.06.95.
In Data IV under overhead charges, the Establishment and Supervision Charges at 15%
may alone be collected against the structure materials erected (excluding storage charges)
instead of charging 3% against storage charges and 22% against Establishment & Supervision
charges as in the above referencedt.09.06.95.
The instructions hold good only for shifting proposals received from Highways / Local
Bodies.

PROCEEDINGS:
The Government issued the following revised orders for compliance by all the concerned.
(i) While the Government and Government Departments require the shifting, the cost
relating to that should be remitted by them to Tamil Nadu Electricity Board by adding
those costs in the estimate of the respective works itself.
(ii) In the case of National Highways works, the expenditure should be borne by the
State Government as the Central Government will not bear the cost.
(iii) In regard to the cost of shifting works required by the Corporation, Municipalities and
Town Panchayats, those expenditure should be borne by them provided the TNEB
while preparing the estimates for works should fix overheads charge only at 7.5%
covering all items such as centage, storage, etc., The concession of fixing this charge
of 7.5% is applicable only for the above mentioned local bodies.
(iv) In regard to Panchayats and Panchayat Unions shifting expenditure should be borne
by TNEB it self as these institutions are financially weaker.

3. After careful consideration, the TNEB hereby directs that the powers of the
Superintending Engineers, Distribution Circles for sanction of estimates on Deposit Contribution
Works and Improvement works be enhanced from Rs.2 lakhs to Rs.5 lakhs (Rupees five lakhs
only) with effect from the date of issue of this order.
Sub: Electricity- Madurai & Tirunelveli Region- NHAI- Shifting of Poles, lines by NHAI
themselves by paying Establishment & Supervision Charges for their road
widening works- approval requested – Reg.
Referring to the above, it is informed that NHAI may be permitted to carry out the shifting
works of TNEB utilities by themselves along the National Highways for their road widening works
by providing necessary materials and labour and paying the Establishment & Supervision
Charges at 15% and cost of irretrievable materials to TNEB after obtaining undertaking from the
NHAI for conditions in non-judicial stamp paper as given the draft undertaking putup below:-
WHEREAS the AUTHORITY has undertaken the works of widening the ……………………. Road,
and has required the BOARD to shift the Electrical poles, lines, structures etc. along NATIONAL
HIGHWAYS , Whereas it has been agreed to by the AUTHORITY to undertake the above shifting
work by the NHAI themselves under the direct supervision of the BOARD and furnishing an
undertaking.
IN CONSIDERATION OF THE BOARD having agreed to the said proposal, the AUTHORITY
hereby undertake the following:
1. The National Highways Authority of India shall entrust this work only to the registered
contractor who is well acquainted with electrical works so as to maintain the TNEB
standards.
2. The NH Authority shall only use high quality material conforming to the standards
approved by the TNEB and as per relevant ISS.
3. NHAI their appointed authorities shall intimate in advance, their plan of action to carry
out the work to the local TNEB Officers.
4. All the works shall be carried out under direct supervision of Board’s Officials and
their decisions in this regards shall be final and binding on NHAI.
5. NHAI agrees to pay the further amount, if any, as demanded by the Board over and
above the Establishment & Supervision Charges already paid.
6. The work shall be carried out without causing any inconvenience to the operation and
maintenance of Sub-Station and other Departmental works of the Board.
7. NH Authority shall execute and complete the works in strict adherence of time
schedule and to the satisfaction of the TNEB Engineers and adhere strictly the
directions of the Board in any matter.
The AUTHORITY further undertakes not to revoke this undertaking till the completion
of shifting works.
The expression ‘AUTHORITY’ and ‘BOARD’ hereinafter used shall include their
respective successors and assignees in office.
Sub: Electricity – Extension of 4th wire facility for extending 24 hours three phase
supply to the Industrial & Commercial Consumers connected to Rural Feeders-

Ref: Record Note of discussion of 7th meeting of “Think Tank” held on 10.11.2005
In the 7th meeting of “Think Tank” held on 10.11.2005, it has been decided that the 4 th
wire arrangement shall be provided for extending C to the group of the Industrial & Commercial
category consumers of agree to bear the cost of 4th wire extension in 24 instalments without
BPSC and if one of the group members takes responsibility for the payment.
Necessary Undertaking may be obtained ( in non-judicial stamp paper) from all the
members agreeing to make payment through one member , indicated in the undertaking along
with his signature and witness. The non-payment of instalment will result in disconnection of
services. Also, an undertaking for no objection for connecting the additional intending Industrial &
Commercial category consumers in the above Distribution Transformer by TNEB may be
obtained from them.

A copy of 2nd cited letter reference received from NHAI is enclosed herewith. In
continuation to the 1st memo., CE/D/Madurai and Tirunelveli Regions are informed that the
following amendments to conditions may be incorporated in the instruction issued already vide
Memo. dt.18.11.2005 and all other conditions are remain unaltered.
Sub: Electricity- Erode Region- NHAI – Shifting of poles, lines by NHAI themselves by
paying Establishment & Supervision Charges and cost of irretrievable materials
for their road widening works- Instructions issued. Reg.
NHAI had taken up the project of four laning of NH7 and NH47. At the request of NHAI,
number of estimates for shifting of Electricity lines poles and Transformers have been sanctioned
Now, NHAI has stated that as per the terms of concession (BOT), the concessionarie
shall carry out the work of shifting of Electricity Board poles, lines and transformers etc. Based
on this, the instructions issued to Madurai and Tirunelveli Regions by Chief Engineer Commercial
vide [Link].18.11.2005 is furnished below:
“NHAI may be permitted to carry out the shifting works of TNEB utilities by themselves
along the National Highways for their road widening works by providing necessary materials and
labour and paying the Establishment & Supervision Charges at 15 % and cost of irretrievable
materials to TNEB after obtaining from NHAI in non-judicial stamp paper”.
The draft for undertaking and amendment issued for the instruction issued in memo. dt,
18.11.2005 given in the reference (1) and (2) cited are enclosed herewith for necessary action.
Since only 15% of Establishment charges and cost of irretrievable materials alone are
chargeable to the NHAI, the estimates already sanctioned at your end may be revised
accordingly. The revised sanction for the estimates originally sanctioned at Chief Engineer’s
office will be communicated separately.
Meanwhile, payment from NHAI if any received for the deviation works may be accepted.
After revising the estimate, a demand notice may be sent to NHAI from the Superintending
Engineers for the works to be carried out in their jurisdiction, and the balance amount may be
collected.
The concerned field officers may be instructed suitably to ensure the conditions stipulated
in the undertaking regarding the work and materials to be used for work, while supervising the
line deviation works.
The following works come under Deposit Contribution works as per [Link]/RE/G/7196/88 (Technical
Branch) dated 19.02.88
a. Shifting of poles, stays, Transformer Structures, service etc. on request from Consumers/ Public.
b. Erection of Duplicate feeder or separate feeder exclusively for providing uninterrupted power
supply on request by H.T. Consumers other organizations, Government Departments Local Bodies
for drinking water works.
c. Construction of major lines, Sub stations at the request of other Government / quasi-government
organizations in their area of operation.
(and)
d. Shifting of poles, stays, Transformer Structures, service etc. on request
from Government and Local Bodies.
The following points are to be taken into consideration while considering the request, preparation of
estimate and execution of works as per instructions issued vide Memo. dated 19.02.88
a. Time frame for preparation of estimate, obtaining sanction, payment of deposit by the consumer
and availability of materials.
c. in respect of works which can not be completed within one year, provision for escalation at the rate
of 10%
d. The work should be completed only after payment of the deposit in full.
e. An undertaking to be obtained from the applicant agreeing to deposit further amounts during the
course of execution of work.
Registration fees : Application registration fee of Rs.500/- has to be collected as per instructions issued
vide Memo. No. IEMC/ EE (T) /AEE1/AE1/DCW/Registration fee/95, (Technical Branch) dated 20.05.1995,
however in respect of Petty Deposit Contribution Works where the total estimate cost Is less than Rs.500/-,
Registration fee to be collected shall be Rs.50/- as per instructions of the Board issued vide Board’s
Proceedings (Ch) No.26 (Technical Branch) dt.22.01.1996.
T.N,E.R.C. has prescribed the amount of Registration fees to be collected in its order in M.P.41 of 2003.
Refund of Deposit to the backed out consumer
5% of the estimated amount subject to a minimum of Rs.100/- and Maximum of Rs.2, 500 /- in
each cases may be deducted from the deposit made by the party while making refund of the amounts
deposited, in backed out cases as per [Link].47/DFC/WORKS/Estimate /90, (Accounts Branch)
dt.20.03.90
Model Estimates
1. communicated vide Memo. dt.09.09.86, 04.02.88, and dated 09.06.95, we have to go through the above
instructions, understand the reasons for changes in the existing orders so as to evolve estimate in
accordance with the guidelines issued.
1. a. Dismantling charges at the old site at 5% of full cost of materials (except equipment)
b. Dismantling charges for equipments as per cost-data.
Plus Establishment and Supervision charges 22% (on a and b)
2. Transport charges
a. Transport of new materials from stores to new site
b. Transport of equipments from old site to new site as per cost data
c .Transport of released line materials from old site to Stores plus
Establishment and Supervision charges 22% (on a, b and c)
3. Re-erection charges
a. labour for erection of new lines and structures
b. labour for erection of cable
c, labour for erection of equipments
Plus Establishment and Supervision charges 22% (on a, b and c)

a. Storage 3% (cost of materials and 5% contingencies)
Plus Establishment and Supervision charges 22% (on cost of materials, contingencies and
storage)
[Link] of new materials and 6. cost of irretrievable materials with out any other
charges.
(The above procedure has since been modified, consequent to coming in to force of Tamil Nadu Electricity
Supply Code and Tamil Nadu Electricity Distribution Code specified by Tamil Nadu Electricity Regulatory
Commission.)
T.N.E.R.C. prescribed the amount to be collected towards Service/ Line shifting charges
as below: (TNE Supply Code. Section 5 (6) and TNE Distribution Code Section 37)
a. charges for shifting at the old site.
b. Charges for transport from the old site to new site.
c. Charges for re-erection at the new site.
d. Depreciation on retrievable old materials, if any not re-used at the site.
e. Cost of new materials, if required.
f. Cost of irretrievable materials and
g. Over head charges.
The proposals of shifting of poles /lines and the charges to be collected from
Highways/Local Bodies were examined by the Board and the Board has directed vide
Permanent B.P.(F.B) No.22 Dt.15.02.00 that the Establishment and Supervision Charges
charged at 22% may be reduced to 15% in the items under Data I, II, III of the above instructions
dt. 09.06.95.
The Board has ordered vide (Per) B.P.(CH) No.148 Tech. Branch dated 24.03.2005, the
expenditure on shifting shall be borne by T.N.E.B., itself in the case of village panchayats and
Panchayat Unions, as these institutions are financially weaker.
In regards to the works required by the Corporations, Municipalities and Town Panchayats, the
expenditure will be borne by them, provided TNEB fix Overheads charges only at 7.5% covering
all items such as centage, storage etc., only for the above mentioned Local Bodies.
In the case of National Highways works, the expenditure on shifting shall be borne by the State
Government, as the Central Government will not bear the cost.
The Government and the Government Departments shall remit the amount to the T.N.E.B. , by
adding the cost in the estimate of the respective works itself.
The Chairman/ TNEB shall have full powers for sanctioning of DCW to be carried out in
the State of Pondicherry.
The AEE shall have full powers for replacement of stolen materials/ burnt out meters and
shifting of Service connection.
