The saying goes Out with the
old, in with the new, but when it
came to finding the next Evesham
Township manager, it was out
with the old, in with the older.
At the Aug. 5 meeting of the
Evesham Township Council,
council approved a resolution hir-
ing former township manager
Tom Czerniecki as the next town-
ship manager effective Sept 1.
Czerniecki, who previously
held the position of township
manager from mid 2007 through
the early months of 2012, will be
taking over for current township
manager William Cromie, who
will be retiring at the end of this
year.
Cromie took over as interim
and eventually permanent man-
ager for Evesham in early 2012
when Czerniecki became town-
ship manager for Eastampton
Township, where Czerniecki is a
resident and had previously
served as township manager from
1999-2004.
Mayor Randy Brown said he
believes Czernieckis previous
work in Evesham is why the
township is at its current high
level of quality.
I believe hes one of the main
reasons and main cogs as to
which and why were so good,
Brown said. Im proud to say
Tom Czerniecki is a friend of
mine, and more importantly hes
going to come back to be town-
ship manager, and there arent
many guys that can replace my
man Bill Cromie, and Tom and
Bill are both outstanding man-
agers.
In 2010, during Czernieckis
previous tenure as Evesham
Township manager, he received
the Outstanding Manager Award
from the New Jersey Municipal
Management Association.
Czerniecki said he originally
left the position in Evesham
based on what he thought was
best for his family at the time, but
now he believes what is best for
them has changed, and when
looking for the next phase in his
career, it lined up with Evesham
needing a new manager.

Dining for a Cure fundraiser is Aug. 29

The following information
comes from Lt. Joseph Friel at the
Evesham Township Police De-
partment:
On Aug. 2, Evesham Police re-
ceived an anonymous tip that on
Aug. 1, a 16-year-old male suffered
serious injuries after being hit by
a car on Hanover Road during a
botched drug deal.
Investigation determined that
the 16-year-old juvenile from
Mount Laurel and two adult
males, one from Sicklerville and
one from Turnersville, arranged
to meet on Hanover Road to ex-
change money for drugs. During
the meeting, the adults attempted
to rob the juvenile, at which time
the juvenile was unable to release
his hold on the vehicle and was
dragged an unknown distance
suffering leg, arm and facial in-
juries.
Evesham Police quickly identi-
fied the two suspects, and on Aug.
2, ETPD located and arrested one
of the suspects. The second sus-
pect is still at large.
The juvenile male was charged
with a disorderly persons offense
for loitering to obtain or distrib-
ute a controlled dangerous sub-
stance.
A male, age 19, of Sicklerville,
was charged with second-degree
aggravated assault and second-de-
gree robbery. He was lodged in
the Burlington County Jail in de-
fault of $50,000 bail.
A male, age 21, of Sewell was
charged with second-degree ag-
gravated assault and second de-
gree robbery. An arrest warrant
for $75,000 has been issued for the
Sewell male. His whereabouts are
unknown.

That was the world Frances
DiLodovico was born into on
Aug. 12, 1914. Now, 100 years later,
DiLodovico was honored with a
birthday celebration on Aug. 7 at
the Gibson House Community
Center.

his editorial is not about Oba-
macare, per say. It wont be a
support for the infamous
health-care reform act nor a call for its
repeal.
Instead, this editorial is about health
care in general, and how theres more
than one problem under the umbrella
that needs to be solved.
Let us first backtrack and start from
the beginning...
Last week, a NBC 4 New York I-Team
investigation uncovered the story of
Bayonne resident Baer Hanusz-Ra-
jkowski.
Last August, Baer cut his finger on a
hammer, an injury that he thought
might need stitches. So Baer went to
his local emergency room the hospi-
tal, for our purposes, doesnt matter.
Turns out, no stitches were needed,
nor was an X-ray. So Baer left that
emergency room with a tetanus shot,
bandage and antibacterial ointment,
all administered by a nurse practition-
er.
The total bill for those services: al-
most $9,000. He was charged $8,200 for
the emergency room visit, $180 for a
tetanus shot, $242 for sterile supplies
and $8 for the ointment.
When asked for a comment, the CEO
of the hospital blamed the insurance
company, saying it decided to not
renew its in-network pricing contract
with the provider, which now doesnt
offer fair reimbursement rates.
Its the expected response. The med-
ical center blames the insurance com-
pany.
The insurance company, were sure,
would blame the medical center or, bet-
ter yet, blame Obamacare. Its a blame
cycle that never stops.
Baers story is a great example of
how the health-care system in this
country is flawed dramatically. Oba-
macare alone wont fix the problem at
least not as its in operation today be-
cause it only attempts to fix one spoke
and not the whole wheel.
The problem isnt just health insur-
ance, its also the health-care providers
such as this hospital. Medical centers
dont have to charge $8,200 for an emer-
gency room visit, but they do. Why?
Because, until recently, they could
without batting an eye, and insurance
companies would cover it.
But thats no longer the case. Now,
insurance companies are not covering
many medical expenses or not cover-
ing them as much as they did in the
past and the patients are the ones
who are left to suffer.
The choice ends up being a bad one
for the patient should I go to the doc-
tor if there is potentially nothing
wrong with me and pay an exorbitant
bill, or should I take the chance that
Im fine and not seek help? Thats not a
choice we should force people to make.
Until we completely reform health
care, though from the health insur-
ance to the actual health-care
providers thats an increasingly like-
ly scenario for many.

As an elected official, I understand the
cynicism that many residents harbor to-
ward politicians. In many cases, it is war-
ranted and I share their frustration.
Chris Rock has a classic skit where he
essentially ridicules single fathers who
seek credit for doing the most simplistic
parental duties. His basic point is that
youre supposed to take care of your kids.
Politicians often make the same public
plea for praise when they perform the rou-
tine duties they were elected to do in the
first place. So its un-
derstandable that ap-
proval ratings for
elected officials at all
levels of government
are at historic lows.
Two of the most
fundamental obliga-
tions for an elected of-
ficial are to keep res-
idents safe and find
ways to reduce taxes
and spending. They are not mutually ex-
clusive, but often seem elusive. There is no
logical reason why our politicians in Tren-
ton cannot get common sense legislation
such as bail reform, shared services and
cameras in police vehicles passed.
Each of those measures would help pro-
tect taxpayers their safety and their wal-
lets. They are common sense initiatives
with broad support from both parties and

Political posturing in Trenton,
and D.C., continuously trumps
good public policy, and taxpayers
bear the burden.
Here in Evesham, as mayor, I
am so proud of our police depart-
ment for embracing the new tech-
nology that exists. Our patrol offi-
cers have had cameras in their ve-
hicles for 14 years, so we have
been out front on this issue and
far ahead of what the state legis-
lature is seeking to do. But weve
gone a step further by recently
unveiling body cameras to be
worn by our officers on their uni-
form.
Statistics show that body cam-
eras have led to an 88 percent
drop in complaints filed against
officers, and a 66 percent decline
in the use of force by police. That
saves money and promotes public
safety. It also ensures open, hon-
est and transparent government,
which all residents deserve. And
it ensures the safety of our brave
men and women in uniform,
which is paramount.
I believe police vehicles should
absolutely have cameras and sup-
port the efforts by our legislature
to make this the law, but I also be-
lieve the body cameras should be
the focus moving forward. Em-
bracing new technology may ap-
pear to come at a cost, but when
you factor in all of the legal fees
and associated costs that will be
saved because of the cameras, it
becomes a no-brainer.
That is why my colleagues and
I on the Evesham Township
Council unanimously approved
the request from our police de-
partment to equip all 48 of our pa-
trol and traffic officers with this
technology.
We are the only police depart-
ment in the state to outfit all of
our members in the patrol and
traffic division and were told we
have the largest deployment of
body cameras in the state.
Furthermore, Evesham is only
one of nine municipal police de-
partments in New Jersey to be na-
tionally accredited through the
Commission on Accreditation for
Law Enforcement Agencies. The
recent re-accreditation ties into
the body cameras of protecting
the public and members by adher-
ing to best police practices nation
wide.
Many people know that I spend
my Sundays in the fall as a coach
with the NFLs Baltimore Ravens.
Millions and millions of fans love
the way our sports have em-
braced technology to improve
safety, remove human error and
eliminate the he-said-she-said
that can cause mistakes and
doubt. If we are taking those
steps in our sports and recre-
ation, then there is no justifiable
reason for not doing the same to
protect our residents and our po-
lice officers.

DiLodovico said she was
shocked and surprised with the
scope of the event and how many
people came out to celebrate.
I never thought so many peo-
ple would come out for this occa-
sion, DiLodovico said. I
thought it was just going to be our
group that we always have here. I
am really shocked.
DiLodovico was born on Aug.
12, 1914, in Philadelphia. The eld-
est of four children, her family
moved to a farm in Atco when she
was young.
In 1939, she married Louis
DiLodovico, and together they
had one daughter. In the 1950s, the
couple moved to Wildwood, where
DiLodovico remained married to
her husband for a total of 62 years
until he passed away in 2001.
That same year, she moved to
Evesham to live with her daugh-
ter, where she resides to this day.
When not spending time with
her daughter or two grandsons
and three great grandsons,
DiLodovico can usually be found
doing crossword puzzles, reading
books and enjoying activities
with the senior club.
Asked for tips on living such a
long healthy life, DiLodovico re-
calls her days growing up on a
farm, and said she tells people to
eat regular food and stay away
from junk foods.
I feel sorry for these kids of
today, DiLodovico said. A lot of
them dont know what a farm is, a
lot of them dont know what a
chicken is, a lot of them dont
know nothing. We were raised,
we had chickens, a pig, a goat, we
had whatever we had, and my
mother made the bread.
At the event to present
DiLodovico with a proclamation
from Evesham Township was
Deputy Mayor Ken D'Andrea.
The proclamation congratulat-
ed DiLodovico on her longevity
and personal accomplishments
from the past 100 years, and D'An-
drea said with everything
DiLodovico had done and seen,
she truly was part of the greatest
generation.
He was also impressed with
her energy and thought she
might have more than even him-
self.
I am extremely impressed,
DAndrea said. She could proba-
bly kick my rear end and still
have a lot of all that energy left.
Irene LaProcido, DiLodovicos
daughter, said the event was won-
derful, and thanked the senior
club for organizing the celebra-
tion.
She described the club as a nice
group of people who really care
about her mother and know how
to have a good time, and it is
membership in the club that gives
her mother so much energy.
She likes being in the loop
with people, LaProcido said. I
think that really keeps her vital.
DiLodovico said she likes to
stay active, as she feels she has
lived her life, and so no one else,
especially her daughter, should
have to be responsible and worry
about her.
I always tell my daughter, I
dont want to be that shes got to
dress me, DiLodovico said. I
dont want that shes got to do
anything I cant do myself. I dont
want her to do it.

said. I really enjoy working with
the professionals and the staff in
that township, and the chance to
come back was very difficult to
turn down.
Brown said Czerniecki readily
accepted the position, and he be-
lieves Czerniecki wanted to come
back to Evesham because the
large size of the town and the op-
portunities it would afford him.
What we can provide to him is
33 square miles and a very big
canvas to work with here, Brown
said. In Easthampton, I believe
theyre down to what are they, five
square miles, and only two miles
are actually developable.
According to Czerniecki, he
continued monitoring all that
Evesham had been doing since he
left, and he was happy to rejoin its
workforce.
They continue be very out on
the leading edge of innovation in
local government, and I enjoyed
being a part of that and it seems
to be continuing, Czerniecki
said.
One of the prerequisites for Cz-
erniecki to come back to Eve-
sham is for Czerniecki to move to
Evesham within about a year of
taking the position, which Brown
said he hopes to have happen
with all those who hold the posi-
tion in the future.
I really want to make it for all
future managers, because the
salaries at which we pay these
guys, now that Ive done this, and
I hope that council is after me, it
really should be that way, Brown
said. It really should.
Czerniecki said his family is
looking forward to the move.
In terms of our kids ages, its
a good time for that to happen,
Czerniecki said. The town has
great amenities, and I wouldnt
hesitate for one second to relocate
there.
