Arms reach program
Council has a commitment to providing a safe environment at all three Holroyd City Council Swim Centres,
in which all residents of the Holroyd area can enjoy. The safety and wellbeing of the less able swimmers
is an important issue, especially for children aged six years and younger. Therefore, Holroyd City Council
has designed a program to address this issue in the form of the arms reach program.
This program provides children aged 6 years and under wishing to enter the swim centre, a wrist band so
as to indicate to the lifeguards that the child needs to be supervised by a parent or guardian over the age
of 16 years. It is expected that the child will be within arms reach of the parent/guardian at all times. This
means the parent/guardian must be in the water with the child (other than structured programs as
designated by centre staff)
Procedure for the Arms Reach program
This program will provide children aged 6 and under wishing to enter the water a wrist band to indicate to
the lifeguards that the child is being supervised by a parent or guardian over 16 years of age.
It is expected that the child will be within arms reach of the parent/guardian at all times. This may mean
the parent/guardian must be in the water with the child.
Learn to Swim Conditions of Enrolment
Tuition fees for a child for the 2014/2015 Term 4 Season are $123.50 incl. GST for 10 half hour
lessons.
Entry to the centre for the participant and two spectators are included within the above price.
Lessons will only be cancelled in the event of a thunderstorm, or when lifeguards perceive a
safety risk to the children undertaking the lessons. Cancellation will be communicated to you by
the Learn to Swim coordinator or the Duty Supervisor as soon as the decision is made. If such an
event should occur the Learn to Swim Coordinator will endeavour to organise a make-up lesson at
a mutually convenient time.
Failure to attend a lesson will result in forfeiture of the lesson. Absence relating to
exceptional circumstances must be substantiated by a medical certificate or the like. If adequate
substantiation is not provided within 48 hours, the lesson will be forfeited. Any make up lessons
are provided at the discretion of the Learn to Swim coordinator.
Whilst attending swimming lessons, like normal pool entry, children must be accompanied by a
parent or guardian who may watch the lessons and be required to supervise their child/ren before
and after the lesson. As such, spectators for the lesson will be admitted free of charge; however,
if they intend to arrive before or remain more than fifteen minutes (15) after the lesson they must
pay a spectator entry ($3.30) or may be asked to leave by pool staff.
If a child involved in the program is aged six (6) years or younger they will be required to wear a
pink wristband and stay within arms reach of an adult (16 years or older) at all times in
accordance with Councils Arms Reach Policy. During the lesson time the Instructor will take on
this role, if you intend to remain in the centre before and after the lesson this will apply to the
parent or Guardian accompanying the child. Please be aware that if this person is required to
enter the water to provide adequate supervision the will be required to pay the adult rate ($4.80)
Swimming teachers and Instructors are First Aid qualified, and, in the event of an emergency will
react accordingly to ensure the safety of your child, additional students in the class, and other
pool patrons.
Swimming teachers and Instructors will take reasonable disciplinary action whilst conducting their
lesson to maintain the safety of all students and other patrons of the pool.
The Learn to Swim classes, where possible, will be arranged based on the ability of the individual
students and their needs, and the ability of the class to learn as a group. However, this may not

always be possible, or may result in the changing of the time of your lessons. This will be
determined after the first lesson and is at the discretion of the Learn to Swim Coordinator.
Holroyd City Swim Centres Pool Rules
Lifeguards are an important safety feature, however they do not replace adequate parental or guardian
supervision.
To respect the privacy of visitors, you must not bring video/photography equipment into the centre
without prior approval from the Duty Manager.
Children under 7 must be within arms reach of an adult whilst in the centre (refer to arms reach policy)

Don't leave your valuables unattended, we recommend the use of lockers that are provided for the safety
of your belongings.
No bottles or glassware are permitted on premises
The following Will not be tolerated and offenders will be asked to leave.
Ball games
Diving in water less than 1.8m deep
Foul or Abusive language
Bombing
Pushing
Fighting, bullying or harassment
Back flips
Summersaults
Horsies
Acting in a dangerous manner

I, ___________________________ give consent for my child, ______________________________ to
participate in the Learn to Swim program organised and run by Holroyd City Council.
The Coordinator and Instructors may take whatever disciplinary action they deem necessary to ensure the
safety, well-being and successful conduct of the student both as an individual and within a group.
I also authorise the Learn to Swim staff to obtain medical assistance should they deem it necessary in the
event of an emergency, and agree to pay all medical expenses incurred on behalf of the above mentioned
child.
I have been provided with and understand the Holroyd City Council Policies relating to Learn to Swim and
I am aware of the program for which my consent is requested, including cost, missed lesson, illness,
misadventure and payment policies. I am additionally aware that if I am late to class, for any reason, that
class time is forfeited.
