Development Awards in Pakistan
Australias international development assistance in Pakistan
aims to strengthening Pakistans human resource capacities
by providing Masters-level scholarships and short course
awards in areas aligned with Pakistans development
priorities. These include:
Maternal, neonatal and child health services
Basic education services
Rural development & food security
o Pro-poor market development in rural areas
o Rural economic and market reforms
o Irrigation and water resource management
Governance.
The program also targets public sector reform and improved
standards of governance in both public and private sectors.
The aim is to improve technical and leadership capacity of
men and women working in federal and provincial
governments, non-profit civil society, and the private sector.
Priority will be given to applicants from Baluchistan,
Federally Administered Tribal Areas (FATA) and Khyber
Pakhtunkhuwa (KP).
Development Awards are administered by AusAID and
aligned with Australias development assistance in
Pakistan, targeting human resource gaps in identified
priority sectors. They aim to provide successful applicants
with the skills and knowledge to drive change and
influence economic and social development.
AusAID offers Development Awards on the basis of merit,
transparency and equal access. We strongly encourage
applications from women, people with disability, and
people from target areas.
Type and Level of Awards
Australian Development Scholarships
These are long term development scholarships providing
people with the opportunity to obtain tertiary
qualifications at an Australian tertiary institution.
The Australian Government will offer awards for Masterslevel study in the January 2013 intake under the following
categories:
Public Category: 50 per cent of the awards are reserved
for public sector. Applicants working in and nominated by
key public institutions will go through a competitive
selection process. Applicants are required to return to the
public service at the completion of their award to
strengthen public service capacities.
Open/Equity Category: 40 per cent of the awards will be
given to people working in NGOs/INGOs/NPOs while the
remaining 10 per cent is for applicants working in private
institutions within the priority sectors. Applicants who
meet the minimum eligibility criteria may apply under this
category. Scholarship holders are required to return to
Pakistan upon completion of the award to contribute to
the development of the identified priority sector in their
country.
Australia Pakistan Agriculture Scholarships
These awards provide for both Masters Scholarships and
short course opportunities, and form part of the increased
assistance by Australia to Pakistan, announced by the

Prime Minister and Minister for Foreign Affairs on 25
September 2009. The award opportunities will be highly
targeted and are to be offered to qualified Pakistani
nationals working in certain agriculture and rural
development related fields in the January 2013 intake.
In all cases, the application process is based on the principles
of transparency and merit.
Achieving gender balance is a priority for the Australian
Development Scholarships program and in order to achieve
this objective, 50 per cent of the total numbers of awards are
reserved for women.
Five percent of the awards are reserved for people who have
a disability or work for people with a disability. High priority
will be given to those who have not had the opportunity to
study overseas at the post-graduate level.
Scholarships are offered for the minimum period in which an
individual could be expected to complete the academic
program.
Australian Leadership Award Scholarships
ALA Scholarships are long term development awards aimed
at addressing priority development areas by enhancing
leadership and building partnerships and linkages within
developing countries.
The Australian Government will offer ALA Scholarships to
the high achieving applicants wishing to undertake
postgraduate (Masters) study at an Australian Higher
Education Institution which includes attending a Leadership
for Development Conference, a few weeks work experience
and opportunities for networking with other ALAS
awardees.
ALA Scholarships target those whose chosen field of
study equips them to play a significant role in
addressing, researching or combating development
challenges in their country or region. Awardees are
provided with opportunities to enhance their
leadership capacity and extend their networks.
Eligibility Criteria
Applicants must meet all of the eligibility requirements
detailed in the Scholarships Handbook, available at:

Applicants must also meet the following specific
requirements for Pakistan:
be a Pakistani citizen (dual nationals are not eligible)
and not have permanent residence in Australia or
New Zealand;
not have applied for permanent residency in Australia
or New Zealand;
not hold another scholarship;
be applying to commence a new course of study and
not be seeking support for a course already
commenced in Australia (on-going study programs will
not be supported);
be able to take up the scholarship in the year for
which it is offered;
have outlined a case that is clear about their
objectives and motivation to make a contribution to
development in Pakistan;
apply for courses that fall within the priority areas
identified above;
have a relevant academic background to proposed
study in Australia;
be applying for a Masters level course;

have completed 16 years of education;
have at least two years work experience in the field
in which they are applying; and
be able to demonstrate the ability to meet the
English Language Proficiency requirements for the
Scholarship at the time of application.
o Candidates applying under Profile 4 must
have current IELTS score of 7 with no band
less than 6 while candidates applying under
Profile 1, 2 & 3 current IELTS score is not a
requirement for ADS application; however,
candidates successful in preliminary
screening and having no current IELTS score,
will be required to take IELTS test and
acquire 6.5 with no band less than 6.
It is a pre-condition of accepting an Australian Development
Scholarship that awardees return to their home country to
take up a position that utilises their study for a minimum
period of two years.
English Language Proficiency and Degree
Courses
A minimum score of 6.5 with no band less than 6 in IELTS
is required for admission to Australian Universities. Some
degree courses may have higher IELTS requirements.

Supporting Documents
Preparatory Training
You must provide following documents with your
application to meet the specific requirements for ADS
Pakistan:
In-country preparatory trainings are available to a
limited number of ADS applicants who would not make
it through to the final list due to lack of one or more key
skills required to successfully complete higher
education in Australia. These preparatory trainings are
called Foundation Awards. Aim of the Foundation
Awards initiative is to provide the selected candidates,
access to ADS award through skills training and
supplementary assistance in order for them to become
eligible to apply for the full award. Foundation
Awardees are selected from the pool of potential
candidates, already shortlisted and interviewed for the
final ADS awards.
Self-assessment form;
three passport sized photos;
attested copy of IELTS score sheet (if available for
profile 1, 2 & 3, but mandatory for profile 4
applicants). A test result obtained any time after
January 2010 will be considered current;
attested copies of academic qualifications (both
sides of all degrees and all transcripts should be
copied);
attested copies of employment letters specifying
years of service and job description (for all years of
employment not employment contract);
attested copy of passport and/or attested copy of
national identity card; and
all master applicants whose study program will
include at least 50 percent research must attach an
outline of the proposed research project (up to
1,000 words) to each application form.
The Selection Process
The selection process will include a test and an
interview and take into account the IELTS score, years
of experience, academic background, relevance of
experience to priority sectors, seniority in the
organisation, and relevance of proposed study to
future development within the priority sector.
