Governance and leadership:
Institute of Engineering (IOE) was a decentralized organization formed under Tribhuvan
University based. IOE has separate Management and Development Council and Executive
Committee for the management and executions of the decisions in the institute. It is mentioned in
letter of About Governance & Leadership which is attached in the Annex. Thapathali campus
is one of the constituent campuses of Institute of Engineering (IOE). The organization structure
of Thapathali campus is more similar to line organization with different functional unit to support
the executive head. Authority flows from top to bottom whereas responsibility flows from
bottom to top. The organization structure given below clearly defines the authority and
responsibility of different major units within the campus.

Campus chief is the executive head of the campus who is appointed almost on time generally for
every four years by vice-chancellor of the T.U. in recommendation of dean of the IOE and he/she
is responsible to Dean of IOE. IOE is one decentralized institute among the five institutes of
Tribhuvan University. There is a provision for three assistant campus chief to assist the campus
chief. These assistant campus chiefs are given the responsibility of Academic section,
Administrative section and Facility section. Head of departments of different departments like
Automobile and Mechanical Engineering, Electronics and Communication Engineering, Civil
Engineering, Industrial Engineering, Architecture and Science & Humanities are responsible to
the campus chief. There are also different units headed by officer like liaison officer to facilitate
and improve relationship between campus and external stakeholders and agencies, consultancy
service head to facilitate or provide engineering and technical consulting service to the clients,
continuing education division head to facilitate and run different trainings, workshops and
seminars, research and development unit to plan and formulate long term and short term plan and
perform research activities. Hostel warden is responsible to campus chief and facilitates campus
hostel.
Program coordinator ([Link]. Mechanical Engineering in Design & Manufacturing) is appointed
almost on time by the campus chief generally for two years. The duties and function of the head
of the department is to direct and look after the faculties, staffs, students and control the
academic and administrative activities of the program. The program coordinator makes plans and
programs for the enhancement of the educational and academic standards of the program. He/she
is responsible to head of the department.
Community Outreach Programs
Each year our campus announces the Annual Budget & Program on the occasion of campus day.
(A copy of Annual Budget and Program for fiscal year 2073/074 is attached in the ANNEX). On
the occasion, intellectuals, industrialist, business persons and donors give comments and
suggestions for success of the campus as well.
The campus administration, departments, students clubs and societies publishes books, articles,
magazines etc. frequently that inform the deeds in campus to the community outside.
A number of seminar, workshops, engineering exhibitions and competitions are organized
regularly by the campus which will expose the students talents and achievements to the public.
Various donation programs such as blood donation, books donations, financial donation etc and
volunteer works like road and river sanitation, rescue operations, social services in different
religious occasions are conducted by the campus for the benefit of society.
External and Internal Environment
Thapathali campus is located in the heart of capital and it has been providing undergraduate and
graduate level of engineering education. There are five faculties in undergraduate level and two
faculties in graduates till now and number of faculties is ever increasing in the campus.
Altogether 328 numbers of students gets enrolled last year in different programs of the campus.
Pass percentage
MSc. Mechanical Engineering in Design and Manufacturing is a core subject branch never
opened before in the mechanical engineering discipline in Nepal. The course is more specific
than any other similar master level courses in TU.
Selective students are getting enrolled in the program through competition in entrance
examination conducted by institute of engineering (IOE). The teachers for the program are in
contract and permanent lecturer from TU.
This program produces graduated manpowers in mechanical engineering discipline that are
potential high level technical candidates for any manufacturing companies, industries and related
research works. Thesis work done in final year would help to improve the institutional linkage
with the automobile companies and industries in the country.
The assistance is needed to establish the foundation, on the basis of which Thapathali Campus
would develop its sustainable academic program based on the national demand. The anticipated
support program would help to strengthen the state funded or subsidized educational program
towards the sustainable higher educational system. In any context of the present scenario,
expected support would beneficial to the whole nation. With support from this it can be
developed competent platform for collaboration with industries and government agencies for
long term sustainability in academic, research, innovation and development.
As there is no [Link]. program in Design and Manufacturing in Nepal before, for students and
professionals who are interested in this subject, they must enroll in other programs like M. Sc. In
Renewable Energy Engineering, Technology Innovation and Management etc that have fringe
elements in this core subject area. It is the responsibility of the university and campus to
properly educate motivated students and professionals in the core subject as there is market
demand and will benefit to overall society as a whole. Through this program students and
professionals in this field will be able to have a subject specific knowledge and skills in design
and manufacturing in mechanical engineering.
Often times government officials in Nepal are rightfully accused of bad governance and
incompetence. While this can be true, the accusation does not solve any problems. One cannot
expect policy makers to be experts in every field. There is a serious shortage of qualified human
resources in automobile engineering field, meaning that policy makers cannot get good advice
from local intellectuals. Many financing company, private and government sectors are facing
problem even in valuation of automobiles. Without good expert advice, policy makers are
doomed to make uniformed, uneducated, and often damaging decisions. This program remedies
this situation by creating a core human resource group of researchers at the university, who can
lend their expertise to existing problems and advise policy makers on how to enact better
governance.
