GA-951 Demerit System
What
What is a demerit? A demerit is a form of punishment within ROTC. An example is provided
below. If you are issued a demerit, then it signifies that you have done something incorrect that is
worthy of punishment. The person issuing you the demerit will ask you to initial which denotes
that you understand what you did and that it was wrong. However, if you feel that you havent
done anything wrong then you may contest the demerit by not initialing the demerit. If you
contest, then it the matter will be taken to MSgt Parker who will then decide whether you receive
a demerit. If the MSgt Parker decides that you have done
nothing wrong then you are issued no demerits BUT, if he
finds that you do deserve the demerit that you were issued,
the demerits double. If you were being issued two demerits
but you contested and the board ruled against you, then you
will receive four demerits.
Who
Who can get receive a demerit and who can give a demerit?
Any cadet in our unit/school can receive a demerit, there is
NO exception. However, the only people that can issue is
Command Staff (Group Commander, Deputy Group
Commander, Squadron & Operations Commander,
Inspector General, Senior Enlisted Advisor), and Flight
Commanders & Flight Sergeants.
When
When can I be issued a demerit? You may be issued a demerit anytime of the day by a member
of Command Staff or by Flight Commanders & Flight Sergeants. YOU DO NOT HAVE TO
BE IN CLASS TO BE ISSUED A DEMERIT.
Where
Where can I be issued a demerit? You can be issued a demerit anywhere on school campus, and
at any ROTC event. YOU DO NOT HAVE TO BE IN CLASS TO BE ISSUED A
DEMERIT.
Consequences
For each demerit, you receive there is a set consequence. Keep in mind that a demerit is not
permanent. If you are assigned a ROTC detention and you serve that detention, then your
demerits will be considered worked off. However, if you fail to attend the ROTC detention then
you be a given a school detention which is ran Ms. Bell. If you receive five or more demerits
then you must go before a board that will decide your consequence, based on the situation.

Detention
If a cadet receives three or more demerits then the cadet will be issued an ROTC detention,
which is ran by the Training Squadron Commander. Detention will be scheduled to fit around the
cadets schedule but the cadet must serve the detention within two weeks of being issued
detention. There detention will consist of work from the aerospace science textbook or assisting
maintenance with any of their duties. By serving the detention the cadet will have three demerits
removed from their records. However, if the cadet fails to schedule the detention or fails to go to
the detention then they will be assigned a school detention.
Board of Inquiry
If a cadet must go before a Board of Inquiry that signifies that the cadet has been issued five or
more demerits or that the cadets actions have warranted a Board. The Board will consist of;
MSgt Parker, the Unit Commander, and the Training Squadron Commander, who will be seated
at the front of the classroom. The cadet in question and the officer who issued the demerit must
stay after school one day and go before the Board. Both the Cadet and the issuing officer will
present their cases to the board. If there are any witness present, then they may voice their
opinions as well although they may only speak when called upon. Once the Board has heard both
sides of the dispute then the Board will exit the premises and discuss the facts. Once the board
reenters the room they will provide their verdict. If the cadet is found guilty then they can be
stripped of all rank and/or position. The cadet can also be made ineligible to participate in any
ROTC activities for the rest of the year. The cadet can also be removed from the unit. However,
if the board Rules in favor of the cadet then the demerits will be dropped. CADETS DO NOT
WANT TO GO BEFORE A BOARD OF INQUIRY.
