1 (Community Empowerment) In pursuit of building a socio-economic reformed community,


the Department of Science and Technology Region VI has
started implementing science and technology-based
initiatives in the Municipality of Libacao, Aklan. Dubbed as
Community Empowerment through Science and
TechnologyThe emphasis on Health and Nutrition, Water
and Sanitation, Education, Livelihood, and Disaster Risk
Reduction.

2-4 (Health and Nutrition) In 2012, the Municipality of Libacao, Aklan accounts for
1.03% on the prevalence of underweight among pre-school
children aged 0-5 years old while, 5.6 % of 6-10 years old
children also suffer from underweight. DOST VI thru its
complementary food program will allot nutritious food blends
to the affected geared towards improving the nutritional
status. Distribution of these will commence on March 2014.
To combat high-risk dengue problem, additional
Ovicidal/Larvicidal (OL) Trap Kits will be field-tested among
public elementary and high schools. This approach makes
use of larvicidal admixtures system to curb the growth of
Aedes aegypti carrying mosquitoes. It can be noted that
some thirty-three public elementary and high schools have
adopted the DOST-ITDI developed OL Trap system.

5 (Water and Sanitation) DOST VI is in high hopes that the municipality will attain an
overflowing supply of potable water through using ceramic
water filter technology. To date, DOST VI along with Aklan
Provincial Science and Technology Center has conducted
trainings on Ceramic Water Filter in the municipality.

6 (Education) To boost literacy, math and science intensive review classes


were likewise offered among high school students who wish
to pursue S&T careers. The said review has found to be an
effective medium as DOST has noted two scholarship
passers coming from Libacao. DOST vows to continue the
conduct of review classes as these contribute to the
municipality’s strengthened human resource.

7 (Livelihood) In terms of livelihood generation, an indigenous fiber craft
production facility consisting of strippers, pressers, and
sewing machines was turned over to the locals. In addition,

DOST VI will tie up with DOST- Philippine Textile Research
Institute (PTRI) in facilitating trainings such as Basic
Handloom Weaving, Bleaching, and Dyeing Using
Indigenous Materials. Other S&T interventions to be
incorporated are the establishment of handicraft processing
for abaca and piña, and upgrading of handloom weaving
facilities. Overall, these livelihood projects hope to decrease
Libacao’s unemployment rate by 21% in 2015.

8-10 (Disaster Reduction) In November 2013, Libacao has undergone dreadful


mishaps as brought by the raging Typhoon Yolanda. Lives
and properties were ravaged leaving the community under
struggle.
DOST VI together with the Philippine Atmospheric
Geophysical Astronomical Services and Administration
(PAGASA), has adopted scientific measures geared
towards wise disaster management. These measures focus
on installation of early warning device such as the Water
Level Monitoring System (WLMS) with Automated Rain
Gauge (ARG). The data collected is the basis for forecasting,
informing, and warning and as an advisory for appropriate
and functional actions in affected areas.
Disaster mitigation efforts aim to reduce casualties and
property damages through deployment of integrated and
advanced weather monitoring equipment.

Project underscores President Aquino’s call towards
developing solutions to pressing national problems,
developing appropriate technologies to create growth in the
countryside, harnessing technology to improve industry
competitiveness, using S&T to enhance delivery of
government and social services, and harnessing emerging
technologies to boost national competitiveness.
