That the undersigned affiants, Officer Joseph Bell and Officer Daniel Gizzie |! are both sworn members of the Hartford Police Department. That the affiants have a combined total of approximately 11 years of police experience and are currently assigned to the Hartford Police Patrol Division. That the affiants have been trained to and have investigated numerous cases such as the one set forth below. these investigations have led to the arrest and prosecution of numerous individuals for charges similar to the ones requested in the below affida 2. That on Saturday June 23rd, 2018 at approximately 1919 hours while assigned to marked unit 47 |, Officer Bell, was dispatched to a confidential location in the City of Hartford for a domestic assault complaint. Upon arrival at this confidential location | met and spoke with the complainant, identified in this warrant as Jane Doo, 3, That Jane Doe stated that at confidential location in the City of Hartford she was assaulted by her boyfriend. Doo stated that she had attempted to end her relationship with the Accused, identified as Edwin Franqui. Doe stated that she is six months pregnant at the time of this warrant. Doe stated that when sho had attempted to end their relationship, the Accused stated “if you wont be with me then you won't be with anybody" which Doe stated she understood as a threat. Aftor this threat Doe stated that the Accused began to strike Doe with a closed fist several times. Doe stated that the Accused punched her in her face and head multiple times. Doe stated that the Accused also strangled her during the incident. Doo stated that the Accused grabbed her by the neck, Doe stated that she had lost consciousness for approximatoly one minute, Doe stated that she was knocked down to the floor at which time the ‘Accused began to kick her while she was laying on the floor. Doe stated that her two children, identified in this warrant as John and James Doe, were present at the time of the assault. Doe stated that when the children began to cry the Accused dragged her into the bedroom where he continued to punch and kick her several times. Doe stated that she had lost consciousness for approximately one minute. Doe stated that the Accused has hit her in the past and is fearful for her safety and the safety of her children. Doe stated that the Accused has access to her home and does not feel safe. Doe stated she is not sure what the Accused would do to her in the future. 4, That | observed a large bruise on the right side of Doe's face around her right eye. Doe stated that she felt pain in the side of her head and believes that she may have a concussion. Doo's injury was consistent with her statement of the incident. Doo was examined on scene by medical personnel and was transported to St Francis Hospital by AMR 930 for furthor evaluation. Doo was seen by Dr. Dansky. Doe's injuries are as follows: Bruising on the right side of her face, a hematoma on the right side of her head, and neck and back pain. The ultrasound showed that the fetus was normal. 5. That a Domestic Violence Lethality Assessment was performed and the victim screened in ‘according to protocol. Contact was made with Interval House and Doe spoke with operator “Sheila.” Doe agreed to speak with Interval House again after secking treatment at the hospital. 6. That unit 29, Officer Lisnow, arrived on scene with a domestic violence camera and took pictures of the victims injuries. See Officer Lisnow’s supplement for further details. 7. That an attempt to locate the Accused was made at his residence with negative results. | ‘observed blood in the common hallway of the building close to the apartment where the assault took place. | made contact with the Accused via telephone. During our conversation the ‘Accused stated "I know I did wrong and put my hands on her, I'm gonna turn myself in in like an hour." At the time of this warrant the Accused has not turned himself in. 8, Thata records check was performed and revealed that the Accused was negative for any warrants, rostraining orders or protective orders, registered weapons, or weapons permits. A Hartford Police In-house records check was performed for accused which showed the Accused has been arrested in Hartford in the past however the record has been redacted. 9. That a Family Violence Offense Report was completed and submitted to Hartford Police Records. Contact was made with DCF regarding the incident. spoke with DCF Operator David Fernandez. Unit 220 Sergeant Benvenuto was notified. Major Crimes Division Domestic Violence detective unit 634 Detective Thorpe was notified. 40. That Accused Edwin Franqui is described as a Hispanic Male approximatoly 5 feet 8 inches in height and 130!bs, Light complexion with black hair, possibly in cornrows, and brown eyes.
