Running Head: IDENTIFYING STATE AND LOCAL GOVERNANCE FRAMEWORK

Abstract

According to the United States Courts for the Ninth Circuit, the State of Nevada falls

under the Ninth Circuit. Article 11 for the Constitution of Nevada covers everything related to

Education for the schools of Nevada to follow. Section 1 states that schools are to hire

superintendents that monitor and assess teaching. Section 2 states that schools are to be under a

district in order for the state to better maintain the schools and ensure proper attendance. Section

3 states that the land given by the state for education is to be used for educational purposes only;

use of the land for anything that isn't educational results in a fine. Section 4 states that the state

will establish a university that represents the state as well as contain necessary subjects. Section

5 states that teachers and professors are required to take an oath given by the 15th article of the

Nevada Constitution, otherwise they will receive no pay. Section 6 states that public schools will

be provided funding through both the state and the public. Section 7 states that members of the

Board of Regents can hold their positions for a 4 year term and are required to monitor and

assess the universities. Section 8 states that the Board of Regents are responsible for the funds of

each necessary department at the universities. Section 9 states that bigotry will not be tolerated at

any school or university. Section 10 states that no money is to be provided for discriminatory

purposes.
