THE TRANSITION PROGRAMS: PHILIPPINE MODEL
Introduction
The task of choosing a job and preparing for work for all youth with or without disabilities
is a complex decision. Parents and professionals are particularly interested in helping
young persons with intellectual disabilities make this decision but they lack the basic
knowledge on how this could be done. The project "Transition Program for Children with
Intellectual Disabilities" in the Philippines is initiated by the Special Education Division,
Bureau of Elementary Education of the Department of Education.
Project Objective
The development of career awareness and work skills through school-to-work transition
among children with intellectual disabilities is the main objective of the project. Its specific
objectives include: i) design a transition program model and its curriculum, and ii)
implement the transition program model nationwide.
Project Description and implementation
This project targets children with intellectual disability who have completed the
elementary level or those who are over-aged for formal schooling. It has three phases.
The first was the development of the transition program model and its curriculum by
SPED teachers and administrators in public and private schools, parents and heads of
business establishments who were familiar with the characteristics of persons with
intellectual disability.
The transition program model envisions the full participation, empowerment and
productivity among children with intellectual disability. Its curriculum domain include: 1)
daily living skills, ii) personal and social skills, and iii) guidance, preparation and
occupation. The daily living skills include cleaning oneself, during simple cooking,
morning errands. Personal and social skills include listing basic physical needs like food,
shelter and clothing. Guidance, preparation and occupation include activities such as
baking, candle making, shoe repair, plumbing, housekeeping, entrepreneurship or
whatever occupation available in the community.
The first two domains will be developed formally in school by both the SPED and regular
teachers. Guidance, preparation and occupation will be- cooperatively planned and
implemented by the SPED and regular teachers, the parents and the work managers
from the local business and industries. This will give the clients career awareness and
work skills which will ultimately equip thorn to live an independent and productive life.
