On the above date and time patrol officers were dispatched to 47 Cupsaw Drive on a report of a stolen
motor vehicle. acrival they act with Jodi Bailey who stated that her 2017 Jesp Grand Cherokee
bearing N.J. reg] Jhad bean stolen from her driveway. During the subsequent
Anvestigation the vehicle was located at the corner of Western Parkway and West Trenont Street in
Irvington, N.J. The vehicle was recovered and towed by MIS towing to the impound yard in Irvington. The
owner of the vehicle was advised it was recovered and that it was in the impound yard in Irvington

When T arrived at MMMM and not with Pel. Law he advised that the home owner was
attempting to set up Acculink which would give the position of the stolen vehicle a white 2017 Acura
TIX bearing N.J. rey-[MMNMINN Paccate County CS! Officers arrived on scene. Det. Lasalla and Det.
Mills began processing each vehicle at each victims residences.
During this time Ptl. law responded to| for a report of a vehicle burglary and
theft to that residences vehicle where the ignition Keys were stolen. Sgt. Rapp rasponded to}
WMI Ringwood, N.J. for a vehicle burglary with a theft of cash monoy and loose change from the
Wenicle. See cad (2018-6973) Sgt. C. Depree responded to| Ringwood, N.J. for 8
report of a third stolen motor vehicle a black 2017 Ford F-150 bearing NJ reg: jfrom the
Romvower. See cad" (2010-6874) Pel Saneiege then responded to AINE RiGee for =
vehicle burglary where approx. $40.00 in quarters and §30.00 in cash were removed. See cad
(2018-6977)
While Tw isting the Passaic County CSI Detectives with processing the multiple vehicle
borslaries, Me. sovier ct MMMM Singwood 1.3. received « call fron Aoculink advising that
hie 2017 Acura TLX was located vie gps. Mr. Bowler handed me his phone at which time I spoke with
Operator Jason who advised that the stolen vehicle was parked in front of 2 Vaileburg Terrace.
Tevington, N.J. At this time T contacted Sgt. Hafner and advised him that the vehicle was located
in Irvington, N.J. and I would be responding to secure the vehicle for processing
At approx. 10:30 a.m. I arrived at 2 Vailsburg Terrace Irvington N.J. and located the white 2017
Acura TLX which was stolen from Ringwood. I verified the vehicle identification number and contacted
Sgt. Hafner and requested a tow truck be sent to my location to retrieve the vehicle for processing.
Walle awaiting the tow truck I observed a surveillance camera on a near by hone. I made contact with
the homeowners and advised then of the incident. They advised that they could assist me with video
surveillance of that particular area. The homeowner and I reviewed the camera footage and
discovered that two young black males parked the car at 2 Vailsburg Terrace. at approximately 9:50
a.m. At this time I downloaded the video onto a zip drive and secured it as evidence. A short time
later Justified towing arrived on scene and loaded the vehicle onto his flatbed. I then followed the
‘tow truck to the Passaic County sheriffs Department located at 475 Hamburg Turnpike Wayne N.J. at
which tine the vehicle was off loaded into their processing garage. CSI Det. Sgt. Gordon began
processing the vehicle for prints. Det. Sgt. Gordon was able to find two prints from the vehicle
Which would be entered in APIS in an attempt to identify the suspect (s). After processing was
complete the 2017 Acura TLX was released and towed to the homeowners hone at MEM Ringwood
NJ.
on duly 3, 2018 at 0340 hre. I received a phone call from headquarters advising that Sgt. Doyle
and Ptl. Depree had three suapects from the previous days auto theft at gun point in front of 47
Stetson Road Ringwood N.J. and a fourth fled on foot towards Cupsaw Drive. I was advised that Sgt.
Doyle had stopped the black 2017 Ford F-150 bearing N.J. reg. in front of 47 Steteon Road
while patrolling the area. I responded to the area and was provided with a description of the
fourth suapect as being a black male approx. 25 years of age with chin length dreads wearing a white
tank top and black track pants. Sgt. Doyle aleo advised that the suspect left one black and red
Adidas flip flop behind while fleeing his custody. At this tine I began a search on Cupsaw Drive
and awaited the arrival of additional Officers. Lt. Porta was also traveling on Cupsaw Drive in the
‘opposite direction when he located a black and red Adidas flip flop in front of 111 Cupsaw Drive
Lt. Porta confirmed that it belonged to the suspect that had fled from Sgt. Doyle. Pas
sheriffs arrived with K-9 units and we began to track the last position of the suspect. The K-9 unit
lead us to the intersection of Skylands Road and Rt. Sil at which time the scent was lost behind a
tree. We continued to search the area until approx. 0645 hrs. when the search was called off.
I then responded to headquarters to assist Sgt. Doyle and Ptl. Depree with the three suspects that§

were in custody. Sgt. Doyle began to conduct inventory on the threo suspects
Ward Sgt. Doyle located a key fob for a Acura TIX which was later confirmed

Dolye and Ptl, Depree continued to inventory all items found on the suspects Person,
Lf and Passaic County CSI. The Ford F-150 arrived at headquarters at which tine it
was under constant surveillance until CSI Detective Lasalle arrived to process the vehicle. I then
responded to JRingwood, N.J. and met with Joseph Entler the owner of the vehicle.
presented a Permission to Search form to Mr. Entler at which time he signed granting permission to a
search of his vehicle. Det. Lasalle began to photograph and fingerprint the vehicle. Myself and
‘Sgt. Hafner conducted a search of the vehicle where we located multiple pieces of stolen property. We

‘A short time later Detective Sgt. Taquinto of Mendham Twp and Det. Irons of Mendham Borough
responded to headquarters to speak with our auapects, The Detectives advised that they recently had
experienced multiple car burglaries and thefts in there area. They were given the suspects pedigree
information and photographs of the clothing they wore during our incident.
Officers from Flemington N.J. and Colts Neck N.J. were advised of the stolen property recovered and
they could respond to cur headquarters to retrieve it so it could be returned to the ovners
On July 6, 2018 Det. Ballaro from Franklin Township P.D. responded to headquarters and retrieved
hie residents belongings. Det Ballaro signed a property receipt stating that he received sane
on July 6, 2018 at approximately 2:00 p.m. I made contact with Irvington P.D. and spoke with
Detective Jenkins. Det. Jenkins advised that he is familiar with the auto theft crew that had struck
our town. Det. Jenkins advised that this crew ie part of the Brick City Brims and have been stealing
ears and burglarizing vehicles throughout the state of New Jersey. I then advised Det. Jenkins that
we had one suspect flee during the arrest. I explained that the Sergeant spoke with the driver of
the stolen vehicle before he fled and described him as being a black male approximately 25 years of
age with chin length dread locks. Det Jenkins then advised that it sounded like a member known to
him as Shakir Kelly of Irvington N.J. Det. Jenkins emailed me photos of Mr. Kelly and his pedigrer
information.
I then contacted sgt. Doyle and advised that I had a photo of the fourth possible suspect that fled
on foot from him the morning of July 3, 2018. Sgt. Doyle observed the DMV photo and confirmed that
was his auepect. Sgt. Doyle explained that he was driver of the stolen Ford F-150 that fled the
scene during the stop. I then provided Sgt. Doyle with the suspects pedigree information so Shakir
Kelly could be charged accordingly. (See Cad 2018-7011 sgt. Doyle Report)
Ae a result of the aforementioned incident Rahim Ward was charged on Warrant# 2018-00059 with 2
16-2a(1) Burglary a crime in the third degree, 2C:20-2b(3) theft of movable property a crime in the
forth degree and 2C:20-10b unlawful taking by means of conveyance a crime in the forth degree.
Kendel Smith was charged on Warrant# 2016-00061 with 2C:19-2a(1) Burglary a crime in the third
degree and 2c:20-2b(3) theft of movable property a crime in the forth degree. These charges stem
from the July 2, 2018 incident. Additional charges were filed by Sgt. Doyle on July 3, 2018.
on July 11, 2018 Sgt. Hafner and I responded to Irvington Police Department and met with Detective
Christopher Jenkins, Detective Holder, Detective Mollina and Detective Jeannot. Det. Jenkins advised
chat our suspect Shakir Kelly vas last seen at his nother hone 2 i! >
this time we all responded to that location to apprehend Mr. Kelly- Open srravar we noe
announced our presence and entered the residence. While searching the residence we located tht
auapect ina front room of the home. Mr. Kelly was found asleep in his room and when awoke I advised
him that he was under arrest on our warrant 2018-000067. Det Jenkins spoke with Mr. Kelly's mother

Upon arrival Shakir Kelly was secured in a holding area and read his Miranda warning. Mr. Kelly
advised that he understood his rights and wished to speak with us. At thie time Mr. Kelly was
escorted to Irvington P.D. interview room for a video recorded interview. At 1:14 p.m. I read Shakir
Kelly his rights at which time he signed that he understood and wished to speak with ue about
Ringwood Borough recent car thefts, vehicle burglaries, and theft of property
I asked Shakir Kelly to explain the events that lead up to the early morning of July 2, 2018. Mr.
Kelly advised that he utilized his gps on his phone to locate the Ringwood area. Upon arrival they
entered the town through many winding and dark back roads. Mr. Kelly was unable to remember the
street names because it was to dark. Mr. Kelly explained that they started from one end of the
street and entered at least 9-10 vehicles utilizing gloves and flashlights. I asked Mr. Kelly to
elaborate on they at which time he advised that he waa with Kendel Smith, Rahim Ward and|
Me, Kelly advised that they then found a blue 2017 Volkewagen Tigan with the key £05
ns Me. Kelly advised that they started the vehicle up and pulled down the street. Mr. Kelly
then explained that they were in the area (Stetson Road) Cupsaw area for approximately one hour. Mr.
Kelly then explained on the way out of Stetson Road he observed a white 2017 Acura TLX and decided to
check the vehicle for keys. Mr. Kelly explained that they found the key fob inside at which tine
they drove that vehicle away heading back towards hone (Irvington N.J.) Me. Kelly was on hie way
home on a dark road (skyline Drive) heading home when he observed a black 2017 Ford F-150 pickup and
they decided to stop and check it for keys. Mr. Kelly checked the 2017 Ford F-150 and found it
unlocked with the keys inside at which time they drove away with that vehicle. Mr. Kelly and hie
crew didn't stop until they arrived in Irvington N.J. at which time the dropped the vehicles off in
different areas and secured then for later us
I then asked Mr. Kelly about what occurred on July 3, 2018 at approximately 3:30 a.m. Mr. Kelly
advised that he drove back into Ringwood that morning with the stolen 2017 Ford F-150 with Kendel
Smith, Rahim Ward, andj his passengers. Mr. Kelly advised that they pulled up on
the dark road (Stetson Road) and ware going to check out some more vehicles. Mr. Kelly explained
that a few minutes later a Police Officer (Sgt. Doyle) confronted them and he jumped from the etolen
Ford F-150 and fled on foot losing his Adidas flip flops. Mr. Kelly explained that he continued to
run until he fell in a pond (Cupsaw lake) then ran back to the street. Mr. Kelly continued to run
down the dark street (Cupsaw Drive) until he located a 2017 Jeep Grand Cherokee. Mr. Kelly explained
that the Jeep Cherokee was unlocked and the key fob was in the cup holder. Mr. Kelly started the
vehicle and left the area utilizing the same road he came in on(Skyline Drive). Mr. Kelly advised
that when he made it back to Irvington N.J. he parked the 2017 Jeep Grand Cherokee color burgundy
with black rims on the corner of Western Parkway and West Tremont. Mr. Kelly advised that the
Stolen vehicle should be parked at that location. At this time the interview was ended and a copy
was made for evidence purposes. Det. Jenkins than responded to the area described by Mr. Kelly and
located the stolen 2017 Jeep Grand Cherokee burgundy with black rims. Det Jenkins had the vehicle
towed by MTS towing and secured in a impound lot.
At this time Shakir Kelly was transported to Ringwood Headquarters and secured in our holding art
Mr. Kelly was finger printed and photographed for Warrant# 2018-000067. Mr. Kelly was then
transported to Passaic County jail awaiting his hearing.
On July 12, 2018 Shakire Kelly was charged on Summons#2018-0000 for 2¢:~18-2a Burglary, 2C:20-3a
Theft of movable property and 2C:20-10b Unlawful taking of means of conveyance a forth degree crime.
