1. SCOPE
This document covers the technical and commercial requirements for the flow
metering and registering instruments to be installed in the fuel supply system
within the scope of Reconstruction of the International Airport Astana.
2. DEFINITIONS
Project: Reconstruction of The International Airport Astana
Employer: Ministry Of Transportation and Communication
Engineer: Pacific Consultant Engineering
Contractor: Alsim Alarko Sanayi Tesisleri ve Ticaret A.S acting as the
partner in charge of Siemens-Marubeni-Laing-Alarko Consortium (SMLA)
Bidder: Manufacturer, supplier, dealer or subcontractor who is invited by the
Contractor to bid for a certain procurement package, by receiving a formal
invitation letter and a material requisition (MR) document.
Supplier: The Bidder becomes the Supplier when his Bid is accepted and a
Purchase Order or a Supply Agreement is made between the Bidder and the
Contractor.
Third Party Inspector: Parties which will be nominated by the employer or
by the contractor to test, inspect, witness or expedite manufacturing process.
Bid: Technical and commercial proposal presented by the bidder including
all the requirements of this document.
Contract: The main Contract between the Employer and the Contractor.
3. TECHNICAL REQUIREMENTS
Applicable technical contract documents and specifications are included in
Appendix I.
The supplier is responsible to supply a copy of the latest revision of the
international standards referred in their engineering design documents.
4. COMMERCIAL REQUIREMENTS
Applicable commercial contract documents are presented in Appendix II.

APPENDIX – I
1. GENERAL REQUIREMENTS AND SPECIFICATIONS
General requirements related with the manufacture and supply of the flow
meters shall include:
1.1. Operating Temperature:
The flow metering and registering instruments within the scope of this
specification shall in all respects be suitable for reliable and continuous
operation in the service conditions at the Astana Airport.
Operating and design temperature range for the instruments shall be:
Low: -40°C
High: +50°C
1.2. Operating Pressure:
Operating pressure of the system is 10 barg.
Pressure design of the meters and their components shall be made
according to ASME Pressure Vessel Code Sec. VIII Div.1.
1.3. Operating Medium:
The operating medium for each flow metering instrument is given in
Appendix II.
1.4. Material:
Material offered by the Bidder shall be suitable for operation in the
above mentioned temperature range. Some of the materials referred to
in this material requisition may be used along with extra impact testing
specified in ANSI B 31.3 for low temperature utilisation of steel
material.

2. CONSTRUCTION
2.1. Operating Principle:
The flow meters within the scope of this specification shall be positive
displacement type with mechanical head. The medium being measured shall
move a rotor, placed in a measuring chamber, with vanes vertically placed
with respect to the flow direction. The fluid, while moving through the
measuring chamber, forces the vanes, made of self-lubricating material,
against the internal surface of the measuring chamber, hence minimises the
product leakage and turns the rotor.
The rotor shaft shall protrude from the chamber cover and connect,
through a calibration mechanism to the mechanical meter. Couplings shall be
magnetic drive.
2.2. Materials:
Body : ASTM A 53 Gr.A or B SCH 40 or ASTM A 216 Gr.WCB (along
with low-temperature impact testing) or ASTM A 333 Gr.6
Sch40 or ASTM A 352 LCB or ASTM A 516 Gr.55 or Gr.60
Flange : ASTM A 105 or A 106 Gr.WCB (along with low-temperature
impact testing) or ASTM A 420 WPL-6 or ASTM A 350 LF2
Rotor : Cast Iron Meehanite or approved equivalent
Vanes : Teflon
Gaskets : CAF
2.3. Installation:
Meters shall be installed in-line and horizontally.
2.4. Meter:
The meter shall be capable of recording and displaying the total
quantity of the medium transferred for each transaction in liters. The
main display shall have a display of 5 digit length and shall display the
quantity to the nearest deciliter (1/10 liter). The main display shall be
resetable through a knob located on the meter body. Furthermore,
each meter shall have a non-resetable register for recording the total
quantity of liquid that has passed through the meter.
3. ACCURACY:
The meters shall be accurate to ±0.2 % of the metered value.

4. SIZING AND CONNECTIONS:
The Bidder shall calculate the required size for the flow rates mentioned in
Appendix II hereto. The sizes given are for reference only.
The connecting flanges shall be sized and drilled as per ANSI B16.5.
5. CERTIFICATION:
Materials certificates in accordance with BS EN 10204/DIN 50049 are
required for all components and, as a minimum, shall include:
a. Chemical analysis by heat for metallic parts (material supplier’s reports)
6. DOCUMENTS TO BE PROVIDED WITH THE BID:
Following documents shall be provided by the Bidder for presentation to the
Engineer:
a. Material specifications including compliance certificates for non-metallic
parts.
b. Statement of compliance to this specification.
c. Statement of conformance to minimum temperature limit.
d. Statement of conformance to hazardous zone application.
7. MARKING:
Each flow meter shall be marked with a 100mm x 100mm stainless steel tag
plate. Pressure class and connection size shall be clearly marked on the tag
plate.

8. FLANGE PRESERVATION AND SHIPMENT:
Supplier shall insure that the flange finishes are protected from damage
during shipping and storage. The ends of socket, threaded and weld ends
fittings and flanges shall be protected by securely fastened tight fitting plastic
caps.
The meter heads shall be shipped separately from the flow meters and shall
be packed securely against impacts.

9. OPERATION AND MAINTENANCE MANUALS:
Installation and maintenance manuals for the flow meters shall be provided
by the Supplier in digital format and three fold hard-copies.
10. SPARE PARTS:
10.1 Provision
The Bidder shall prepare a comprehensive list of spare parts including
prices necessary for flawless operation and maintenance for a period of
2 years.
10.2 Availability
The Bidder shall confirm in writing that spare parts for the suggested
equipment will be available for a minimum of twelve years following sale.
11. SPECIAL TOOLS:
Where special tools are required to operate and maintain any part of the
supplied equipment, the Supplier shall provide two sets of such tools with
casing. List of special tools shall be prepared by the Supplier and shall be
subject to the approval of the Engineer.

APPENDIX-II
COMMERCIAL DOCUMENTS
1. BID BASIS
The Bidder will propose their best prices, best possible delivery, transport and
payment.
2. SCOPE OF SUPPLIES AND PRICES
The following Bill of Quantities is tentative, subject to be revised with final
detailed design documents.

3. COMPLIANCE STATEMENT
The Bidder shall certify submittals forwarded to SMLA with the following
certifying statement: "I hereby certify that the (equipment) (material) (article)
shown and marked in this bid is that proposed to be incorporated with Astana
Airport Reconstruction Project, is in compliance with the attached specification
and is submitted for the SMLA approval”.
