(SCHOOL-BASED TECHNICAL ASSISTANCE FOR RATERS)

DATE : 11 October 2019

In keeping with the thrust to strengthen curriculum implementation, this Office will
conduct the above-captioned activity on a quarterly basis to bring Technical Assistance closer to
the schools. For the first quarter, visits shall be scheduled in July after consultation with the
School Heads on their preferred date.

Participants to this activity are the Chief Education Supervisor, Public Schools District
Supervisors (PSDS), Education Program Supervisors, School Heads, Assistant Schools Heads,
Officer-In-Charge in the Schools, and Master Teachers.

The Division officials will visit each school as a team to monitor related activities in
instructional supervision. They will simultaneously gather data and render relevant technical
assistance for the continuous professional development of teachers.

Attached are the list of protocols involved in the activity as gleaned from the Classroom
Observation standards in the Results-based Performance Management System (RPMS) and the
tool be used by the Education Program Supervisors (EPS)/Public Schools District
Supervisors(PSDS) as process observers.

Immediate and wide dissemination of this Memorandum is desired.

PROTOCOLS IN THE DIVISION STAR PATROL PROJECT (A SCHOOL-BASED


TECHNICAL ASSISTANCE FOR RATERS)

1. Schools Division Office (SDO) releases a memo informing the field of the activity.
2. Principals request for schedule from the SDO through the Curriculum Implementation
Division (CID).

3. The Education Program Supervisors (EPS) go to the school. They will pay courtesy
call to the principal.
4. Principal presents the teachers to be observed for the day, preferably those in the
lowest rank as per Individual Performance and Commitment Review Form (IPCRF)
Rating of the previous Rating period.
5. The concerned EPS/PSDS observes the class together with the raters (Principal and
Master Teacher) using the blank observation notes.
6. The raters conduct post-conference while the concerned EPS serves as a process
observer.
7. The EPS/PSDS provides technical assistance (TA) based on the observations found in
the STAR tool.
8. The EPS is always part of the observation as process observers in all phases (pre-
observation, classroom observation proper analysis and strategies (deliberation), post-
observation conference) to gather enough first-hand information for the provision of
TA which is developmental in nature.
9. The EPS will come back in the next observation period involving the same rater to see
the improvement made after the TA.

PROTOCOLS DURING THE PRE-OBSERVATION CONFERNECE

1. The EPS and the raters (School Head and the Master Teacher) get a copy of the class
program.
2. Lessons are validated through the Budget of Work reflected in the Curriculum Guide
or as given by the EPS as a result of the regional activity on the Learning Assurance
Mapping Program (LAMP).
3. Teacher to be observed gives a copy of the lesson plan and his/her developmental plan
to the raters and the EPS for validation during the classroom observation proper.
4. Raters will review the appropriate Classroom Observation Tools (e.g. COT rubric and
indicators list) appropriate to the position of the teacher to be observed.
5. The focus of the EPS is the facilitation skills of the raters to deliver the activities for
the pre-observation conference.

PROTOCOLS DURING THE CLASSROOM OBSERVATION PROPER

1. Raters and process observer stay at the back of the room with spaces in between.
Talking to one another is discouraged.
2. Only the blank observation notes are used as a tool. The rest of the documents and
tools are kept somewhere else for reference after the observation proper.
3. EPS also uses the blank observation notes to capture the strengths and developmental
needs of the teacher as reference for technical assistance.
4. Raters and process observer are discouraged to use cellphones at any point during the
observation period in order to capture possible inclusive observation notes/details.
5. Taking of pictures or recording of observation is only done with the consent of the
teacher involved.

PROTOCOLS DURING THE ANALYSES AND STRATEGIES (DELIBERATION)

1. Raters go over their individual ratings in the different indicators found in the
Classroom Observation tool for deliberation.
2. EPS/PSDS serves as a resource person to validate the content area specialization
presented by the teacher. EPS also inform updates from the Regional and Central
Office.
3. Raters finalize their rating based on collegial and objective judgement using the inter-
rater agreement form.

4. The focus of the EPS/PSDS is the deliberation skills of the raters to justify their ratings
based on their knowledge of the Philippine Professional Standards for Teachers
(PPST)-RPMS.

PROTOCOLS DURING THE POST-OBSERVATION CONFERENCE

1. The teacher is given a chance to reflect on the recently-concluded teaching practice,


highlighting the strong and weak points as personally perceived.
2. Raters facilitate the post-conference using the objectives found in the RPMS tool used.
3. Raters can refer to their observation notes when necessary for supporting details for
their final rating.
4. The teacher validates the observations discussed and signs the conforme in agreement
to the final rating.
5. The EPS/PSDS can offer clarifications of insights when consulted. Otherwise, the
raters can formally close the post-conference.
6. The teacher is allowed to go back to the class while the EPS/PSDS stays for technical
assistance with the rater.
7. The focus of the EPS/PSDS is the facilitation skills of the raters to deliver reflective
questions and prompt the teacher to the target objectives of the PPST-RPMS.

PROTOCOLS DURING THE TECHNICAL ASSISTANCE

1. EPS facilitates the discussion of the highlights as captured in the STAR tool.
Observation notes may be used to serve as supporting evidence.
2. The rater validates the observations to be given by the EPS.
3. The EPS and the rater will agree on strategy to address the developmental need
observed. They will both sign the STAR tool to indicate understanding and agreement
of the plan.
4. They will meet again in the next observation period to see the changes that should take
place as a result of the TA.
5. The classroom observation shall form part of the required number of observations
mandated to the raters by the PPST-RPMS.
6. Continuous provision of TA employing other approaches such as demonstration,
mentoring, coaching, job-embedded learning, action research, etc. shall be carried out.
