TelOne’s Infrastructure and Wholesale Division is Zimbabwe’s largest provider of bulk Internet in

Fabrication

Through the different sections we have at the plant, TelOne maintains the analogue telecommunications
systems in the network as well as fabricating various products to support the access, switching and
transmission network. The mechanical workshops fabricate various products such as braai stands, window
frames, sliding gates, tank stands, palisade fences, different types of screen products and various other
products made on request. Fabrication and repair works for various telecommunications masts is also done
at the plant.

Quality Assurance (Test Section)


The department repairs the following:

a) Electronic Cards.
b) Manufacture proto type designs e.g. 50v, 80v power supplies and Electronic Pulse Generators (EPGs).
c) Manufacture surge current limiters.

Assembly of Gadgets

The plant will be embarking on assembly and manufacture of ADSL modems and laptops. These will be

its headquarters in the city to monitor the movement of all Government vehicles and
collecting information on vehicle performance and behaviour of drivers.

This is in line with Government’s cost-containment measures, announced by Finance


and Economic Development Minister Professor Mthuli Ncube in the 2019 National Budget
Statement.

The policy seeks to ensure the safety of Government workers while operating vehicles,
promote efficient and effective use of Government vehicles, prevent abuse and to
establish standards and procedures for all employees who drive Government vehicles.

In an interview yesterday, CMED chief executive Engineer Davison Mhaka confirmed the
developments.

“We have set up the control room and we are monitoring Government vehicles and Zupco
buses that have already been fitted with the tracking devices.

“We are in the process of fitting 100 vehicles and we have targeted to do about 2 000
Government vehicles. We are working in conjunction with TelOne and the Harare
Institute of Technology,” he said.

Eng Mhaka said by the end of this year all the vehicles and buses will have been fitted
with the tracking devices.

“We had earmarked to finish the project by October, but we are lagging behind because of
the delays in acquiring the tracking devices and other equipment,” he said.

In the control room, the officials will have the details of the drivers and vehicles,
registration numbers, mileage, the routes being travelled, time and can monitor the
speed and the behaviour of the drivers, among others.

In June, CMED approved a tender to install the tracking system which started the
following month.

GOVERNMENT has installed over 400 vehicles with tracking systems under a $53 million
facility set aside to monitor its fleet to curb abuse of cars and ensure reduction in
“unnecessary” expenditure.

Estimates put Government’s losses at several millions of dollars annually in servicing


and fuel costs for its vehicle fleet.

The Sunday Mail understands that the tracking system monitors fuel consumption and
the vehicle’s engine. This is meant to stop theft of fuel and diversion of cars to
unsanctioned routes.

The technology is also capable of detecting bad driving habits such as speeding, harsh
breaking and excessive idling.

The Central Mechanical and Equipment Department (CMED) is working hand in glove
with TelOne, whose network platform is being used for the tracking system.

“Last year we rolled out an exercise of installing tracking devices on Government


vehicles and we started with those in Harare,” said CMED managing director Engineer
Davison Mhaka.

   
“We will be rolling out the installation process to provinces once Harare-based vehicles
are done. We have fitted close to 400 trackers on vehicles stationed in Harare.

“These include vehicles from the Ministries of Health and Child Care; Information
Communication Technology and Courier Services; Foreign Affairs and International
Trade; Information, Publicity and Broadcasting Services; Energy and Power
Development; Higher and Tertiary Education; Finance and Economic Development, and
Local Government and Public Works.”

Last year, Finance and Economic Development Minister Professor Mthuli Ncube directed
that the management of all Government pool vehicles be transferred from individual
Government ministries to CMED.

Eng Mhaka said CMED was also educating transport officers on how to use the new
system.

“This year, we embarked on a mission of engaging officials in each ministry, educating


them on the importance of the tracking system. The response is encouraging,” he said.

Eng Mhaka, however, said some ministry officials were not cooperating.

“The response from some ministries has been slow though fitment only takes an hour
per vehicle.

‘‘We strongly urge ministries that have not yet responded to our request for compliance
to do so,” he said.

2 EXECUTIVE SUMMARY

TelOne has the privilege to introduce a world class tracking solution, TelTrack,
white labelled from a global heavy weight, Car Track. What does this mean for
TelOne? White labelling allows TelOne to leapfrog competitors and disrupt the
Telematics space without the start-up costs and the barriers to entry associated
with a green fields approach.

TelOne, through Teltrack won the tender for provision of a vehicle tracking
system for monitoring government vehicles through CMED. The initial contract
is covering over 2500 vehicles and is expected to grow to cover the whole
government fleet.

Our solution is the vehicle tracking system of choice for major local authorities.
We are already working with City of Harare, Bulawayo City Council and
Chiredzi Town Council and all these local authorities can attest to the
superiority of our product and after sale services. We also have been shortlisted
by the Victoria Falls Municipality for provision of a vehicle tracking solution for
their vehicles.

TelTrack is a solution superior to many of the tracking solutions currently in use


in Zimbabwe and boasts of having global certifications from major vehicle
OEM’s in the world. This cannot be said of other competitor devices some of
which lack credible certifications and often result in nullification of vehicle
warrants due the way they are installed.

TelOne will have the support of Cartrack Zimbabwe and Cartrack South Africa
to source and install devices, provide 24/7 Second level monitoring support.

4 SCOPE OF WORK

The equipment is designed to be low maintenance and the system won’t


change much following users being trained.

time to time to address wiring affected by weather or other damages. During
