Objectives
Planning as required:
to estimate the future space needs of the College of Management and Economics
(including and transformational learning space, research space, student space, social
space/hub, office space)
to determine which space needs will be best met by Macdonald Hall (to be renovated)
Renovations as required:
for the repurposing of the existing building to meet the some of the accommodation
requirements for the College of Management and Economics
to meet any special requirements such as AODA
to meet any requirements related to services and utility upgrades
to complete as many of the deferred maintenance issues as possible
to ensure viability of Macdonald Hall as a preferred location into the future
respect the historical significance of the building

Building #002 – Macdonald Hall
The entire existing residential portion of the building and excluding the existing spaces
currently assigned to Family Relations and Applied Nutrition (a.k.a. The Annex).
For CME use: Net floor area of 24,058 square feet

Scope
Architectural - Architectural work to include:
reworking of available interior spaces as may be required to accommodate offices,
meeting rooms, student space, research and teaching space, etc.
requirements for accessibility – access, building services (washrooms)
two new passenger elevators
introduction of natural lighting into the interior of the building
Structural - Structural work for existing and new to include:
alterations to maximize use of building
Mechanical - Mechanical work for existing and new to include:
reworking of existing HVAC system
new building automation system
provide air conditioning
reworking of existing water distribution including building backflow
Electrical - Electrical work for existing and new to include:
reworking of existing lighting,
new lighting,
upgrading of power distribution within sub-station and the building,
new data and communications,
upgrading fire and life safety,
addition / reworking of building security

Total Project Budget includes all internal costs, fees and permits.

Expected approval by PRPC of schematic design for November 2013.
Contractor RFSQ in January 2014.
Bid period in April 2014
Move-in during July 2015
Building will be vacated by SHS at the end of April 2014 at which time construction
could commence.

Delivery Method
Programming, design and documentation by a consultant team directed by Architect -
selected through RFP process – evaluation by Steering/Building Committee – to be
engaged by Physical Resources – Design, Engineering and Construction under standard
agreement
Procurement Method
Competitive bidding process by invitation to general contractors and major sub-trades -
selected through RFSQ process evaluation by Steering/Building Committee & Physical
Resources – Design, Engineering and Construction.
Construction contract to be based on CCDC 2 contract - administered by Physical
Resources – Design, Engineering and Construction.

Funding sources and approvals.
Available net floor area – will not accommodate all of CME requirements
Assumptions
The renovated building will reflect both the historic significance of Macdonald Hall as well as
the college’s and university’s commitment to sustainability. Designs should reflect the
college’s three pillars: Transformational Learning, Research that Counts, and Community
Engagement. Specifically:
Learning spaces should reflect our commitment to transformational learning,
meaning that the space is flexible, fosters student participation, and is technology
enabled. Where possible, informal student gathering spaces and student group
work space should also be designed (potentially making use of the buildings larger
hallways for collaborative learning).
The building should contain highly visible research space.
There should also be easily accessible space for members of the community to
interact with the college. This may include designated parking, having CBaSE
situated close to the front entrance and appropriately designed reception areas
