Safety & Compliance Monitoring Manager
Job Description:
Design, develop, implement and lead safety systems to effectively manage Operational Risk, Safety Assurance and
Quality Assurance Standards & Compliance to meet the requirements of ICAO Annex 19 and National
Airworthiness Authority standards and regulations.
Ensure that the activities of the operator are monitored for compliance with the applicable regulatory
requirements, any additional requirements as established by the operator or customers and that these activities
are being carried out properly under the supervision of the relevant head of functional area.
Effectively integrate HESS national based compliance programs into operational safety systems in the NECC
region.
Main Tasks and Responsibilities
Organisation, structures and team;
Design and implement organisational structures to meet ICAO Annex 19 and National Airworthiness
Authority standards and regulations
Develop team capability to meet strategic developmental goals through training needs analysis, the
delivery of training programs and team coaching
Implement effective vertical integration within the organisational structure, sufficient to provide depth
and capacity for the delegation of authority and succession
Influence senior organisational team members for the effective engagement and resolution of regulatory,
safety, quality and compliance issues
Operational risk management, safety training & promotion and corporate emergency response;
Implementation of effective systems to manage organisational change through project management and
risk control
Support of the organisations departments through coordination of project and the prevision of relevant
operational safety advice
Development of organisational safety climate and culture through effective engagement of the
organisations departments
Effective control and coordination of requirements for safety training development and implementation
Development of leading topics for discussion and inclusion in the SMS Improvement Plan
Implementation of effective customer and departmental engagement for ERP exercises, procedural
development and supplier controls
Safety assurance, Flight Data Monitoring (FDM), Line Operations Safety Audit (LOSA) and A&D;
Development and promotion of policy, procedures and instructions to maintain compliance of safety
management systems to the requirements of ICAO Annex 19 and National Airworthiness Authority
standards and regulations
Effective integration of reporting culture, justice model and human factors elements
Assure the flow of safety critical information through all levels of the organisation and its meeting
structure.
Assure the continuous improvement of organisational safety systems through the development and
approval of safety performance indicators, management review, setting of goals and the feedback of
organisational staff members from safety surveys
Implement a standardized system of human factors analysis through the recording, training and
calibration of staff members in the use of the HFACS model
Maintain oversight of an effective Flight Data Monitoring program
Quality assurance standards and compliance;
Develop, implement and maintain the quality audit program to provide effective oversight of Flight
Operations, Continued Airworthiness Management Organisation, Aircraft Maintenance Organisation,
Ground Operations, sub-contractors, third party suppliers, National Airworthiness Authorities, customers
and customer standards
Development and control of the company authorisation program (where required by regulation) for issue
and revocation
Development and control of organisational certification oversight and record keeping for the support of
departmental compliance, to meet regulatory requirements and business needs
Assure the continuous improvement of organisational quality systems through the development and
approval of safety performance indicators, management review and the setting of goals
Support of the organisations departments through coordination of compliance solutions and the prevision
of relevant operational compliance advice for emerging issues, gap analysis and operational procedures
Development of organisational safety climate and culture through effective engagement of the
organisations departments
Development and provision of data, statistics and information in support of commercial tenders and
contracts
Effective administration of safety system infrastructure to meet operational requirements of the
department and business group
National Airworthiness Authorities and customers;
Act as the primary liaison between the company, National Airworthiness Authorities and customers for
safety, quality and compliance matters
Effective liaison and engagement for the provision of advice, data and information to both National
Airworthiness Authorities and customers
Health, Environment, Safety and Security duties;
Ensure that required reports (airworthiness, quality or HESS) are timely submitted to the appropriate
authorities.
Monitor compliance of all activities with applicable Health, Safety and Environmental legislation
May perform other duties as assigned

Qualifications And Experience
University Degree in a technical discipline preferred, or equivalent education, training and experience
Working knowledge of quality tools, lean and/or six sigma experience an asset
Working knowledge of EASA regulations applicable to an Air Operator Certificate (AOC) and maintenance
organization
Meet the National Airworthiness Authority requirements to hold the position as:
Safety Manager and Compliance Monitoring Manager in accordance with EASA Part OPS – ORO GEN 200
Quality Manager in accordance with EASA Part M – M.A. 706/712 and EASA Part 145.A.30.
Experience in cultural change principles and practice
Strong knowledge of MS Office, in particular Excel and PowerPoint
Self-motivated and results oriented with a focus on quality
Excellent listening, verbal and written communication, and presentation skills
Ability to work in a rapidly evolving and dynamic environment
Demonstrated team player with excellent interpersonal skills
Fluent in Norwegian and English, both oral and written
