NON-CONFORMING TENDER
Item 1.2(c) Material will be conditioned at gravel pit utilising Road Profiler Machine to achieve
sized material, this process will be in-situ at gravel pits prior to loading out.
Additionally Item 6(b) has allowed for remixing of processed basecourse using road profiler.
Roadtech has based pricing on all personnel being accommodated at a specially constructed
work camp at Manners Creek RHS CH 36.4km
Sufficient fill and subgrade material is to be found in the batters and windrows
There are sufficient quantities of material in the nominated pit(s) with no further gravel location
required
Any WHSE or Indigenous Employment audits be desktop audit (no site inspection) otherwise
variation to cost to be agreed between Roadtech and Project Superintendent
No allowance for the payment of any royalties for use of any gravel or fill materials which may
require to be sourced from any nominated or available borrow areas. Any royalty charges are to
the be the responsibility of DIPL.
The extent of any remedial works which are to be performed by Roadtech Civil & Construction
for defects to the construction, prior to expiry of Defects Liability period, will be limited to
Contract Value.
Assumed water supply is suitable in quality and volume from nominated water sources to
undertake full scope of project works.
No time allowance made for any delays in AAPA or permissions with landholders have been
made beyond two weeks
Roadtech Civil & Construction will be utilising a number of Western Australia residents on this
project due to their skill-set and proven track record in assisting the company to meet project
requirements. This also ensures that there are a number of trained personnel who are able to
mentor and train new NT personnel employees Roadtech will source to fulfil the remained or the
project requirements:

Roadtech Civil & Construction has undertaken multiple works of a similar nature in the Northern
Territory. These include Napperby Road (earlier construction), Tanami Road, Kintore Road,
Kintore Link Road, Maryvale Road, Plenty Highway.
Roadtech Constructions Pty Ltd have recently undergone a Bona Fide Business Restructure as of
01/10/2019. The business is hoping by altering the trading structure from a Trust to a Company –
will open up opportunity to seek Federal Accreditation [due to Trusts being ineligible for this
scheme]. All Directors, ownership, asset base and personnel remain completely unchanged and
therefore the previous experience is all of what Roadtech Constructions Pty Ltd has undertaken
since 2009.
All projects listed below were completed on time and within budget. Any price variations/deviations
from original contracts were driven from DOI/DIPL requests/requirements only.
There have been no recorded Worksafe issues at any time.
Roadtech have always obtained high scoring Contractors Performance Report Scorecards,
indicating satisfaction by a multitude of Project Superintendent’s for the past ten years within the
regions of Alice Springs, Tennant Creek, Darwin and Katherine.

Performance management is also monitored by ongoing internal audits of all projects undertaken
in the attached Management System Manual
Roadtech is focussed upon Continual Improvement and is working hard to achieve improved
results in areas of poorer performance and maintain or further improve in areas of success. This is
achieved through open dialogue with client representatives and promoting our Customer Charter
with all involved in the business. Recent improvements in DILP Contractor Reports for timeliness
and Indigenous Employment is evident. Roadtech’s focus for 2019 is improvements with Traffic
Control mechanisms and Improved Site Supervision methods.

requirements of the Request for Tender.

4.4 FINANCIAL
4.4.1 Details of Tenderer’s processes and procedures to ensure payment of employees,
sub-contractors and creditors.
Roadtech Civil and Construction assesses all sub-contractors prior to engaging service.
Roadtech manages cash flow and will make fortnightly or monthly progress claims. ALL sub-
contractors will be paid within Five working days of receipt of DIPL progress payments.
Roadtech Civil and Construction are happy to provide financial statements should the principal so
request. The company has operated successfully within a positive cash-flow climate throughout
the duration of its operations and prides itself on expediting carefully scrutinised sub-contractors to
meet our quality standards. Personnel tenure is long standing indication a healthy workplace.

This Environmental Management Plan Proposal must provide a framework for the Environmental
Management Plan required in the Environmental Management section of the specification
On what is the system based? (For example is it written around the requirements of this
scope)
The Environmental Management Plan is customised to suit both legislative as well as all
requirements stipulated within this RFT. Where practicable, ISO 14001:2005 Standards are also
accommodated for.
The attached EMP is generic at this stage and would be populated to be project specific.
How do you intend to ensure that all permits, approvals and clearances are obtained?
Any permits, approvals and clearances which are not supplied with the quote documents will be
applied upon award of the tender
How do you intend to meet the requirements of the General Environmental issues?
As per EMP supplied
Erosion and Sedimentation Control measures will be addressed within the CEMP – Roadtech
acknowledge the requirement to have on-site ESC equipment, to not conduct any works in
drainage lines if rainfall is forecast
What methods do you propose to employ for internal audits of the system?
To conduct initial and then subsequent monthly site inspections and audits to ensure compliance
with all Legal and legislative obligations as well as what is contained within the approved
submitted CEMP
How will you ensure that all personnel employed on this project are appropriately
trained?
Initial site-specific induction will cover all environmental aspects affected by this project.
Site specific risk assessments will be conducted, and training and control measures put in place
to mitigate potential risks where practicable.
Do you have any further relevant details of your proposed Environmental Management
System?
All projects differ and, if we are the successful tenderer, we will make a study of the site and
discuss any relevant matters with the superintendent.

Set up face to face meetings with DIPL Project Manager and ensure all paperwork that is
required has been received and approved. Utilise RFT T19-1881 listing of Hold Points and
implement the Company Quality Management Systems and Project Specific Project
Management Plans.
6 What procedures do you have in place to control, prevent and remedy defects in the
works?
The project manager is responsible for managing materials and workmanship. If the
project manager is not satisfied with any facet of the works it will be brought tom the
attention of the superintendent. If it is decided that the workmanship or materials is not
within the tolerances of the plans and specifications, then a decision will be made to
reject the workmanship or material, or to request a variation to then tolerances under
specified conditions.
Any such defects will be duly recorded and documents maintained for future reference.
Rejected workmanship or materials shall be reworked/replaced by conforming
work/material.
7 Do you have any further relevant details of your proposed Project Control System?

Roadtech follows the ISO 9001:2015 Quality Management Systems. The company has a
Continual Improvement System where the elements of Assessing suppliers, training and
competency of personnel, ITP’s, Written procedures to address correct product delivery to
specification. These controls assist in minimising and preventing errors from occurring.
Where defects occur, the system expects that a Continual Improvement Record be raised
and all elements must be addressed to close out the defect to the Client and Company’s
satisfaction
Our quality system is in a continual state of appraisal and is modified if a weakness is found
in the system or
if a change in available products, regulations, work methods or any other item affecting
quality occurs.
