III. RATIONALE
Pursuant to DepEd Order No. 35 s. 2016, the DepEd also recognizes that
the quality of learning is greatly influenced by the quality of teaching.
Therefore, it is imperative for the DepEd to hire good teachers and to
support their development in the teaching profession. Organizing
professional learning communities will aid teachers in the construction of
new knowledge about instruction as well as in revising traditional beliefs
and assumptions about education, community, teaching, and learning
(Little 2003) to suit the present needs of learners. Affirmative bases for
this policy are also drawn from the learnings of many interventions in
education such as the Program for Decentralized Education (PRODED),
Third Elementary Education Project (TEEP), Secondary Education
Development and Improvement Project (SEDIP) as well as empirical studies
on similar professional development programs that demonstrate that
teachers’ participation in professional development activities have a
positive impact on teachers’ beliefs and practices, students’ learning, and
the implementation of educational reforms (UNESCO ISO 2006).

SCHOOL LEARNING ACTION CELL (SLAC)
Furthermore, different methods of teacher professional development are
implemented throughout the DepEd to improve teaching-learning
processes. However, most of these are top-down processes wherein
expert knowledge is shared or transferred. Examples of these are lectures
or workshops during cascaded or echoed teacher training and short-term
courses. Other top- down training programs are done over time such as
scholarships, and distance learning programs. Though existing in some
schools or divisions in the DepEd, there are fewer instances of bottom-up
teacher professional development programs where colleagues study
content and pedagogies together, plan lessons collaboratively, and
conduct action research as a group. Examples of these are school-based
learning action cells, teaching circles, communities of practice, and lesson
study.
IV. INTRODUCTION
The RPMS is being implemented in consonance with the Civil Service
Commission’s (CSC) Strategic Performance Management System (SPMS).
It follows the four-phase cycle of SPMS prescribed in CSC Memorandum
Circular No. 6, s. 2012 and aims to ensure that both teaching and non-
teaching personnel focus work efforts toward achieving the Department’s
vision, mission, values, and strategic priorities. As stipulated in DepEd
Order No. 2, s. 2015 (Guidelines on the Establishment and Implementation
of RPMS in DepEd), RPMS is a systemic mechanism to manage, monitor
and measure performance, and identify human resource and
organizational development needs to enable continuous work
improvement and individual growth.
The PPST outlines the required skills and competencies of quality
teachers, enabling them to cope with the emerging global frameworks. If
the required skills and competencies are not met, various professional
development interventions will be given to them. PPST helps assure
parents and guardians that their children receive quality basic education
from qualified professionals whose competencies are abreast with
changes and advancements in the information age (www.deped.gov.ph).
Furthermore, to achieve the objectives of the PPST-RPMS, schools
are mandated to create School Learning Action Cell and conduct training
and seminars to fill the gaps results of COT ratings of the teachers. It is
also consider that the result of Self Assessment Tool (SAT) during the
beginning of the year must be addressed through SLAC sessions.
Thus, this activity is proposed.

SCHOOL LEARNING ACTION CELL (SLAC)
V. OVERVIEW
The conduct of School Learning Action Cell (SLAC) is an initiative of
the Muñoz National High School-Annex based on the DepEd Order No. 35
s. 2016.
This training will be conducted on October 21-25, 2019 at the
ICT Laboratory, Muñoz National High School-Annex, Brgy. Rizal, Science
City of Muñoz, Nueva Ecija.
VI. OBJECTIVES
The overall aim of the seminar is to enhance teachers'
understanding of the process of differentiation of instructions and
strategies in the classroom in order to create contextualized learning
materials, with specific reference to student’s educational needs and
update teachers on current trends on the K to 12 Basic Education
Curriculum.
Specifically, the participants are expected to:
a) to enhance professionalism, promote/ ensure continuous learning
among teachers and achieving their professional goals as stated
in the Continuing Professional Development (CPD);
b) provide a venue to enhance the skills of teachers on how to
prepare and develop contextualized learning materials;
c) capacitate teachers on the latest trends in the DepEd;
d) show appreciation on the importance of the school-based
Learning Action Cell (LAC), which primarily functions as a
professional learning community for teachers; and
e) establish strong commitment by internalizing one’s significance
in the DepEd System.

LEARNING ACTION CELL that will be held on October 21-25, 2019 at
Muñoz National High School-Annex, Brgy. Rizal, Science City of Muñoz,
Nueva Ecija . Participants in this activity are teaching and non-teaching
staff of the school with an expected number of eighty three (83)
attendees charged to MOOE and available local fund.
The objectives of the said LAC SESSION are the following:
1. to enhance professionalism, promote/ ensure continuous
learning among teachers and achieving their professional goals
