MODULE 3: GOVERNMENT LAND MANAGEMENT ACTIVITIES
I. MODULE OVERVIEW
Land use is the characterization of land based on what can be built on it and what the land
can be used for. It’s determining what sort of community, environment or settlement can be used
on a specific type of land. One definition of land use is “the total of arrangements, activities and
inputs that people undertake in a certain land cover type.” It’s important to note that land use and
zoning are not the same. Where land use is the way that people adapt land to suit their needs,
zoning is how the government regulates the land[1].
It helps prevent a costly and time-consuming misunderstanding when it comes to what can be
built where. For example, it prevents someone from buying a property designated as residential
with plans of building a farm. On a larger scale, understanding land use helps to understand
patterns that are associated with land and urbanization. Understanding how land was used in the
past can be a significant indicator of how the property will be used in the future. It’s safe to
assume that humans will always rely on crops and livestock as their food sources, which
highlights the importance of land designated for agricultural use in the community[1].

LAND USE ALLOCATION
Land-use allocation is a process of allocating different activities or uses to specific units
of area within a geospatial context, to maximize a spectrum of social, economic, and
ecological benefits[2].
TYPES OF LAND USE ALLOCATION
RECREATIONAL
Land is used for human pleasure. It mostly includes parks, museums, sports
ground, and the sites of other activities that aren’t essential to life but are
pleasurable. Cities often specifically plan these things to make sure their cities are
attractive to people - both visitor and residents[3].

It is mostly associated with land that is occupied by public buildings such
as school, universities, government office buildings, art gallery and museums[3].

TRANSPORT
Land is used for road, railways, subways, or airports; anything that
transports people or good. These are like circulatory system of the modern world
and necessary for all the other land uses to operate effectively[3].

AGRICULTURAL
Land which is used for growing crops and rearing animals, it is the oldest
human use of land. All humans need food, so this is vital. With increased
efficiency, less land and fewer people are needed to produce our food, but we also
have more people to provide for[3].

It is a land use in which housing predominates, as opposed to industrial
and commercial areas. These include single-family housing, multi-family
residential or mobile homes[3].

COMMERCIAL
It is a real estate intended for use by profit business, such as office
complexes, shopping malls, service stations and restaurants. It may be purchased
by a developer for future projects or leased through a real estate broker[3].

LAND CONVERSION AND RECLASSIFICATION
AGRICULTURAL LAND
CONVERSION
It is the act of changing the current use of an Agricultural Land into Non-
Agricultural use as approved by the DAR[4].
RECLASSIFICATION
It is the act of specifying how agricultural lands shall be utilized for non-
agricultural uses such as residential, industrial, and commercial, as embodied
in the land use plan, subject to the requirements and procedures for land use
conversion[4].
WHEN CONVERSION ALLOWED?
1. Lapse of five years from the award of Emancipation Patent/CLOA[4].
2. Land cease to be economically feasible and sound for agricultural
purposes, or the locality has become urbanized[4].
3. Land will have greater economic value for residential, commercial or
industrial purposes[4].
4. Applicant may either be beneficiary or land owner[4].

LAND DISPOSITION

It is the process of protecting natural land and returning developed land to its

PRESERVATION
It means that lands and their natural resources should not be consumed by
humans and should instead be maintained in their pristine form[6].
John Muir is a strong advocate for the complete protection of land and
believed that people should use the environment for enjoyment and not as
resource goods[6].
RESTORATION
It is the process of returning ecosystems and communities to their original
natural condition[6].
REMEDIATION
It is the process of cleaning a contaminated area using relatively mild or
non-destructive methods[6].
