MERIT SELECTION PLAN

Pursuant to the provisions of Section 32, Book V of Administrative Code of 1987


(Executive Order No. 292), CSC Memorandum Circular No. 3, s. 1989, as further
amended by CSC Memorandum Circular No. 08, s. 1999, and CSC Memorandum
Circular No. 03, s. 2001, 2017 Omnibus Rules on Appointments and Other
Human Resource Actions (Revised July 2018), this Merit Selection Plan (MSP) is
hereby established for the guidance of all concerned.

I-OBJECTIVES

It is the policy of the Department of Education-Division of Agusan del Sur to


strictly adhere to the principles of merit, fitness and equality. The selection of
employees shall be based on their relative qualifications and competence to
perform the duties and responsibilities of the position. There shall be no
discrimination in the selection of employees on account of gender, civil status,
disability, religion, ethnicity, or political affiliation. In the pursuit, the DepEd-
Agusan del Sur Merit and Selection Plan aim to:

1. Establish a system that is characterized by strict observance of the merit,


fitness and equality principles in the selection of employees for appointment to
positions in the career and non-career service in all levels.

2. Create equal opportunities for employment to all qualified men and women to
enter the government service and for career advancement in the agency.

II-SCOPE

This Merit Selection Plan shall cover career positions in the first and second level
in the agency. It may also include non-career positions. It is a systematic method
of assessing and selecting employees on the basis of their relative qualifications
and competence to perform the duties and responsibilities of the position.

III- DEFINITION OF TERMS

Agency – refers to the Deped-Agusan del Sur.

Appointing Authority- refers to the person or body authorized by law to make


appointments in the civil service.

Career Service – positions in the civil service characterized by (1) entrance based
on merit and fitness to be determined as far as practicable by competitive
examination, or based highly technical qualifications; (2) opportunity for
advancement to higher career positions ; and (3) security of tenure.

Comparatively at Par – predetermined reasonable difference or gap between


point scores of candidates for appointment established by the PSB.

Deep Selection – the process of selecting a candidate for appointment who is not
next-in-rank but possesses superior qualifications and competence.

Demotion- is the movement of an employee from one position to another with


reduction in duties, responsibilities, status of rank, which may or may involve
reduction in salary and is not disciplinary in nature.

Department- refers to the Department of Education (DepEd)

Discrimination – is a situation wherein a qualified applicant is not included in


the selection line-up on account of gender, civil status, pregnancy, disability,
religion, ethnicity, political affiliation.

First Level Positions – shall include clerical, trades, and crafts and custodial
service which involve sub-professional work in a non-supervisory or supervisory
capacity.

Hiring Quota – is the predetermined ratio of applicants for appointment to


ensure that one gender does not fall of the desired percentage of the selection
rate for the other gender in equivalent positions at every level, provided they meet
the minimum requirements of the position.

Job Requirements – requisites not limited to the qualification standards of the


position, but may include skills, competencies, potential, physical and psycho-
social attributes necessary for the successful performance of the duties required
of the position.

Next-in-Rank Position – refers to a position which by reason of the hierarchical


arrangement of positions in the agency or in the government is determined to be
in the nearest degree of relationship to a higher positions as contained in the
agency’s System of Ranking Positions (SRP).

Non-Career Service – positions expressly declared by law to be in the non-career;


or those whose entrance in the service is characterized by (1) entrance on bases
other than those of the usual tests of merit and fitness utilized for the career
service; and (2) tenure which is limited to the duration of a particular project for
which purpose of employment was made.

Personnel Actions – any action denoting the movement or progress of personnel


in the civil service such as original appointment, promotion, transfer,
reinstatement, reemployment, detail, reassignment, secondment and demotion.

Promotion – is the advancement of an employee from the positions to another


with an increase in duties and responsibilities as authorized by law and usually
accompanied by an increase in salary.

Psycho-Social Attributes – refer to the characteristics or traits of a person which


involved both psychological and social aspects. Psychological includes the way
he/she perceives things, ideas, beliefs and understanding and how he/she acts
and relates these things to others and in social situations.

Qualification Standards – is a statement of the minimum qualifications for a


position which shall include education, experience, training, civil service
eligibility, and physical characteristics and personality traits required in the
performance of the job.

Qualified Next-in-Rank – refers to an employee appointed on a permanent status


to a position next-in-rank to the vacancy as reflected in the SRP approved by the
head of agency and who meets the requirements for appointment to the next
higher position.

Second Level Positions – involve professional, technical and scientific work in a


non-supervisory job or supervisory capacity up to Division Managers.

Secretary- refers to the head of the DepEd.

Selection – is the systematic method of determining the merit and fitness of a


person on the basis of qualifications and ability to perform the duties and
responsibilities of the position.

Selection Line-up – is a listing of qualified and competent applicants for


consideration to a vacancy which includes, but not limited to, the comparative
information of their education, experience, training, civil service eligibility,
performance rating (if applicable), relevant work accomplishments, physical
characteristics, psycho-social attributes, personality traits and potential.

Superior Qualifications – shall mean outstanding and relevant work


accomplishments, educational attainment and training appropriate for the
position to be filled. It shall include demonstration of exceptional job mastery and
potential in major areas of responsibility.

System of Ranking Positions – is the hierarchical arrangement of positions from


the highest to lowest, which shall be a guide in determining which position is
next-in-rank, taking into consideration the following:

a. organizational structure;
b. salary grade allocation;
c. classification and functional relationship of positions; and
d. geographical location

Third Level Positions- these positions generally require either Career Service
Executive Eligibility (CSEE) or Career Executive Service (CES) Eligibility. These
include Undersecretary, Assistant Secretary, Bureau of Director, Assistant
Bureau Director, Regional Director, Assistant Regional Director, Director of
Services, Schools Division Superintendent, Assistant Schools Division
Superintendent and other offices of equivalent rank.

1. Selection of employees for appointment in the DepEd-Agusan del Sur shall


be open to all qualified men and women, person with special needs
including indigenous people according to principle of merit and
fitness.

There shall be equal employment opportunity for men and women


including persons with special needs at all levels of position in the
agency, provided they meet the minimum requirements of the position to
be filled.

2. The Merit Selection Plan shall cover positions in the first and second level
and shall also include original appointments and other related personnel
actions.

There shall be no discrimination in the selection of employees on


account sex and gender, civil, status, disability, religion, ethnicity, or
political affiliation.

3. When a position in the first and second level becomes vacant, applicants
for appointment who are competent, qualified and has appropriate civil
service eligibility shall be considered for permanent appointment.

4. All candidates for vacant positions to first and second level positions shall
be screened and evaluated by the HRMPSB, if applicable. As a proof
thereof, a certification signed by the Chairperson of the HRMPSB at the
back of the appointment specifying that the majority of the HRMPSB
members was present during the deliberation or alternatively, a copy of
proceedings/minutes of the HRMPSB deliberation shall be submitted
together with the appointment.

5. Vacant positions shall be published in accordance with Republic Act 7041


(Publication Law). The published vacant positions shall be posted in at
least three (3) conspicuous places in the agency for at least ten (10)
calendar days. Other appropriate modes of publication shall be
considered.

Filing up of vacant positions in the government shall be made after ten


(10) calendar days from the publication.

The publication of a particular position shall be valid until filled up but


not to extend beyond nine (9) months reckoned from the date the vacant
positions was published.

Should no appointment be issued within nine (9) month period, the agency
has to cause the re-publication of the vacant position.

The certification on the publication and posting of the vacant position


including the date of deliberation was conducted by the Human Resource
Merit Promotion and Selection Board should be duly signed by the
authorized HRMO.

Anticipated vacancies may be published in case of retirement, resignation,


or transfer. The publication should not be earlier than 30 days prior to
retirement, or transfer.

6. The following positions are exempt from the publication requirement:

a. Primarily confidential positions;

b. Positions which are policy determining;

c. Highly technical positions;

d. Other non-career positions; and

e. Positions to be filled by existing regular employees in the agency in


case of reorganization or upgrading of positions.

7. PSB for first and second level positions shall be established. It shall
governed by the principles of fairness and impartiality in the assessment
of candidates for appointment.

8. All candidates for appointment to first and second level positions shall be
screened by PSB. Candidates for appointment to third level positions shall
be screened by the National Search Committee (NSC)

9. The PSB members shall undergo orientation and workshop on the


selection/promotion process and CSC policies on appointments.

10. All candidates for appointment shall be screened by the PSB. Appointment
to the following positions shall no longer be screened by the PSB:

a. Substitute appointment due to their short duration and emergency


nature. However, should the position be filled by regular
appointment, candidates for the position should be screened and
passed upon by the PSB;

b. Appointment to laborer positions;

c. Appointment to personal and primarily confidential positions; and

d. Renewal of temporary appointment issued to incumbent personnel.

11. For vacancies in the first and second levels, all qualified next-in-rank
employees shall be automatically considered candidates for promotion to
the next higher position.

12. The PSB shall maintain fairness and impartiality in the assessment of
candidates for appointment. Towards this end, the PSB may employ the
assistance of external or independent resource persons and may initiate
innovative schemes in determining the most qualified for appointment to
the vacant position.

13. The Schools Division Superintendent shall assess the merits of the PSB
result of screening and deliberation and in the exercise of sound
discretion, select, in so far as practicable, from among the top five (5)
ranking applicants deemed most qualified for appointment to the vacant
position.

14. The Schools Division Superintendent may appoint an applicant who is not
next-in-rank but possesses superior qualification and competence, and
has undergone selection process.

15. The comparative competence and qualification of candidates for


appointment shall be determined on the basis of:

15.1 PERFORMANCE

15.1.1 For appointment by promotion or transfer, the performance


rating of the appointee for the last rating period prior to the
date of assessment or screening, which should be at least
very satisfactory.

The performance rating in the last rating period prior to the


scholarship grant, which should be at least very
satisfactory, shall be used as basis for promotion of an
appointee-scholar.

15.1.2 The performance rating of at least very satisfactory (VS) in


the last rating period shall not be required for promotion
from first to second level entry of positions.

The performance rating prior to the reclassification of the


position shall be considered as performance rating in the
reclassified position for purposed of promotion.

15.2 EDUCATION AND TRAINING

15.2.1 Education refers to the formal or non- formal academic,


technical, or vocational studies that will enable the
candidate to successfully perform the duties and
responsibilities in the Position Description Form (PDF)
(DBM-CSC Form No. 1, Revised 2017) of the position to be
filled.

15.2.2 Certificates of completion of non-formal education issued by


the DepEd shall be considered valid documents for
appointment to positions requiring completion of elementary
or high school education, provide, that other requirements of
the positions are met.

15.2.3 For one to meet the 2 years studies in college requirement in


QS Manual, one must have earned form CHED-recognized
,institution at least 72 academic units leading to a degree or
has completed a relevant two-year collegiate/ technical
course.

15.2.4 Certificates issued by the schools deputized by the CHED on


having completed a bachelor’s degree under the Expanded
Tertiary Education Equivalency and Accreditation Program
shall be considered valid documents for meeting the
education requirement for positions requiring completion of
bachelor’s degree.

15.2.5 Certification issued by CHED that a one-year diploma post-


graduate course acquired from foreign or local institution is
equivalent to master’s degree shall be considered appropriate
for meeting education requirement for appointment in any
positions requiring Masteral Degree.

15.2.6 To meet the relevant bachelor’s, master’s, and doctoral


degree requirement in QS Manual, the appointee must have
completed from a CHED-recognized college/ university.

15.2.7 Completion of the degrees of Bachelor of Laws and Doctor of


Medicine from a CHED-recognized institution shall be
considered appropriate education for appointment to
division chief and executive/managerial positions or other
positions requiring a master’s degree, the duties of which do
not involve practice of profession covered by bar/board laws.

15.2.8 RA 1080 eligible shall be exempt from the master’s degree


requirement for division chief and executive/managerial
positions the duties and responsibilities of which involve
practice of professions regulated by Bar or Board laws.

15.2.9 Master’s degree shall be required if the executive/


managerial or division chief position does not involve practice
of profession or does not belong to the same occupational
group or functionally related positions as that of the
professions regulated by Bar/Board Laws; provided that, this
does not apply to lawyers and doctors.

15.3 EXPERIENCE AND OUTSTANDING ACCOMPLISHMENTS

15.3.1 Relevant experience acquired through a Job Order, Contract


of Service, MOA or Designation Order and volunteer work
certified by the HRMO/ School Head/ Head of Office may be
considered for meeting the experience requirement.

15.3.2 Relevant experience shall include previous experiences


relevant to the position applied for.

15.4 PSYCHO-SOCIAL ATTRIBUTES AND PERSONALITY TRAITS

15. 4.1 refers to the characteristics or traits of a person which


involved both psychological and social aspects. Psychological
includes the way he/she perceives things, ideas, beliefs and
understanding and how he/she acts and relates these things
to other and in social situations.

15.5 POTENTIAL

15.4.2 Refers to the capacity and ability of a candidate to assume


the duties of the position to be filled and those of higher or
more responsible positions.

16. An employee may be promoted or transferred to a position which is not


more than three (3) salary, pay or job grade higher than the employee’s
present position except in very meritorious cases such as: if the vacant
position is next-in-rank as identified in the System of Ranking Positions
(SRP) approved by the Schools Division Superintendent, or the lone
entrant positions indicated in the agency staffing pattern.

17. An employee should have rendered at least very satisfactory service for the
last rating period before being considered for promotion.

18. An employee who is on local or foreign scholarship or training grant or


pregnant or on maternity leave may be considered for promotion.

For this purpose, performance rating to be considered shall be the ratings


immediately prior to the scholarship or training grant or maternity leave.

If promoted the effectivity date of the promotional appointment shall be on


the assumption of duty.

19. Promotion within six (6) months prior to compulsory retirement shall not
be allowed except as otherwise provided by law.

20. The pendency of an administrative case against any employee shall not be
bar to promotion.

21. Applicants for promotion shall undergo background investigation relative


to cash advances and school performance for school administrators.

22. An employee who has been found guilty of an administrative offense and
imposed the penalty of demotion, suspension or fine shall be disqualified
for promotion for the same period of suspension or fine. In the case of
demotion, the period of disqualification for promotion shall be within one
(1) year.

23. An employee who is promoted to another agency shall notify the head of
the agency or department in writing where he/she is employed at least
thirty days prior to his/her assumption of office. It is understood that the
employee who is promoted to another agency is cleared from all money,
property and work related accountabilities.

24. The transfer may be from one organizational unit to another in the same
department or agency or from one department or agency to another.
Provide, however, that any movement form the non-career service to the
career service and vice versa shall not be considered as a transfer but
reappointment.

25. A notice announcing the appointment of an employee shall be posted in


three conspicuous places in the agency a day after the issuance of the
appointment for at least ten (15) calendar days.

26. The approved DepEd-Agusan del Sur Merit Promotion Plan shall be used
as bases for the expeditious approval of appointments, for attestation and
accreditation to take final action on appointment.

MATRIX OF EQUIVALENT FOR TEACHER II & III

A. Performance Rating (35 points)


The performance rating of the candidate for the last rating period before
screening should be at least Very Satisfactory (VS)

B. Experience (5 points)
Experience must be relevant and are significant to the position.
For the teaching position, the computation is at least 1 point for every year
but not to exceed 5 points.

C. Outstanding Accomplishment (20 points)

a. Outstanding Employee Award (4 points)

Awardee in the school .5


Nomination in the division/awardee in the district 1 point
Nomination in the region/awardee in the division 2 points
Nomination in the Department or national/awardee in the 3 points
region
National/ International awardee 4 points

a.1. The award should be a product of an institutionalized search and


conducted by the School, District, Division or Regional PRAISE
committee or any local, national or international awards given by
reputable institutions/award-giving bodies like CSC, NEDA, Metrobank
Foundation, PPSTA/ MTMAS, CSC, and other legitimate award-giving
bodies. The employee award is granted to an individual or individuals
who excelled among peers in a functional group, position or profession.
For internal award-giving body. i.e., DepEd, it should be conducted
annually.

a.2 Special awards such as Plaques/Certificates of Recognition given by


the BSP/GSP Awards Committee to particular individuals at the council,

If the event that an applicant will present awards from both sources
(DepEd Order No. 9, s. 2002 and DECS Order 99, s. 1999/DECS Order
No. 10, s. 1990) consider only the higher points.

b. Innovations (4points)

b.1. Innovation means something new. It is a demonstration of creativity,


Initiative and, innovativeness through the development of new or
superior work procedures, methods, inventions and, devices.

b.2. A work plan, Re-Entry Action Plan, properly documented, approved


by immediate supervisor and/or authorized officials and implemented,
shall be considered as Innovation.

b.3. For teachers, innovations shall be within the context of teaching /


KRA.

b.4. Quality assured contextualization of materials and self-developed


materials are considered an innovation.

b.5. Developed Learning Resource/localized Materials published in the


LRMDS portals are considered innovation. All innovations must be
properly documented.

c.1. Non-BERF action or applied research must be approved by the


School Head. Points for action research developed and implemented in
the group shall be divided by the number of researchers.

[Link] analysis of data such as, but not limited to School Readiness
Year-End Assessment (SReYA), Philippine Informal Reading (Phil-IRI),
Early Literacy, Language, and Numeracy Assessment (ELLNA), etc., shall
not be included as points for research. However, an action research
emanating from the results of such analysis shall be considered.

c.3. Research priorities of the Department of Education across four


themes (Teaching and Learning, Child Protection, Human Resource
Development, and Governance) and three cross-cutting themes (Gender
and Development, Disaster Risk Reduction and Management, and
Inclusive Education).

c.4. Proof of citation by other researchers (whose studies/research is


likewise approved by competent authority) of the concept/s developed of

d.1. Articles published in newspapers/magazines/journals of wide

an office, must contain data/scientific research and must be educational.

d.3. Articles published online shall be published in an official/reputable


educational website.

General Guidelines for Master Teacher Promotion

1. Only those who are teaching shall be considered for the Master Teacher
position. This includes teachers who assume special assignments and
have regular teaching loads.
2. Positions for Master Teacher (MT) shall be allotted proportionally based
on the number of teachers.
3. An allotment of one (1) MT position per subject area for at least 5-7
teachers should be the basis in the secondary level (DECS Order No. 70,
s. 1998).
4. If there are not enough qualified teachers in the district to fill the number
of MT positions allotted to it, the positions may be filled by a qualified
teacher from other districts; provided, however, that such teacher shall
serve in the district where the MT position have been allotted.

Basic Qualifications for Master Teacher I

1. Permanent teacher (with Teacher Eligibility)


2. Bachelor’s degree with 18 professional units in Education, and 18 units
for MA in Education or its equivalent
3. At least a Very Satisfactory (VS) Performance rating for the last rating

has been a demonstration teacher in the School level plus 15 points

V. PROCEDURE

1. Publish the vacant position in the CSC Bulletin Board of Vacant Position
or through other mode of publication and post the same in three (3)
conspicuous places in the agency for at least ten (10) calendar days. Men
and women shall be encouraged to apply.

Vacant positions which are not filled within six (6) months should
be re-published.

In the issuance of appointments in the DepEd-Agusan del Sur, the


requirement for publication is deemed complied with if the process
of application and screening started within six months from
publication and if the vacancy is filled not later than nine (9) months
from date of publication.

Should no appointment be issued within nine (9) month period, the


agency has to cause the re-publication of the vacant position.

2. List of candidates aspiring for the vacant position, either from within or
outside the agency, including qualified next-in-rank employees. In the
process, the following should be considered:

 The pre-determined ratio of applicants for appointment or hiring


quota.

 An employee may be promoted or transferred to a position which


is not more than three (3) salary, pay or job grades higher than
the employee’s present position except, in very meritorious
cases, such as: if the vacant position is next-in-rank as
identified in the SRP approved by the General Manager, or the
lone entrance to position indicated in the agency staffing
pattern.

 An employee who is local or foreign scholarship or training grant


or pregnant or on maternity leave may be considered for
promotion.

For this purpose, performance rating to be considered shall be


the ratings immediately prior to the scholarship or training grant
or maternity leave.

If promoted, the effectivity date of the promotional appointment


shall be after the scholarship or training grant or maternity
leave.

 Promotion within six (6) months prior to compulsory retirement

3. Conduct preliminary evaluation of the qualification of all candidates.


Those initially found qualified shall undergo a qualifying examination with
the qualifying scores to be determined by the PSB and shall be based on
the ratio of examinees who take the qualifying examination. Qualifiers will
undergo further assessment such as: skills test, interview and others.
Psychological test shall be required for original candidates/ appointees or
as may be necessary. After which, selection line-up shall be prepared and
posted in three (3) conspicuous places in the Agency for at least fifteen (15)
calendar days. The date of posting shall be indicated in the notice.

The selection line-up shall reflect the comparative competence and


qualification of candidates on the basis of:

7. Submit the list of candidates duly screened for appointment from which
the appointing authority shall choose the applicant to be appointed.

The list of candidates should specify the top five ranking candidates whose
over-all point scores are comparatively at par based on the comparative
assessment under Procedure 3.1 hereof.

8. Assess the merits of the PSB’s result of screening and deliberation for
appointment and in the exercise of sound discretion, select, in so far as
practicable, from among the top five ranking applicants deemed most
qualified for appointment to the vacant position.

The top five ranking candidates, however, should be limited to those


overall point scores are comparatively at par based on the comparative
assessment under procedure 3.1 hereof.
To determine candidates who are comparatively at par, the PSB shall set
reasonable difference or gap between point scores of candidates for
appointment.

9. Issue appointment in accordance with the provisions of the Agency Merit


Selection Plan.

10. Post a notice announcing the appointment of an employee in three (3)


conspicuous places in the Agency a day after the issuance of the
appointment for at least fifteen (15) days. The date of posting should be
indicated in the notice.

VII-COMPOSITION OF THE PERSONNEL SELECTION BOARD (PSB)

1. For the first and second level positions:

1.1 As Chairperson: the Secretary/ Regional Director (RD)/ Schools


Division Superintendent (SDS) or his/her authorized
representative;

Highest official responsible for personnel management.

1.2 Division Chief or the authorized career service representative of


the Division or Unit where the vacancy is;

1.3 The HRMO or official/employee directly responsible for


personnel management and;

1.4 Two representatives of the rank-and-file career employees, one


form the first level and one from the second level, who shall
both, be chosen by the duly accredited employee, association
in the DepEd Offices.

In case there is no accredited employee association in the Agency,


the representatives shall be chosen at large by the employees
through a general assembly or any mode of selection to be
conducted for the purpose. The candidate who garnered the second
highest number of votes shall automatically be the alternate
representative.

The first level representative shall participate during the screening


of candidates for vacancies in the first level; the second level

the accredited employee association may designate an alternate.

[Link] AND RESPONSIBILITIES

A. The Human Resource Management Officer (HRMO) shall have the


following functions and responsibilities:

1. Disseminate copies of the DepEd-Agusan del Sur Merit and


Promotion Plan (MPP) and its annexes to all agency personnel
after approval thereof by the Civil Service Commission. An
orientation shall also be conducted by the Administrative Unit
within six (6) months upon approval of the MSP. This
orientation is meant to ensure awareness and understanding
of the Plan. A report on the same shall be submitted to the
Civil Service Field Office concerned for record purposes;

2. Develop a System of Ranking Positions which shall be


submitted for approval of the appointing authority, copy
furnished the Civil Service Commission and its Field Office
concerned, for reference purposes;

3. Identify vacant positions that may be enrolled in the Brightest

4. Develop a Plan which shall set forth the number, knowledge


and skills of personnel needed to achieve the organization’s
goals, objectives, and programs;

5. Develop and maintain an updated qualifications database of


employee of the agency to include education, training,
experience, skills, competences, and other similar information;

6. Develop a program to fast track the career movement of


employees with superior qualifications; and

7. Publish vacant position in the CSC Bulletin of Vacant Position


or through other mode of publication and post them in three
(3) conspicuous places in the agency for at least ten (10)
calendar days;

8. Prepare a list of candidates aspiring for the vacant position,


either from within or outside the agency, including qualified
next-in-rank employees within fifteen (15) days from
completion of the preliminary evaluation. In the process, the
following should be considered:

9. Conduct preliminary evaluation of the qualification of all


candidates.

10. Notify all applicants of the outcome of the preliminary


evaluation and results of further screening thereof.

11. Submit the selection line-up of the second round of screening


to the PSB for deliberation en banc.

The employees shall be responsible for updating their


Personal Data Sheet annually, if deemed necessary, and
submit supporting documents thereto to the Admin/HRD
Unit.

B. The Personnel Selection Board for 1st and 2nd levels shall have the
following functions and responsibilities:

1. Adopt a formal screening procedure and formulate criteria for


the evaluation of candidates for appointment, taking into
consideration the following:

a. Reasonable and valid standards and methods of


evaluating the competence and qualifications of all
applicants competing for a particular position.

b. Criteria for evaluation of qualifications of applicants for


appointment must suit the job requirements of the
position.

2. Disseminate screening procedure and criteria for selection to all


agency officials and employees and interested applicants. Any
modifications of the procedure and criteria for selection shall
likewise be properly disseminated.

3. Prepare systematic assessment of the competence and


qualifications of candidates for appointment. Maintain fairness
and impartiality in the assessment of candidates. Towards this
end, the PSB may employ the assistance of external or
independent resource persons and may initiate innovative
schemes in determining the best and most qualified candidate.

4. Evaluate and deliberate en banc the qualifications of those listed


in the selection line-up;

5. Submit the list of candidates duly screened for appointment


from which the appointing authority shall choose the applicant
to be appointed.

The list of duly screened candidates should specify the top five
ranking candidates whose over-all point scores are comparatively
at par based on the comparative assessment under Procedure 3.1
hereof.

6. Maintain records of the deliberations which must be made


accessible to interested parties upon written request and for
inspection and audit by the CSC; and

7. Orient the officials and employees in the agency pertaining to


policies relative to personnel actions, including the gender and
development of the Merit Selection Plan.

C. The appointing authority shall have the following functions and


responsibilities:

1. Establish a Personnel Selection Board and see to it that all PSB


members undergo orientation and workshop on the
selection/promotion process and CSC policies on appointments.
The agency head shall as far as practicable, ensure equal

opportunity for men and women to be represented in the PSB for


all level;

2. Assess the merits of the PSB’s result of screening and deliberation


and in the exercise of sound discretion, select, in so far as
practicable, from among the following:

a. Top five ranking applicants deemed most qualified to the


vacant position;

b. Applicants who have undergone deep selection and found to


possess superior qualifications;

c. Pool of the Brightness for the Bureaucracy Program (BBP);

3. Issue appointments in accordance with the provisions of the


agency Merit Selection Plan

D. EFFECTIVITY

The Merit Selection Plan and subsequent amendments thereto shall take
effect immediately after approval by the Civil Service Commission.

E. COMMITMENT

I hereby commit to implement and abide by the provisions of this Merit


Selection Plan. It is understood that this MSP shall be the basis for
expeditious approval of appointments.
