PROTECTION OF CHILDREN
(A Training Design)

I. RATIONALE

DILG Memorandum Circular 2002-121 calls for the organization of the Barangay Council for the Protection
of Children (BCPC) in every barangay that serves as the umbrella organization for all children’s concerns. It shall be
responsible in planning and spearheading programs for children in the locality with the end view of making the
barangay child friendly. It is a council fully harnessed to be an efficient and effective advocate of child’s rights that
implements all children’s programs. The BCPC also provides a venue for children to be heard and for their
concerns to be addressed.

The BCPC in every barangay needs to be strengthened with knowledge of child rights, proper care and
handling of cases, and knowledge of the real issues in the communities.

Hence, this training design.

II. OBJECTIVES

At the end of the training, the participants will be able to:

1. To provide the participants the necessary knowledge and understanding on the duties and functions
of the Barangay Council for the Protection of Children;
2. To orient the participants regarding the rules and process in the issuance of Barangay Protection
Order;

III. EXPECTED OUTPUT

At the end of the activity, the participants are expected to understand and grasp necessary knowledge on
the Barangay Council for the Protection of Children and come up with an Action Plan.

IV. METHODOLOGY

This activity will be using the methods of lecture-discussion, open forum, role playing, action planning and
mock session.

29-31, 2012 at Loiza’s Pavilion, Casisang, Malaybalay City.

VIII. BUDGETARY REQUIREMENTS

A total amount of One Million Four Hundred Eleven Thousand Fifty Pesos (P1,411,050 .00) will be
used for this activity broken down as follows:

PARTICIPANTS:
Food and Accommodation (P 880.00 x 310 pax x 3 days) = P 818,400.00
Supplies and Materials, training kit (P600.00/pax x 310 pax) = 186,000.00

SUPPORT STAFF:
Food and Accommodation (P 880.00 x 20 pax @ 3 days x 3 batches) = 158,400.00
Honoraria for Resource Person, Facilitator
Secretariat & Driver: (P3,000 x 20 pax x 3 batches) = 180,000.00
Honoraria for Finance Committee (P 3,000 x 4 pax x 3 batches) = 36,000.00
Fellowship Night (Php 10,000 x 3 batches) = 30,000.00
Contingency = 2,250.00
Total Php 1,411,050.00

IX. SOURCE OF FUNDS

The total amount will be chargeable to the City Government Funds under the Local Council for the
Protection of Children subject to the usual accounting and auditing rules and regulations.
