Rationale
Under Republic Act 10742 the State recognizes the vital role of the youth in nation-
building and thus, promotes and protects their physical, moral, spiritual, intellectual and social
well-being, inculcates in them patriotism, nationalism and other desirable values, and
encourages their involvement in public and civic affairs. This placed the barangays in a
strategic position to perform the critical role in policy-making, planning and delivery of basic
services and facilities, administering activities that involves youth participation and building
partnerships with the various stakeholders working within the locality.
Consistent with the belief that growth at the Sangguniang Kabataan Officials is essential
in nation-building and considering its involvement to the national government in the pursuit of
development, there is a need for the gaining of learning and insights of SK Chairman’s as
prime mover and managers of the youth empowerment and involvement. There is a need for
them to interact with fellow officials and learn from their experiences and best practices in
order that such best practices and experiences can be replicated if doable in the barangay.
Thus, this Benchmarking/Capability Building activity.
II. Objectives
Generally, the activity would capacitate the SK Chairperson for their vital role in
governance through benchmarking and on-site visits. Specifically, the activity would enable
the SK Chairs to:
• Gain insights on innovative programs and projects implemented by other LGUs that can
be replicated;
• Have a venue for interaction with other SK officials for the best practices on their
governance;
• Promote social, cultural and political exchange and tie-up with other LGUs;
• Foster unity and solidarity with other LGUs in the pursuit of effective management
capabilities in local governance and decentralization;
• To assess the extent and progress of the implementation of RA 10742 in their
respective barangays through benchmarking
III. III. METHODOLOGY
The activity would employ on site visit, interface, lectures/discussion, and observation tour.
IV. PARTICIPANTS
The activity would be participated in by the Twenty Three SK Chair of the Municipality of
Baroy.
V. DATE, VENUE AND POINT OF DESTINATION
The benchmarking will be conducted on December 13-15, 2022 in the Island of Camiguin,
specifically in the following areas with the following points of interests: Disaster Preparedness
and the best practices of their Province.
VI. BUDGETARY REQUIREMENTS
The expenses to be incurred shall be sourced out from the barangay funds. Each
SK Chair shall be allocated the amount of Php 15,600 for meals, accommodation and
transportation expenses.
