Q.1 Explain the functions of administration and discuss the scope of Islamic
administration
Islam encompasses each and every aspect of human life irrespective of its nature but the rules
that must be followed while running a state are the cornerstone of Islamic teachings. The reason
for giving so much importance to this aspect of human life is the collective effect of governance
on all the subjects of a state.
Here we are going to discuss some of the very important pillars of Islamic guidance that make a
state a welfare state in the true sense.
Laws of the Islamic Sharia are very clear on the subject of providing legal justice. The Holy
Quran, Sayings of the Prophet Muhammad (s.a.w), and the traditions of the rightly guided
Caliphs make it compulsory for the state to dispense legal justice at all costs without taking care
of the ramifications or backlash from the wealthy or influential people. It was during the time of
the Holy Prophet Muhammad (s.a.w) that a woman named, Fatima, was found guilty of stealing.
The woman belonged to the influential tribe of Bani Makhzum and her tribesmen presented
Hazrat Usama bin Zaid ( son of the adopted child of the Prophet Muhammad (s.a.w)) as an
intercession for the Woman to be spared. The Holy Prophet Muhammad (s.a.w) rejected it by
saying that “people before you were destroyed because if an influential would steal, he
would be forgiven and if a poor would commit such act, the legal punishment would be
inflicted upon him”. The Holy Prophet Muhammad (s.a.w) then said, “ By God, even if she
was the daughter of the Prophet Muhammad (s.a.w), she would not have been spared”.
The Rashidun Caliphs followed the tradition of the Holy Prophet Muhammad (s.a.w) and the
precedents set by them became a standard not only for the Ummah but for the whole world to
follow. The Second Pious Caliph Hazrat Umar (r.a) was once ordered to appear in court for some
matter. When he entered the court, the judge stood up in honor of the Caliph. When the Caliph
saw the Judge behaving like this, he dismissed him from the post by saying that all members of
the state are legally equal irrespective of their positions and how can such a judge dispense
justice when he cannot withstand the presence of the Caliph inside the courtroom.
Concept of public administration in Islam

The Fourth Caliph, Imam Ali (r.a), once filed a case against a man in the court for stealing his
armor. The Caliph presented his son and slave as evidence against the man. However, the judge
rejected both of them by saying that both are too close to the Caliph to be accepted as evidence.
The man who was Jew impressed so much by the justice of the judge that he accepted Islam and
returned the Caliph his armor.

The Quran also ordered quite clearly each and every one of us to dispense justice in our control.
The Allah Almighty says in the Holy Quran,” No Doubt, Allah orders justice and good
conduct” ( Surah Al-Nahl). Similarly, Allah says,” If you judge them, judge between them
with justice” ( Surah Al- Maidah).

Moral justice

Moral Justice is also an important part of Islam. As per the rules set by Islam, no one is allowed
to abuse anyone or the personalities he reveres, no one is allowed to violate the honor of women
in the society and no is allowed to spread false rumors about others Nor one is allowed to
backbite against others. Islam even forbids Muslims from using bad words against the sacred
personalities of other religions as it can lead to hatred and voilence.

Islam clearly lays down some laws according to which a person committing such things will be
brought into the court of law. If a person blamed another person for committing adultery or other
such things and he did prove it in the court of law then according to the Islamic teachings he will
be given the same punishment as that of the accused. This strict punishment is for the purpose to
make it a deterrent against any false blames.

Similarly, if any person was blamed for any moral corruption without any evidence, he can
pursue his legal rights in the court of law. The Holy Prophet (s.a.w) termed backbiting as the
eating of the flesh of a dead brother.

Economic justice

As Islam is a complete guide for all the aspects of human life so Islam definitely deals with the
economic needs of a man. Islam orders the head of the state and other officials to take care of
their subjects and provide them with every kind of economic assistance in case if they are poor.
Islam has introduced a moderate system in the economics in which every person who has the
means to earn to a certain level of income will have to give 2.5 percent of his wealth in the way
of Allah ( the way through which the poor will be supported by the state). Apart from Zakat
other sources of income for the Islamic state are Maal-e-Ghanimat (War booty), Maal-e-Fay
(Booty obtained without any war), Jaziya (tax from non-Muslims etc.
Allah says in the Quran,” Those who believe in the unseen, establish prayer and spend out of
what we have given them” (Surah Al-Baqara). The Quran instructs Muslims by saying” You
shall observe the prayers and give the obligatory charity” ( Surah Al-Baqarah).

The lives of the Prophet Muhammad and that of Rashidun Caliphs are a practical manifestation
of the Holy Quran and serves as a guiding light for all of us. It was the norm for the Holy
Prophet Muhammad (s.a.w) to give all of what he had to the poor and would spend his life even
without eating for several days. Once Hazrat Umar (r.a) visited the Holy Prophet Muhammad
(s.a.w) and started crying upon seeing him sleeping on a coarse matress. Hazrat said that the
rulers of Roman and Persian Empires are living luxurious lives and the Prophet of Allah is
leading a very simple. The Prophet of Islam replied that he would happily lead a simple life and
would get his return from Allah in the herafter. During his Caliphate, Hazrat Umar (r.a) would
move around in the cities to get an idea of the security, safety, and needs of the citizens. One day
the Caliph was passing through a street when he heard some children crying. The Caliph inquired
their mother why they are crying. The mother said that they had nothing to eat tonight. The
Caliph went back to Baitul mal and brought a sack full of flour for them. This was the level of
justice of the Great Rashidun Caliph.

Protection

Islamic Law provides protection to all the sections of society irrespective of their religion, caste,
color, creed, or status. When the Holy Prophet Muhammad (s.a.w) migrated to Medina he not
only signed an agreement for the formation of a nation-state with Jews and other people in
Medina but also pledged to protect the communities in case of any war from outside. When
Muslims conquered Makkah the companions of the Prophet (s.a.w) talked about taking revenge
but the the Prophet of Islam announced a general amnesty for all the excesses committed by the
Quraish against Muslims. The Islamic protection ranges to all sections of society without any
distinction. The Holy Prophet Muhammad stated in his hadith that Allah will forbid Muslims
even from smelling the fragrance of Heaven if they kill any of the Non-Muslim. The Holy
Prophet Muhammad says,” Those who kill Non-Muslims in the Islamic state will remain
deprived even of the fragrance of the Heaven”
( Hadith).
The second Caliph of Islam, Hazrat Umar (r.a), conquered Jerusalem during his Caliphate. The
Christian clergy offered him to pray at their Cathedral but the Caliph of Islam turned down their
offer by saying that if I prayed here the Muslims may consider it a place of Worship of Islam in
the future. The caliph did not want to create even a minute difficulty for the non-Muslim
residents of the state. Islam has termed the killing of one person as the killing of the whole
humanity.
Efforts for the welfare of the people.
The Islamic State is not only responsible to strictly enforce the rule of law but also to work for
the welfare of the people. Hazrat Usman (r.a) on the direction of Prophet Muhammad (s.a.w)
bought half of Well of Bair-e-Roma from a Medinite and spared it for the public use irrespective
of religion.
The Second Caliph of Islam, Hazrat Umar (r.a), formed a separate department called Bait-Ul-
Mal to transparently distribute Zakat and other funds among the poor class. The second Caliph
also introduced the department of Police to maintain peace in the society and this department
serves as a model for all nations of the world. The Holy Prophet Muhammad (s.a.w) and his
rightly guided Caliphs would serve the same life which the common people of the state would
live. Once Hazrat Abu Bakar (r.a) was asked to increase salary for himself but he refused by
saying that if the poor can live on a daily wage I m getting how can I increase for myself.

Islam introduced the concept of Zakat to take care of the needs of the poor sections of the
society.
Q.2 What is management and discuss its importance?
Management is an inevitable element for directing and unifying the group efforts towards a
common objective. Since the most of the human aims can be well realized only through
collective action, management is universally called for in all such organizations of the
society.

In short, management is not merely the task of managing the business. But it is an essential
accompaniment of all social organizations and is to be found everywhere as a distinct and
dominant activity.

In other words, management functions have universal application. While describing the pivotal
role of management in the social history, Drucker rightly remarked that

With the growth of industry and commerce and the separation of ownership from control,
management has become more or less a profession.

Management, today, consists of a cadre of professionalists and is concerned not only with the
initial formation of the enterprise but also with the problems of adapting, expanding or
contracting the firm whenever changing economic conditions and environmental influences
require such action.

It provides new ideas, imaginations and visions to the group working so as to account for better
results or performances. It ensures a smooth flow of work in the organization by focusing on
strong points, neutralizing weak links, overcoming difficulties and establishing team spirit.

Importance of Management

It helps in Achieving Group Goals - It arranges the factors of production, assembles and
organizes the resources, integrates the resources in effective manner to achieve goals. It directs
group efforts towards achievement of pre-determined goals.

By defining objective of organization clearly there would be no wastage of time, money and
effort. Management converts disorganized resources of men, machines, money etc. into useful
enterprise. These resources are coordinated, directed and controlled in such a manner that
enterprise work towards attainment of goals.

Optimum Utilization of Resources - Management utilizes all the physical & human resources
productively. This leads to efficacy in management.

Management provides maximum utilization of scarce resources by selecting its best possible
alternate use in industry from out of various uses.

It makes use of experts, professional and these services leads to use of their skills, knowledge,
and proper utilization and avoids wastage. If employees and machines are producing its
maximum there is no under employment of any resources.

Reduces Costs - It gets maximum results through minimum input by proper planning and by
using minimum input & getting maximum output.

Management uses physical, human and financial resources in such a manner which results in best
combination. This helps in cost reduction.

Establishes Sound Organization - No overlapping of efforts (smooth and coordinated


functions). To establish sound organizational structure is one of the objective of management
which is in tune with objective of organization and for fulfillment of this, it establishes effective
authority & responsibility relationship i.e. who is accountable to whom, who can give
instructions to whom, who are superiors & who are subordinates.

Management fills up various positions with right persons, having right skills, training and
qualification. All jobs should be cleared to everyone.

Establishes Equilibrium - It enables the organization to survive in changing environment. It


keeps in touch with the changing environment.

With the change is external environment, the initial co-ordination of organization must be
changed. So it adapts organization to changing demand of market/changing needs of societies. It
is responsible for growth and survival of organization.

Essentials for Prosperity of Society - Efficient management leads to better economical


production which helps in turn to increase the welfare of people. Good management makes a
difficult task easier by avoiding wastage of scarce resource.
It improves standard of living. It increases the profit which is beneficial to business and society
will get maximum output at minimum cost by creating employment opportunities which generate
income in hands. Organization comes with new products and researches beneficial for society.
Q.3 Explain the different types of supervision. Which type is better for our schools and
why? Discuss.
Supervision is one of the functions of management. It is the act or process of directing a person
or group of people.

Supervision Types
It is generally classified according to the behavior of supervisors towards their subordinates.
These are also called techniques of supervision.

Autocratic or Authoritarian: Under this type, the supervisor wields absolute power and wants
complete obedience from his subordinates. He wants everything to be done strictly according to
his instructions and never likes any intervention from his subordinates. This type of supervision
is resorted to tackling indisciplined subordinates.

Laissez-faire or free-rein: Under this type of supervision, maximum freedom is allowed to the
subordinates. The supervisor never interferes in the work of the subordinates. In other words, full
freedom is given to workers to do their jobs. Subordinates are encouraged to solve their problems
themselves.

Democratic supervision: This is also known as participative or consultative supervision.


Subordinates are encouraged to give suggestions, take initiative and exercise free judgment. This
results in job satisfaction and improved morale of employees.

Bureaucratic supervision: Under this type certain working rules and regulations are laid down
by the supervisor and all the subordinates are required to follow these rules and regulations very
strictly. A serious note of the violation of these rules and regulations is taken by the supervisor.
This brings about stability and uniformity in the organization. But in actual practice, it has been
observed that there are delays and inefficiency in work due to bureaucratic supervision.
Supervision in Education

Inspection: This is the first supervision in the sense that the teacher becomes alert about his
duties and responsibilities after being sure that his duties can be inspected all of a sudden when
he is in the classroom. So this type of supervision activates the teacher to have proper readiness
to deliver good teaching in the classroom. Besides, some teachers don’t discharge their duties
properly after knowing all these things. And it has been seen that they are penalized for not
taking the class in time. On the contrary, sincere teachers are rewarded for rendering proper
duties and responsibilities. This type of supervision is acceptable in almost all the developed
countries of the world till now because of its balanced and positive effect on all the elements
which are closely associated with it.

Absolute Freedom: This type of supervision is not suitable in the modern context as it stresses
the autocratic attitude of the teacher in teaching in one point and no inspecting authority to
inspect his teaching. However, it is a type of supervision that was used in the United States of
America once upon a time.

Compulsion Type: It leads to the creation of misunderstanding in the human relationship


between the inspecting person and the teacher. But it can be seriously said that the inspecting
officers who are good and humble and have balanced personalities don’t exercise their autocratic
attitude in supervision. This tendency among good inspecting officers enables the teacher to
teach properly.

Training and Direction: It is appreciated in the modern educational system because of its
positive and lasting impact on the teaching performance of teachers. To this supervision as
students or pupils are the central points in the teaching-learning process, the teaching program
should be following the needs of every child. For this, the teachers should be given in-service
training on the latest developed methods of teaching for different subjects. After that, the
supervision work should be done. This type of supervision develops a great deal of interest, self-
confidence, and creativity among teachers to teach their subjects.

Democratic Leadership: It says that there will be no improvement of teaching and learning only
through teachers. Rather the high-level officers as the supervisory personnel have to participate
in the teaching program actively and help the teachers by giving suggestions for improvement if
any in private. For this, the supervisory personnel has to become aware of the problems and
issues that arise in the field of teaching and learning and will try and help the teachers to solve
them.
Q.4 Discus the importance of early childhood education and its role in the lives of
students.
childhood is the most important and effective part of one’s life. It is creation of human historical
development. It is a relatively late result of man’s becoming. Whatever people grow like is
mainly because of the childhood period’s learning.

In the early days, when the primitive, childhood did not exist. As soon as the child could barely
walk and fend for himself. The child was immediately incorporated into the struggle for survival.
To the casual gathering of nourishment that kept the life in the force. It has a great impact on
existence of the components of a human group.

As a person develops, there are successive divisions of effort. Those efforts lead him to settle
down and improvise his character, moral values and cultural norms. In the early times, childhood
education did not exist. The child was given tools adapted to the physical possibilities that
allowed him to join the work process. Also the instruments that were the same as those of adults.
It included, the knife and other tools. In short, it was a small being with responsibilities similar to
those of adults but on a tiny scale.

When we talk about education we are not referring only to the acquisition of academic
knowledge. All the information that we collect in the first years of life. That help us to function
in the world and to develop fully as people. That is why childhood education is so important.

It is in the first six years of life when the best conditions exist to acquire the tools that will allow
us to develop and function in any situation throughout our lives. Hence the importance of

The interaction between peers is very important but adults are the bridge in the relationship
between children and their environment. We mediate in that relationship and to a large extent
stimulate that bond depends on us.

There is nothing of higher priority to therapy.

Comprehensive, effective, sustained, and quality investment in our children. The adolescents
must become a national policy that combines the efforts of civil society. The private sector, and,
of course, the State. For this reason, comprehensive policies and programs for early childhood
must be a State policy.

Investment in human capital should be our country’s main plan to achieve development and
social equity.
