0.1.1. Objectives
The m ain objective ofthe consultancy isto establish the technical,econom ic and financialviability
ofthe projectand prepare Detailed ProjectReportfor design ofgreen field expressw ay.
Theviability ofthe projectshallbe established taking into accounttherequirem entsw ith regard to
rehabilitation, upgrading and im provem ent based on expressw ay design, pavem ent design,
provision of services roads w herever necessary,type of intersections and construction of new
bridgesand structures,road safety features,quantitiesofvariousitem sofw ork,costestim atesand
econom icanalysis.
The Detailed ProjectReportw ould inter-alia include detailed highw ay design,design ofpavem ent
and overlay w ith options for flexible or rigid pavem ents,design of bridges and cross drainage
structures and grade separated structures,design of service roads,quantities of various item s,
detailed w orking draw ings,detailed cost estim ates,econom ic and financial viability analyses,
environm entaland socialfeasibility,socialand environm entalaction plans as appropriate and
docum ents required for tendering the project on com m ercial basis for intonations/ local
com petitive bidding.

Methodology adopted for the study w asinitially presented in Inception Report. The m ethodology adopted for
theprojectisbased on initialstudies,secondarydata,trafficanalysis,topographicsurvey,revenuecalculations
and Cost Estim ates. The project area social screening/RAP and Environm ent Im pact Assessm ent. The
governm ent policies about Land acquisition is also covered in the detailed Engineering stage (DPR). The
m ethodology adopted is in line w ith the requirem ents ofthe ToR. The m ethodology adopted to arrive at
detailed Engineering stage is covered in chapter 3. Detailed Engineering and field studies such as soil
investigations, Environm ent Im pact Analysis and design w orks are com pleted for the m ost preferred
alignm ent.

Km . near KherliPorsa village. The length ofproposed Cham balExpressw ay is47+950 Km s.

The expressw ay alignm entis having 4 Lanes w ith Paved Shoulders Configuration w ith Service Roads. The
alignm enthasbeen designed w ith the design speed of120 km /h.
ROW has been taken as 45-60 m for the proposed expressw ay exceptatInterchange Locations,W ay Side
Am enities (including Toilet Block),and TollPlaza locations and 65 m on air strip location atlocations for
training on the course ofnallah/drain and atairstrip,w here the ROW varies.
0.6 TERRAIN
The terrain isplain atm ostofthe stretch and hasnorm algradientthroughoutthe Plain terrain are present.
0.7 FOREST
Allsurvey typesw ere conducted in accordance w ith the guidelinesspecified in IRC 9-1972,IRC 102-1988 and
IRC SP19-2001.
The surveys w ere conducted at points close to w here the proposed Expressw ay w ould intersectw ith the
National,State and other highw ays/districtroadsand other locationsfrom w hich,trafficthatm ay eventually
use the Expressw ay either partly or entirely.
Seven-day countusing video coverage w asundertaken on NationalHighw ays/State Highw ays/Major District
Roads w here Road Side Origin-Destination Surveys w ere carried out results (Average Daily Traffic -ADT)
are show n on Table 0.3.

Flexible pavem ent has been adopted for new carriagew ays throughout the project length except at toll
plaza/booth locations. In the tollplaza/booth area,rigid pavem enthasbeen adopted.
The pavem entdesign basically aim satdeterm ining the totalthicknessofthe pavem entstructure asw ellas
thicknessofindividualstructuralcom ponents. Thefollow ingassum ptionsareconsidered for theprelim inary
pavem entdesign. The basicassum ptionsconsidered w hile designing are asfollow s:
Design life of20 (after construction period) years has been considered for flexible pavem ent
design.

R&R Policies:
The project being Greenfield alignm ent w ill require acquisition of large area of agriculture/ private/
governm entland. How ever,itiskeptin m ind w hile finalizing the alignm entthatthe im pactto the structures

The R&R policies for the im pacts to the Land (agricultural/Private/Governm ent), Structures, Persons,
Livelihood & othersw illinvolve various kind ofcom pensationsinvolving financialassistance,com pensation
for land,land for land (iffeasible),com pensation for crops,rentalaccom m odation etc.,w hichever applicable
based on the policy norm s.
0.17 PLANTATION
At least 100 trees shallbe planted,per planting row ,per side w ithin one kilom eter distance. Iftrees are
existing,then they shallbe counted,and num ber ofplanted treesshallbe thatm uch less. Ifm edian isplanted
w ith trees,then m edian plantation shallbe counted as a row . Trees that are planted in pots shallnot be
counted. Totalnum ber oftreesper kilom eter shallbe asper Table 12 (asper IRC:SP:119-2018).
Theclosed tolling system needsto beadopted and im plem ented for theprim ary reason ofam assing
the m axim um tollfee from the m axim um num ber ofcom m utersin order to adequately recover the
projectcosts.
Further,closed tolling system is also a transparentand authentic w ay oftolling as the com m uter
paystollfee based on the distance travelled.
Moreover,in a closed tolling system ,the com m uter hasan advantage ofcom m uting w ith m inim um
halts at only tw o locations nam ely,ingress and egress;w hereas in the open tolling system ,the
com m uter m ighthave to stop atm ultiple locations.
Additionally,a closed tolling system w illreduce thefuelconsum ption ofthe vehiclesby elim inating
conventionaldeceleration and acceleration and costoftravel.
1. INTRODUCTION
1.1 GENERAL
NationalHighw ays Authority ofIndia (NHAI) Ltd.,has been entrusted preparation of DetailProjectReport of
selected stretches/corridor ofAtalProgressw ay for four lanning w ith paved shoulder configuration.
This Greenfield Expressw ay project is 302.22 km long,starts from Agra passes through Firozabad,Mainpuri,
Etaw ah,Auraiya,Kannauj,Kanpur Nagar,Unnao,Hardoiand ends atLucknow districts. The expected traveltim e
from Agrato Lucknow shallbereduced to 4 hours. Thew idth oftheExpressw ay is6 lanes(expandableup to 8 lanes
w ith allstructured as 8 lanes)w ith a design speed of120 km per hour. Inauguration ofthis expressw ay hasbeen
done on 21.11.2016 and atpresentthisExpressw aysisoperational.
This Greenfield Expressw ay project is 296.07 KM long,starts from Chitrakoot passes through districts Banda,
Mahoba,Ham irpur,Jalaun,Auraiya and ends at Agra-Lucknow Expressw ay in district Etaw ah. Bundelkhand
Expressw ay is4 lane(expandableto 6 lane w ith allstructuresas6 lane)AccessControlled expressw ay projectw ith
design speed of120 km /h. ThisExpressw ay isunder construction and expected to be operationalby theyear 2022.
The old nationalhighw ay 3,w hich w asalso know n asthe Agra-Bom bay Road,used to travelthrough variousstates
in India. Itis a m ajor Indian NationalHighw ay thatruns through the states ofUttar Pradesh,Rajasthan,Madhya
Pradesh and Maharashtra in India. Itoriginated in Uttar Pradesh and w entthrough variousregionssuch asDholpur
in Rajasthan,Morena in Madhya Pradesh,and Guna in Maharashtra. Itended atBom bay. The stretch betw een Agra
and Gw alior w asm arked asthe North South corridor by the NationalHighw aysAuthority ofIndia. After itentered
Bom bay,thehighw ayw asknow n asEastern ExpressHighw ay. Thestretch from Bom bayto Nashik becam eMum bai
Nashik Expressw ay.
The Delhi-Vadodara-Mum baiExpressw ay is a project that connects New Delhiw ith its financialhub Mum bai
through an 8-laneaccess-controlled expressw ay. Theexpressw ay w illbe8-lanew idew ith thegreenfield-alignm ent
route in backw ard areas,w hich w illreduce the current24 hourstraveltim e to 12 hours. The foundation stone of
the projectw aslaid by Union Minister Nitin Gadkarion March 8,2019. The project's totalcostisaround 1,00,000
crores. An additional30 km long spur w illalso be constructed by the NHAIfrom Noida InternationalAirportin
Jew ar to Ballabgarh on thisexpressw ay. Upon com pletion in March 2023,itw illbecom e India'slongestand busiest
expressw ay,asw ellasw orld'slongestexpressw ay.
Delhi Vadodara-`Expressw ayw illconnectDND Flyw ayin Delhito Jaw aharlalNehru Portin MaharashtraviaDausa,
Saw aiMadhopur,Kota,Ratlam ,Vadodara and Surat. Itpassesthrough thestatesofDelhi(9 km ),Haryana (129 km ),
Rajasthan (373 km ),Madhya Pradesh (244 km ),Gujarat(426 km )and Maharashtra (171 km ). The m ain length of
the expressw ay isfrom Sohna to Virar only i.e.,1,198 km . additionally,ithastw o spurs:DND Faridabad KMP (59
km )and Virar JNPT (92 km ),w hich increasesitslength to 1,350 km .
1.3 OBJECTIVE
(a) The m ain objective of the consultancy service is to establish the technical,econom ic and financial
viability ofthe projectand prepare detailed projectreports for Greenfield projectroad to <4/6 lane>
configuration.
(b) The viability ofthe projectshallbe established taking into accountthe requirem ents w ith regard to
rehabilitation,upgrading and im provem entbased on highw ay design,pavem entdesign,provision of
service roadsw herever necessary,type ofintersections,rehabilitation and w idening ofexisting and/or
construction ofnew bridges and structures,road safety features,quantities ofvarious item s ofw orks
and costestim atesand econom icanalysisw ithin the given tim e fram e.
(c) The Detailed Project Report (DPR) w ould inter-alia include detailed highw ay design,design of
pavem entand overlay w ith optionsfor flexibleor rigid pavem ents,design ofbridgesand crossdrainage
structuresand gradeseparated structures,design ofserviceroads,quantitiesofvariousitem s,detailed
w orking draw ings,detailed costestim ates,econom ic and financialviability analyses,environm ental
and socialfeasibility,socialand environm entalaction plansasappropriate and docum entsrequired for
tendering the projecton com m ercialbasisfor international/ localcom petitive bidding.
(d) The DPR consulsure detailed project preparation incorporating as of value auditand safety audit
requirem entin design art-im plem entation. The Consultantshallensure to carry outRoad Safety Audit
atvariousstagesasper supplem ent-III(AdditionalRequirem entfor Safety Audit)ofTOR.
(ii) Econom ic Corridors and m ajor NationalHighw ays requiring provisions for Service Roads and 70
m planned for expansion to 8-lanes
(v) NH w ith planned capacity to tw o-lane + PS configuration requiring provision ofService Roads30
m.
In case ofup gradation ofan existing tw o lane Highw ay to a 4/6/8 lane configuration,a com parative cost-benefit
analysis shallnecessarily be carried outw hile recom m ending developm entofexisting route/alignm entvis-a-vis
alternate option ofa green-field alignm ent. W hile carrying outthe costbenefitanalysis ofboth the options,the
follow ing factorsshallbe considered:
How ever,green-field option m ay notbe resorted to in casesw here grow th oftraffic issuch thatultim ate capacity
doesnotrequire w idening beyond 4 lanesin future.
(i) Entire ROW (60m -70m )m ay be acquired for a m axim um capacity of8 lane m ain carriage w ay
w ith provision for service roads.
(ii) Initially 4 lane carriage-w ay w ith 4 lane structuresshallbe developed w ith additionalland left
in the m edian for future expansion.
(iii) The highw ay shallhave provision for service roads in inhabited areas,preferably of10m trs
w idth,w ith m axim um access-controlfor the m ain carriage w ay.
Allefforts shallbe m ade to avoid any road alignm entthrough NationalParks and W ildlife Sanctuaries,even ifit
requirestaking a longer route / bypass. How ever,w here itbecom esabsolutely unavoidable and necessary to keep
the alignm entthrough such reserve forest/ restricted areas,land w ould be acquired w ith RoW ofnotm ore than
30 m trs.
Sim ilarly,though itm ay be difficult,w hile determ ining thealignm entfor any bypass,effortsbem adeto see ifthese
could be along the revenue boundariesoftw o revenue estatesthereby m inim izing the com pulsionsofland ow ners
/ farm ersfor cross-oversto theother side. In casesuch an alignm entisnotfound feasible,itshould be ensured that
access to com m on facilities for the localpeople (e.g. schools,Healthcare facilities etc.)is m aintained only on one
side ofthe alignm ent,thereby m inim izing the need for cross-over for day-to-day life.
Protection ofthe acquired RoW againstany possible encroachm ents is extrem ely im portant. Boundary stones be
provided at the end ofthe RoW as per provisions ofIRC:SP:84 and also supplem ented as per Circular dated
08.12.2015 issued by <NHAI>. The boundary pillarsalone,w hich are subjectto rem ovalw ith passage oftim e,m ay
notbe enough to save againstencroachm ents. As such,the typicalcross-section ofa Highw ay Road is being re-
visited separately w ith the intention ofproviding perm anentfeatures in thisbehalf. For a typicalRoW of60 m trs,
starting from one end,these w illrequire thefollow ing:
W ith regard to land acquisition,tree felling,utility shifting acrossthe alignm ent,Ministry'sGuidelinesissued vide
letter no. NH -15017/21/2018-P&M dated 10th May,2018,or any am endm ent thereof,m ay be adhered to.
Provisions ofshortbypasses,service roads,alignm entcorrections,im provem ent ofintersections shallbe m ade
w herever considered necessary,practicable and cost effective. How ever,bypasses proposals should also be
considered,w herever in urban areas,im provem entto <lane> ofthe existing road isnotpossible.
To delineate and propose the m ostoptim alalignm ent and take care ofgeom etrics ofthe road to m eetsafety
param etersw hile finalizing the DPR;
Procure or create digitized,geo referenced cadastral/land revenue m aps for the purpose ofland
acquisition activities. W here stategovernm entsoflocalagencieshavealreadydigitizecadastralm aps,
the consultant shallarrange to procure such m aps. The digitized m ap should exactly m atch the
originalm ap so thatthe dim ensionsand area ofplotscan be extracted from the m ap itself.
Co-ordinate collection of all relevant land revenue records (including Khasra m aps, Khatiyan,
Jam abandietc.)from the localland revenue adm inistration office required for preparation ofDraft
notification under Section 3A ofthe NH Act.
Identify and list allland parcels that need to be acquired as part of project road. Conduct Joint
m easurem ent survey in conjunction w ith CALA, the Executing NHAI and the Land Revenue
Departm entto verify land records.
Assist the CALA and the Project Executing NHAI in preparation of statutory notification under
Sections 3A,the CALA during hearing ofobjectionsreceived under Section 3C,recording ofhearings
and com pletion ofthisprocess,preparation ofdraftnotification under Section 3D and com pletion of
the LA processatevery stage,tim ely publication ofnotificationsand publicnoticesin new spapersat
every stage;
Clear identification and preparation of an inventory of the assets attached to the land under
acquisition (e.g. Structures,trees,crops or any such assets w hich should be valued for paym entof
com pensation);
Co-ordination w ith offices ofvarious departm ents like Land Revenue Office (or Tehsil),Registrar
office and other State departm ents (public w orks departm ent, horticulture departm ent, forest
departm entetc.)for evaluation ofassets(Structures,tree,cropsetc.)attached to the land and liaison
w ith respective State authority for authentication ofthe valuation.
Prepare and inventory ofallthe utilities(electrical/w ater supply lines/gaspipelinesetc.-
both linear and cross overs) and allsuch structures (religious structure,public utilities,crem ation
grounds,private structures)in the RoW ofthe road projectthatcould becom e m ajor hindrances at
the tim e ofprojectexecution;
Carefully avoid location ofany Flyover/VUP/elevated structure w here a high tension electricity line
(66/132/220/400 KV etc.) is crossing over so as to avoid raising ofsuch line atsuch point,w hile
designing the road projects;
Assist in dem arcation ofthe acquired land and installation ofthe boundary stones/pillars/peg
m akingsalong the RoW ofthe alignm ent;
Identification ofland parcels m issed outfrom acquisition in the firstround and assistthe Authority
and the CALA in preparation ofDraftNotification for acquisition ofthe land under m issing plots.

The structures on roads viz. Bridges,ROBs (Road Over Bridges,and Flyovers),RUBs (Road under
Bridges)etc. are designed for m ore than 50 years. Itis difficultto increase the w idth ofthe structures
ata later date w hich m ay also have larger financialim plicationsapartfrom construction related issues
in running traffic. Therefore,it has been decided to keep provision for allthe structures including
approachescom prising ofretaining structuresas6-lane (length ofsuch approachesshall,in no case,be
lessthan 30m on either side)on allthe four-lane highw aysexceptin the follow ing cases:-
i. Reserve Forest
ii. W ild life Areas
iii. Hilly Areas
iv. Urban Areas
W here site condition do not perm it this. W herever elevated sections are designed through any
inhabited are should be six-lane structures supported on single piers so the road is effective service
roadson both sides.
Highw ay projectsshallbe designed for separation oflocaltraffic especially for Vulnerable Road Users
(VRUs),for longitudinalm ovem ents and crossing facilities through viaduct(s) located at convenient
w alking distance. Provision ofPUPsand CUPs w ith size of7.0m x 3.0m ,asspecified in para 2.10 ofthe
IRC specifications,hasproved to be insufficientkeeping in view the increased use ofm echanization in
agriculture practices. These structuresdo notsupportthe easy passage / crossing for the tractorsw ith
trolleys so often used for agriculturaloperations. As traffic on cross roads is increasing day-by-day,it
hasbeen decided to substitute the provision ofPedestrian Underpass (PUP)/ Cattle Underpass(CUP)
[for para 2.10 ofIRC specifiesthe dim ensionsof7.0m x 3.0m ]w ith a LVUP w ith a m inim um size of12
(lateralclearance)x 4m (verticalclearance). Outof12m lateralw idth,2.5m w idth on one side shallbe
raised for pedestrian sidew alksw ith grillsto m ake pedestrian m ovem entconvenientand safe. A third
sm aller dim ension VUP-SVUP (4m *7m )for allcrossroadscarriagew ay w idth lesser than 5.5m m ay also
be considered. Thus VUPs w ould be ofthree grades i.e.VUP-5.5m x20m ;LVUP-4m x12m ;and SVUP-
4m x7m these structuresshallbe located atthe m ostpreferred place ofpedestrian / cattle / day-to-day
crossings. Depending on the siteconditions,feasibility ofclubbing thecrossingfacilitiesthrough service
roadsshallalso be explored. Further,the bed levelofthesecrossingsshallnotbedepressed asany such
depression,in the absence ofproper drainage facilities becom es w ater-logged rendering the sam e
unusable. Ideally,the bed levelofthe crossings should be a bithigher w ith proper connectivity to a
drain,w hich could serve the drainage requirem ents ofthe m ain carriagew ay,the underpass and the
service road asw ell.
W herever the alignm ent of 4-lane Highw ay road project is retained in-situ w hile passing through
inhabited areas(e.g. villages),itshould beensured thatService Roadsare provided on both sidesofthe
carriagew ay, connected underneath w ith a cross-over structure (VUP/ LVUP/SVUP). Thus each
habitation should preferably have crossing facility atthe highw aysw ith a verticalclearance of4 m trs.
To ensure thatbypass once constructed serves the intended purpose during its life,allthe bypasses
shallbe w elldesigned and access controlled. The entry / exitfrom / to side roads shallbe controlled
such thatthey aregradeseparated atm ajor roadsor atspacing notlessthan 5 km s. Side roadsatcloser
spacing shallbe connected to the service roadson either side and taken to m ajor roadsfor provision of
grade separated interchange.
The provision ofem bankm ents shallbe keptm inim um so as to save land as w ellas earth w hich are
scarce resources. Thiscan be decided on case to case basisw ith due deliberations. How ever,econom ic
considerationsm ay also be given due w eightage before deciding the issue.
The Consultantshallstudy the possible locations and design oftollplaza ifapplicable to the project.
W ayside am enities Land (m inim um 5 acres,length and depth preferably in the ratio of3:2)shallalso
be acquired for establishm entofW ay-side am enitiesatsuitable locationsatdistancesvarying betw een
30 to 50 km s on both sides ofthe Highw ay. The localand slow traffic m ay need segregation from the
m ain traffic and provision ofservice roads and fencing m ay be considered,w herever necessary to
im prove efficiency and safety.
The Consultantsuitable proposalsfor w idening/im provem entofthe existing road ofthe carriagew ays,
as required at the approprian. 14 tim e to m aintain the levelofservice over the design period. The
Consultantsshallprepare docum entsfor EPC/PPP contractsfor each DPR assignm ent.
Allready to i draw ingsshallbe prepared incorporating allthe details.
Environm ental Im pact Assessm ent, Environm ental Managem ent Plan and Rehabilitation and
Resettlem entStudies shallbe carried outby the Consultantm eeting the requirem ents ofthe lending
agencieslike ADB/ W orld Bank/11CA,etc.
W herever required,consultant w illliaise w ith concerned authorities and arrange allclarifications.
Approval of all draw ings including GAD and detail engineering draw ings w ill be got done by the

the ground from the concerned agencies. The clientshallprovide the necessary supporting lettersand
any officialfeesasper the dem and note issued by such concerned agenciesfrom w hom the clearances

The consultantshallprepare separate docum entsfor BoT asw ellasEPC contractsatFeasibility stage /
DPR stage. The studiesfor financing optionslike BoT,Annuity,EPC w illbe undertaken in DetailProject
Reportstudy stage.
The consultantshallbe guided in its assignm entby the ModelConcession/ ContractAgreem ents for
PPP/ EPC projects,as applicable and the ManualofSpecifications and Standards for tw o/ four/ six
laning ofhighw ays published by IRC (IRC:SP:73 or IRC:SP:84 or IRC:SP:87,as applicable) along w ith
relevantIRC codesfor design oflong bridges.
The consultantshallprepare the bid docum entsincluding required schedules(asm entioned above)as
per EPC/ PPP docum ents. For thatitis suggested thatconsultantshould also go through the EPC/PPP
docum entsofm inistry before bidding theproject. The Consultantshallassistthe <NHAI> and the Legal
Adviser by furnishing clarifications as required for the financialappraisaland legalscrutiny ofthe
ProjectHighw ay and Bid Docum ents.
Consultant shallbe responsible for sharing the findings from the preparation stages during the bid
process. During the bid processfor a project,the consultantshallsupportthe authority in responding

In depth consultation processw ith MPPW D w asheld on a regular basisto enhance the progressofthe w ork. As
tim e and quality are the essence ofthe project,before any analysis and designs,allthe param eters to be used
w ere gotapproved by the Clientduring preparation ofdraftreports so there is m inim um changes later on,i.e.
m inim um tim e requirem entin the finalization offinalreportsw ithoutcom prom ising quality.
The idea isto seek prior approvalfrom clientthrough m eeting/discussion on Inception,alignm entfinalization,
bid evaluation,pre-bid conference etc. Sim ilarly,various traffic scenarios w illbe developed and presented to

horizontalcontrolgrid. These are established on reference pillars having configuration sim ilar to
prim ary controlstation w ith an arrow painted on the surface ofexisting road indicating their location.
Benchm ark pillarsatevery 1000m along the route w ithin the ROW have been constructed. Allthese pillarsw ill
have to be furnished w ith X,Y,Z co-ordinates. The pillars are ofsize 150 x 150 x 600m m long. The pillar is
concreted and em bedded in a m anner that150m m is rem ain above ground. A steelrod has been fixed in the
centre for punching the pointand finally these are to be painted yellow .
A closed traverse isrun for a loop length of5 km . W hile traversing,station is established 200 to 250m tsapart.
The pillars constructed along the route are connected. These points are further used for detailed survey. The
m inim um accuracy ofthissurvey is1:10,000.
These are located,asfar aspossible,along the proposed rightofw ay (ROW )boundariesatan intervalof250 m
w ith BM No. m arked on itw ith red paint.
Bench Mark pillar is ofsize 15 cm x 15 cm x 45 cm castin RCC M15 w ith a nailfixed in the centre of
the top surface and em bedded in concrete M10 (5cm allaround)up to a depth of30 cm . The balance
15 cm above the ground ispainted yellow .

either side ofthe centre-line and have sufficient w idth to accom m odate im provem ent m easures. Necessary
surveys are also carried out for determ ining the requirem ents of service roads for local traffic, w here
appropriate.
Using the horizontaland verticalcontrolpoints established accurate data in the digitalfor-m at in term s of
Northing (Y). Easting (X)and Elevation (Z)co-ordinates for allbreaks in terrain such asridgesand ditchesare
collected perpendicular to the centre line at50m intervals in tangentsections and 20-25m in curve sections
using TotalStations. Cross sections are taken for the specified corridor w idth of110m ;how ever this corridor
w idth isincreased to 150m on the inside ofsharp curvesto accountfor m inor adjustm ents.
The field survey data are processed in the office to provide a digitaloutputfile for the de-sign engineers. The
data is structured so that the existing vertical profile along the pro-posed alignm ent can be produced
autom atically. The form at of the resulting data readily prom otes the calculations of earthw orks and other
quantitiesrequired for the evaluation ofcostestim ates.
Roadw ayplanshavebeen produced from thesurvey data,w hich identify theavailableRightofW ay(ROW )along
the existing road corridors. In addition, the plans identify all existing utilities /installations w ithin the
corridor/ROW thatrequire re-location by the new road design. Action Plansfor covering the relocation ofthese
obstructing installationsand publicutilitiesare to be prepared on a km to km basis.
The MaterialInvestigation for road construction has been carried out to identify the potential sources of
construction m aterialsand to assesstheir generalavailability,m echanicalpropertiesand quantities. Thisisone

The need of expressing capacity in passenger car units has triggered off m any studies for establishing
appropriate passenger car equivalency (PCE)values for differenttypes ofvehicles. Notable am ong the studies
carried outin India are the road user coststudies(RUCS)by CRRIand the MoRT&H. Ithasbeen recognized that
