Notice of “Expression of Interest” (EOI)
for Supply of Electrical Moisture Meter for Food Grains
Food Corporation of India, Regional Office (Chhattisgarh), Raipur invites Expression
of Interest (EOI) from the manufacturers/suppliers of Electrical Moisture Meter for
supply of Electrical Moisture Meter for spot measurement of moisture content of
food grains/cereals. The Electrical Moisture Meter should conform to the
specification for electrical moisture meters as per IS: 8824 (Part-I)-1978 with up-to-
date amendments in general unless specified under detailed specification (annexure-
I) with other features required as well as desired.
The manufacturers/suppliers of Electrical Moisture Meters confirming to detailed
specification as per annexure-I are requested to submit the details of Electrical
Moisture Meters with elaborated features of the product offered along with price in
a sealed envelope on or before 12.01.2015 to the address given below -

The details of warranty offered on the product as well as servicing and repairing
facility offered should also be clearly mentioned with term and condition. The
manufacturers/suppliers of Electrical Moisture Meter confirming to detailed
specification as well as offering “onsite” warranty, repairing & servicing facility (at
Raipur, Durg and Bilaspur) will be called for demo of the instrument offered. The
manufacturers/suppliers may offer different models of Electrical Moisture Meters.
The General Manager (R), FCI, RO, Chhattisgarh reserves the right to accept or reject
the offer through Expression of Interest (EOI) without assigning any reason at any
point of time.

Detailed Specification of Electrical Moisture Meter for Food Grains
ELECTRICAL MOISTURE METER: The moisture meter should be capable of making
spot measurement of moisture content of food grains, cereals, oil seeds, pulses, other
seeds and should confirm specification for electrical moisture meters as per IS: 8824
(Part-I)-1978 with up-to-date amendments in general unless specified as under-

4. GENERAL REQUIREMENTS
5.1 General — Moisture meters shall be sturdy and compact.

5.4 Scale — Moisture meters shall have a suitably graduated scale to
indicate percentage of moisture content directly.
5.5 Supply Voltage — As per BIS

5. ACCURACY: As per BIS
6. MEASURING RANGE: The measuring range shall be from 6 % to 40 %.

NOTE — At temperatures other than that of the calibration, automatic
temperature compensation circuits have to be built in the meter.

11. REPRODUCIBILITY OF TEST RESULTS: - The reproducibility of the test results
shall be within +/- 0.2 or less from of the numeric reading of moisture percentage.
12. OTHER FEATURES: Body-Mild steel, Test Cup- Stainless steel, Sample of grain-
minimum 30 CC or more, under range/over range error display, facility of
calibration check; error correction & auto calibration, provision to calibrate new
commodity, last reading recall facility, facility of reprogramming the factory settings
with oven test for all commodities without opening the box, provision to connect
with computer/printer through USB port/others, digital display of moisture
content and temperature, commodity wise pressure display chart on the body for
common cereals like raw rice, boiled rice, wheat, paddy, maize e.t.c.
13. DESIRABLE FEATURES: Heavy duty moisture meters with consistent high
accuracy, LED/LCD digital display of 2×16 or more alpha numeric character, low
battery indication, hot keys for 3 to 4 commodities, heavy duty key pads, data
logging and data storage capacity for at least 100 samples, sample of grain up to 100
CC, humidity indicator e.t.c.
